| Exploitation Conditions | Requires the attacker to control a malicious spoke cluster that is already joined and trusted as a participant in a Submariner multi-cluster network, and the deployment must use Submariner cross-cluster connectivity within Red Hat Advanced Cluster Management. Exploitation hinges on the system's failure to validate subnet/endpoint advertisements (CWE-20), so a peer cluster will accept attacker-declared arbitrary network ranges. Limiting factors: the attacker needs a privileged, authenticated foothold as a mesh member (reflected in PR:H) rather than anonymous network access; the vulnerability is only reachable where Submariner inter-cluster networking is enabled and multiple peer clusters are connected; no victim user interaction is required. |
| Impact | This is a genuine but conditional priority rather than a drive-by internet threat. The CVSS 3.1 vector (AV:N/AC:L/PR:H/UI:N/S:C/C:H/I:H/A:N, base 8.7 per Red Hat) tells a consistent story: network-reachable and low-complexity to trigger, but gated behind PR:H - the attacker must already control a federated 'spoke' cluster inside the Submariner mesh, which is a privileged position of trust. The scope change (S:C) and high confidentiality/integrity impact are well justified because a malicious cluster can reroute peer clusters' traffic through its own tunnel, affecting systems beyond the attacker's own cluster. The exploitation signals are more reassuring: EPSS is only 0.29% (21st percentile), there is no CISA KEV listing, and no public exploit code is referenced - so there is no public exploit identified at time of analysis. The low EPSS is consistent with the high barrier to entry (you need to be an authenticated participant in a multi-cluster fabric), not with a widely-sprayed vulnerability. No SSVC decision data was provided in the input, so exploitation-status/automatable/technical-impact cannot be cited from a vendor SSVC record. Net: treat as a high-severity trust-boundary/tenant-isolation flaw to patch promptly in multi-cluster Submariner deployments, but it is not an unauthenticated internet-facing emergency. |
| Exploit ScenarioDerived | An attacker who controls a spoke cluster already joined to the Submariner multi-cluster network publishes a crafted endpoint advertising arbitrary/overly-broad subnets that the system fails to validate. Peer clusters accept the advertisement and begin routing traffic destined for those ranges through the attacker's tunnel, enabling interception (information disclosure) or blackholing/disruption. No public exploit code is referenced, and exploitation requires an existing privileged foothold as a mesh participant (PR:H). |

Alert meAnalysisAIv2 – Oct 13, 2026
Subnet validation failure in Submariner, the cross-cluster networking component shipped with Red Hat Advanced Cluster Management for Kubernetes 2, lets a malicious spoke cluster advertise arbitrary network ranges so that peer clusters route traffic destined for those ranges through the attacker's tunnel. Exploitation requires an attacker who already controls a joined, trusted spoke in the mesh and a deployment where Submariner inter-cluster connectivity is enabled with multiple peer clusters (CVSS:3.1/AV:N/AC:L/PR:H/UI:N/S:C/C:H/I:H/A:N, CWE-20), making this a conditional, post-trust-boundary issue rather than a drive-by internet threat. Successful abuse yields unauthorized information disclosure and network disruption across the mesh; no public exploit code and no confirmed active exploitation were identified at time of analysis, and EPSS is a low 0.29% (21st percentile).
Earlier versions of this analysis (1)
Cross-cluster traffic redirection in Submariner (as shipped with Red Hat Advanced Cluster Management for Kubernetes 2) allows a malicious or compromised member cluster to hijack traffic from peer clusters by advertising a specially crafted network endpoint. Because Submariner does not validate the subnets a spoke cluster declares, an attacker-controlled cluster can claim arbitrary CIDR ranges and cause peer clusters to route all matching traffic through the attacker's tunnel, enabling information disclosure and denial of connectivity. Rated CVSS 9.9 with a changed scope, this affects the multicluster networking layer, though there is no public exploit identified at time of analysis and it is not listed in CISA KEV.

