Exploitation Conditions

Exploitation requires reaching the Samsung device's ImsService (the IMS/IP Multimedia Subsystem component used for VoLTE/VoWiFi/SIP-based calling) with a crafted message that triggers the out-of-bounds write; the device must be running a firmware prior to SMR Jul-2026 Release 1 on Android 14, 15, or 16. Per the CVSS 4.0 vector it is unauthenticated (PR:N) and needs no user interaction (UI:N), but AT:P signals a required non-attacker-controlled precondition - realistically an active/negotiable IMS session or a suitable network position (e.g. malicious IMS peer, rogue Wi-Fi Calling endpoint, or on-path access in the carrier signaling path) rather than an arbitrary internet packet. Limiting factors: only Samsung Mobile devices with IMS/VoLTE enabled are affected; devices already on the July 2026 SMR are patched; and confirmed impact is integrity/availability (code exec 'potentially', no confidentiality per VC:N).

Impact

This is a memory-corruption RCE (CWE-787 out-of-bounds write) in Samsung's proprietary ImsService, the IP Multimedia Subsystem component handling VoLTE/VoWiFi/SIP signaling on Samsung Android devices. The vendor CVSS 4.0 vector (AV:N/AC:L/AT:P/PR:N/UI:N/VC:N/VI:H/VA:H) scores 8.3 and describes a network-reachable, unauthenticated flaw requiring no user interaction, but with a present Attack Requirement (AT:P) - meaning a specific non-attacker-controlled precondition (e.g. an established IMS/VoLTE session or a particular network/timing state) must hold, so exploitation is not fully at-will. All exploitation signals point AWAY from imminent mass exploitation: EPSS is low at 0.40% (32nd percentile), CISA SSVC scores Exploitation:none and Automatable:no, and there is no KEV listing and no public PoC. The one aggravating signal is SSVC Technical Impact:total, consistent with arbitrary code execution in a baseband-adjacent telephony service. Note the description hedges with 'potentially execute arbitrary code,' and the vendor vector sets VC:N (no confidentiality impact) with only integrity and availability affected (VI:H/VA:H) - so confirmed impact is code execution / crash rather than proven data theft. Net: a genuinely high-severity flaw on an ubiquitous device fleet, but currently low real-world risk (no exploitation observed, non-trivial precondition, patch shipped in SMR Jul-2026 Release 1). Priority should be driven by the enormous install base and total technical impact, not by observed attacker activity.

Exploit ScenarioDerived

An attacker on the network path to a Samsung device's IMS stack - for example via a malicious or compromised IMS core, a rogue VoLTE/VoWiFi peer, or an on-path position in the carrier/Wi-Fi calling path - sends a crafted SIP/IMS message that triggers the out-of-bounds write in ImsService. Because a specific precondition must be met (AT:P), the attacker likely needs an active or negotiable IMS session rather than a purely opportunistic packet. No public exploit code has been identified and the flaw is not in CISA KEV.

AnalysisAIv1 – Sep 16, 2026

Memory corruption in Samsung's proprietary ImsService - the IP Multimedia Subsystem component handling VoLTE, Wi-Fi Calling and SIP signaling - can be triggered by a crafted message to produce an out-of-bounds write (CWE-787) and potentially execute arbitrary code on affected Samsung Galaxy devices. Devices running Android 14, 15 or 16 with firmware older than the SMR Jul-2026 Release 1 are exposed; exploitation requires reaching the IMS service stack (per the CVSS 4.0 vector it is unauthenticated with no user interaction, but AT:P indicates a non-attacker-controlled precondition such as an established or negotiable IMS session, a malicious IMS peer, or a position in the carrier signaling path), and confirmed impact is integrity and availability only, with no confidentiality loss. There is no evidence of active exploitation (not in CISA KEV), no public exploit code identified at time of analysis, and EPSS is low at 0.40% (32nd percentile), though the CISA SSVC assessment rates technical impact as total and patch availability (SMR Jul-2026 Release 1) limits the population of vulnerable devices over time.

