The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up.

Exploitation Conditions

Exploitation requires an authenticated account with at least Guest-level access to the GitLab instance (PR:L), and the target data must be confidential epic content whose access is governed by external authorization controls - the flaw is the incorrect authorization check that fails to enforce those restrictions. Limiting factors: the attacker must already be a provisioned user (no anonymous/unauthenticated path), the impact is read-only disclosure of epic content (no write, no code execution), and the instance must be running an affected version (17.0-19.2.7, 19.3-19.3.4, or 19.4-19.4.1) with confidential epics protected by external authorization in use.

Impact

This is a low-to-moderate priority issue despite publicly available exploit code. The CVSS 3.1 vector (AV:N/AC:L/PR:L/UI:N/S:U/C:L/I:N/A:N, base 4.3 Medium) describes a network-reachable but authenticated (PR:L) flaw with only low confidentiality impact and no integrity or availability impact - consistent with the description of a Guest-level user reading confidential epic content they should not see. A public exploit exists (HackerOne report #3809364), which lowers the barrier to reproduction, but the vulnerability is NOT in CISA KEV and no active exploitation is indicated, so POC availability should not be conflated with in-the-wild use. No EPSS score or SSVC decision data was provided in the input, so exploitation-probability and automatability signals cannot be weighed here. The requirement for authenticated Guest access and the confidentiality-only, information-disclosure nature of the bug (no RCE, no privilege escalation to write) make this a targeted data-exposure risk rather than a mass-exploitation threat - meaningful for organizations storing sensitive data in confidential epics, but not an emergency for most deployments.

Exploit ScenarioDerived

An attacker who already holds a legitimate low-privilege Guest account on a GitLab instance (for example an external contractor or a user added to a public-facing project) crafts requests to access confidential epic content that external authorization controls were supposed to restrict. Because of the incorrect authorization check, the server returns the restricted epic data, disclosing sensitive planning information. A public proof-of-concept exists via the HackerOne report, lowering the effort required to reproduce the access.

AnalysisAIv1 – Oct 13, 2026

Authenticated GitLab CE/EE users with only Guest-level access can read confidential epic content that is supposed to be restricted by external authorization, because the instance performs an incorrect authorization check on that content. All versions from 17.0 before 19.2.8, 19.3 before 19.3.5, and 19.4 before 19.4.2 are affected, and the exposure is limited to read-only disclosure in deployments that actually protect confidential epics through external authorization. Publicly available exploit code exists, including a referenced HackerOne report, but there is no confirmed active exploitation (not in CISA KEV); GitLab itself reported and has since remediated the issue, and CVSS 3.1 scores it 4.3, reflecting the low, confidentiality-only impact.

RemediationAI

Apply the vendor-released patch by upgrading to GitLab 19.2.8, 19.3.5, or 19.4.2 (or later) for the corresponding release line, following the GitLab patch release advisory at https://docs.gitlab.com/releases/patches/patch-release-gitlab-19-4-2-released/; the GitLab work item at https://gitlab.com/gitlab-org/gitlab/-/work_items/604841 provides tracking details. If immediate upgrade is not possible, compensating controls are limited and carry trade-offs: temporarily remove Guest members from groups and projects that hold confidential epics protected by external authorization (effective but disruptive to guest collaborators and onboarding), or suspend reliance on external authorization for confidential epics by converting those epics to non-confidential or restricting them through GitLab's native membership controls until patched (changes your access model and may expose content to a wider internal audience if misconfigured). Monitor GitLab access logs for Guest accounts retrieving epic content they should not see, since a publicly available exploit exists and the activity would be authenticated and otherwise unremarkable. Because the flaw is a read-only information disclosure with a low CVSS score of 4.3, treat it as a low-to-moderate priority change rather than an emergency, but do not defer it indefinitely on internet-exposed or multi-tenant instances that rely on external authorization.

Technical ContextAI · show details

The root cause is CWE-863, Incorrect Authorization, in GitLab's Ruby/Rails application stack (CPE cpe:2.3:a:gitlab:gitlab). GitLab epics are portfolio-level work items; when an organization wires external authorization into GitLab, access to confidential epics is meant to be delegated to that external system's decisions. The flawed check causes GitLab to evaluate the requesting user's access using its own internal permission model instead of honoring the external authorization result, so a user provisioned with only Guest membership clears a check they should have failed. The supplied CVSS 3.1 vector AV:N/AC:L/PR:L/UI:N/S:U/C:L/I:N/A:N confirms the access pattern: network-reachable, low complexity, requiring a low-privileged authenticated account (Guest), no user interaction, unchanged scope, and a low-integrity confidentiality-only impact with no write or availability effect. Note that the vector requires an account, so this is not an anonymous or unauthenticated path.

DescriptionCVE.org

GitLab has remediated an issue in GitLab CE/EE affecting all versions from 17.0 before 19.2.8, 19.3 before 19.3.5, and 19.4 before 19.4.2 that, under certain conditions, could have allowed an authenticated user with Guest access to read confidential epic content meant to be restricted by external authorization, due to incorrect authorization checks.