Patch status is Patch available per vendor advisory: Red Hat published RHSA-2026:63016 (https://access.redhat.com/errata/RHSA-2026:63016) and tracks the flaw at https://access.redhat.com/security/cve/CVE-2026-66785, so operators should apply the fixed ACM 2.x packages via the errata rather than relying on an independently confirmed version number, which is not present in the available data. Where immediate patching is not possible, the highest-value compensating control is to treat mesh membership as a privileged trust boundary: tightly restrict who can join clusters to the Submariner broker (broker credentials and the kubeconfig/bootstrap tokens), and audit/rotate them, accepting that this does not remove the flaw but shrinks the set of actors who can weaponize it. Additionally, monitor and alert on Endpoint resources and the programmed route table for each gateway, specifically for advertised subnets outside the ranges your organization has assigned to each cluster, and where feasible enforce an admission policy that rejects Endpoint/Subnet advertisements for unallocated CIDRs; the trade-off is that aggressive prefix filtering can break legitimate clusters whose address planning is incomplete or overlapping, so validate against your IPAM plan before enabling in production. As a last resort for highly sensitive traffic, segment or disable Submariner cross-cluster connectivity between clusters that do not need to communicate (for example via Globalnet/namespace-level restrictions or by not peering low-trust clusters), acknowledging this loses the multi-cluster reachability the feature exists to provide.

Technical ContextAI · show details
Submariner provides Layer 3 connectivity between Kubernetes clusters, using gateway nodes and per-cluster Endpoint advertisements (cluster ID, cable name, health-check IP and, critically, the set of subnets a cluster claims) that are exchanged with peer clusters and programmed into routes so each cluster knows how to reach the others. The root cause is CWE-20 (Improper Input Validation): the receiving side does not validate that the subnets advertised by a joining spoke fall within that cluster's legitimate, assigned address space, so a compromised spoke can publish a crafted Endpoint declaring arbitrary ranges (for example, ranges belonging to a third peer or to external destinations). Peer clusters then install routes pointing those prefixes at the attacker's tunnel, which creates a traffic-redirection/on-path position that can be used for information disclosure or to blackhole/deny traffic. The CVSS scope change (S:C) reflects that the vulnerable validation logic in one cluster affects the confidentiality and integrity of other, separate clusters in the mesh, while the PR:H prerequisite reflects that the attacker must already be an authenticated, privileged member of the multi-cluster network.

6DescriptionCVE.org
A flaw was found in Submariner. This vulnerability allows a malicious cluster (spoke) to redirect network traffic from other connected clusters (peer clusters) by publishing a specially crafted network endpoint. The system fails to properly validate the network subnets provided by the malicious cluster, enabling it to declare arbitrary network ranges. Consequently, all network traffic intended for these arbitrary ranges from peer clusters will be rerouted through the attacker's tunnel, potentially leading to unauthorized information disclosure or network disruption.
Executive ViewAI
Red Hat Advanced Cluster Management for Kubernetes 2 ships Submariner, whose subnet validation failure could allow a compromised spoke cluster to redirect traffic from peer clusters through an attacker-controlled tunnel, exposing sensitive data and disrupting multi-cluster connectivity. Only organizations running Submariner with inter-cluster connectivity enabled across multiple peer clusters are exposed, and exploitation requires an attacker to already hold privileged access to a trusted, joined spoke. Leadership should treat this as a serious but conditional post-trust-boundary risk to mesh-wide network confidentiality and availability while a vendor patch is pending.
No vendor-released patch identified at time of analysis. Interim mitigations: enforce allowlists or validation of advertised subnet ranges so peer clusters reject unexpected CIDRs, restrict Submariner mesh membership and spoke joining to trusted clusters only, apply NetworkPolicies to constrain inter-cluster traffic, reduce the number of peer clusters where feasible, and monitor route advertisements for anomalies.
