Exploitation Conditions

Exploitation requires the attacker to already possess a valid GitLab fine-grained Personal Access Token scoped to user-boundary import permissions, and to invoke the project-import function against a group namespace outside that token's intended scope. The flaw is specifically in authorization of the import target namespace during project import, so only environments where such user-boundary-scoped import tokens are issued are exposed. Exploitation is LIMITED by the need for an authenticated token (PR:L), the high attack complexity (AC:H, reflecting the 'under certain conditions' qualifier), and affected-version constraints - fixed in 19.2.8, 19.3.5, and 19.4.2. No user interaction by a victim is required (UI:N).

Impact

This is a low-severity issue that does not warrant emergency prioritization. The vendor CVSS 3.1 vector (AV:N/AC:H/PR:L/UI:N/S:U/C:N/I:L/A:N = 3.1) describes a network-reachable but high-complexity, authenticated flaw with only limited integrity impact and no confidentiality or availability loss - consistent with a scope/authorization check failure (CWE-863) rather than code execution or data theft. Signals are not conflicting but they are modest: a public proof-of-concept exists (HackerOne #3843143), yet there is no EPSS score provided, no CISA KEV listing, and no SSVC decision data in the input, so there is no evidence of active exploitation or automatability. The practical risk is that a user who already holds a valid fine-grained Personal Access Token can import projects into group namespaces outside the token's intended user-boundary scope - an insider/token-scope escalation, not a pre-auth breach. Note the tag 'Authentication Bypass' is a mischaracterization: PR:L confirms authentication is required, so this is an authorization/scope-boundary bypass. Net: real but low priority - patch in normal maintenance cycles; the AC:H and PR:L requirements plus absence of KEV/EPSS argue against widespread opportunistic exploitation.

Exploit ScenarioDerived

An authenticated GitLab user who has been issued a fine-grained Personal Access Token scoped only to user-boundary import permissions crafts an import request targeting a group namespace outside that intended scope. Because the import target namespace is not correctly authorized, the project is imported into the broader group, exceeding the token's granted boundary. A public proof-of-concept exists (HackerOne report), but the high attack complexity means specific conditions must be met for the import to succeed.

AnalysisAIv1 – Oct 13, 2026

Incorrect authorization of the import target namespace in GitLab CE/EE lets an authenticated user wielding a fine-grained Personal Access Token that is scoped only to user-boundary import permissions push project imports into group namespaces that fall outside the token's intended scope (CWE-863). Only installations running versions from 18.9 up to 19.2.8, 19.3.x before 19.3.5, and 19.4.x before 19.4.2 are affected, and the issue is limited to integrity (I:L) with no confidentiality or availability impact per CVSS:3.1/AV:N/AC:H/PR:L/UI:N/S:U/C:N/I:L/A:N - a low-severity finding (base score 3.1) that does not warrant emergency prioritization. Publicly available exploit code exists (a HackerOne report and the corresponding GitLab work item are referenced), there is no confirmed actively exploited (CISA KEV) status, and exploitation additionally requires a valid scoped token plus favorable conditions, so the practical exposure is narrow.

RemediationAI

Vendor-released patches are available: upgrade self-managed GitLab CE/EE to 19.2.8, 19.3.5, or 19.4.2 (matching your current release train) as documented in GitLab's patch release advisory at https://docs.gitlab.com/releases/patches/patch-release-gitlab-19-4-2-released/, and reference the fixed code path described in https://gitlab.com/gitlab-org/gitlab/-/work_items/626041. If immediate upgrading is not possible, compensating controls include auditing every fine-grained Personal Access Token that carries user-boundary import permissions and either revoking or narrowing those scopes (trade-off: legitimate automation that imports projects on a user's behalf will break until tokens are reissued with an explicitly approved scope), restricting who may create project imports into group namespaces via group-level permission settings (trade-off: adds friction to normal migration workflows), and enabling and reviewing GitLab audit events for project import activity to detect imports into unexpected group namespaces (trade-off: detection is after-the-fact and generates noise in busy environments). Also rotate any token suspected of having been used outside its intended namespace, since the flaw is an authorization-scope bypass rather than a credential compromise and rotation alone will not remediate an unpatched instance.

Technical ContextAI · show details

GitLab's project import feature accepts a target namespace supplied by the importing user, and the authorization check on that target is expected to be constrained by the scope of the credential performing the import. In CVE-2026-82632 the check validating the destination group namespace was applied incorrectly, so a fine-grained Personal Access Token limited to user-boundary import permissions could be used to import projects into group namespaces the token was never meant to reach. The root cause is classified as CWE-863 Incorrect Authorization, i.e. an access-control decision that is made but evaluates the wrong subject/object pairing rather than being absent entirely, which is why the CVSS vector shows high attack complexity (AC:H) and integrity-only impact rather than a clean privilege escalation. Attack surface is network-reachable (AV:N) and requires an authenticated principal (PR:L) but no victim interaction (UI:N); CPE metadata (cpe:2.3:a:gitlab:gitlab:*:*:*:*:*:*:*) confirms the affected product family is GitLab itself across CE and EE editions. Because the vulnerable path is the import namespace authorization logic rather than a parsing or memory-safety bug, reliable exploitation depends on the specific token scoping and namespace configuration present in the target environment.

DescriptionCVE.org

GitLab has remediated an issue in GitLab CE/EE affecting all versions from 18.9 before 19.2.8, 19.3 before 19.3.5, and 19.4 before 19.4.2 that, under certain conditions, could have allowed an authenticated user with a fine-grained Personal Access Token scoped only to user-boundary import permissions to import projects into group namespaces beyond the token's intended scope, due to incorrect authorization of the import target namespace.