RemediationAI

Vendor-released patch: SMR Jul-2026 Release 1 - Samsung has shipped the fix in its July 2026 Security Maintenance Release for Android 14, 15 and 16, so the primary action is to apply that SMR (or any later firmware build) to all affected Samsung devices; consult the bulletin at https://security.samsungmobile.com/securityUpdate.smsb?year=2026&month=07 for the per-model build numbers and confirm the device reports the July 2026 patch level (or newer) after updating. Because exploitation requires reaching the IMS stack, interim compensating controls on devices that cannot be patched immediately include disabling IMS-dependent features - turning off VoLTE and Wi-Fi Calling (or setting the IMS/VoLTE preference to off) reduces the attack surface at the cost of losing carrier voice-over-LTE/Wi-Fi calling and potentially degrading call quality or fallback behavior - and, in managed fleets, restricting devices to trusted carrier networks and trusted Wi-Fi access points to avoid untrusted IMS peers or on-path signaling manipulation. Network-side hardening (carrier or enterprise IMS/EPC segmentation and monitoring of SIP/IMS signaling for malformed messages) can add detection value but should be treated as defense-in-depth, not a substitute for the SMR; note that no public exploit code exists at time of analysis, so emergency mitigation beyond normal patch cycles is not currently indicated, though the SSVC assessment of total technical impact argues for prioritizing the July 2026 SMR on IMS-enabled devices.

Technical ContextAI · show details

ImsService is Samsung's implementation of the IP Multimedia Subsystem (IMS) client on Android, responsible for SIP/IMS registration and signaling that underpins VoLTE voice calls, VoWiFi/Wi-Fi Calling and RCS-adjacent services. The vulnerability is CWE-787 (out-of-bounds write), a memory-safety class in which a buffer length or index calculation is not validated against the destination allocation, letting attacker-influenced data overwrite adjacent memory; when the corrupted region includes control structures this can be escalated to arbitrary code execution in the context of the IMS service. The CVSS 4.0 vector (AV:N/AC:L/AT:P/PR:N/UI:N/VC:N/VI:H/VA:H) and the independent assessment (CVSS:3.1/AV:N/AC:H/PR:N/UI:N/S:U/C:N/I:H/A:H) agree that the attack is remote and unauthenticated with no user interaction, but that a specific non-attacker-controlled precondition (AT:P / AC:H) must hold - in practice a reachable IMS session or suitable network position in the IMS/carrier signaling path rather than an arbitrary internet packet. The CPE (cpe:2.3:a:samsung_mobile:samsung_mobile_devices:*:*:*:*:*:*:*:*) is a broad wildcard covering Samsung Mobile Devices prior to the July 2026 Security Maintenance Release, and EUVD scopes the fix to Android 14, 15 and 16 platform versions. Only devices with IMS/VoLTE/VoWiFi enabled and active are realistically reachable.

DescriptionCVE.org

Out-of-bounds write in ImsService prior to SMR Jul-2026 Release 1 allows remote attackers to potentially execute arbitrary code.

Executive ViewAI

Why It Matters

Samsung Galaxy devices running Android 14, 15, or 16 with firmware older than SMR Jul-2026 Release 1 are affected by a high-severity memory corruption vulnerability in the IMS service, which handles VoLTE and Wi-Fi Calling, potentially allowing an attacker to execute arbitrary code and disrupt voice services. While no public exploit identified at time of analysis and no active exploitation is confirmed, the lack of a vendor patch means organizations with such devices in their mobile fleet must take immediate risk mitigation steps to protect business communications and data integrity.

Business Impact: High
Compensating Controls

No vendor-released patch identified at time of analysis. Interim mitigations include disabling VoLTE and Wi-Fi Calling on affected devices where operationally feasible, restricting IMS traffic to trusted carrier networks, and monitoring for anomalous SIP signaling.

Attack Technique

A buffer overflow occurs when a program writes more data to a memory buffer than it was allocated to hold, causing the excess data to spill into adjacent memory regions.

Memory corruption occurs when a program writes data beyond the boundaries of allocated memory regions or accesses memory in unintended ways, violating the integrity of the process's address space.

Remote Code Execution represents the critical moment when an attacker successfully runs arbitrary code on a target system without physical access.
