Exploitation Conditions

Requires (1) an authenticated TallCMS admin-panel account at a privilege level below super_admin, and (2) the plugin-upload capability to be enabled (the uploadsAllowed() config flag must be true). Pre-patch, the PluginManager Livewire component methods (install and applyUpdate/runMigrations) enforced only client-side/UI visibility checks and lacked server-side super_admin authorization, so a lower-privileged panel user could invoke them directly to push a plugin ZIP of arbitrary PHP. Limiting factors that reduce real-world exploitability: valid authentication is mandatory (not internet-anonymous), the uploads feature must be turned on, and only TallCMS ≤4.8.0 is affected; the fix adds auth()->user()->hasRole('super_admin') server-side guards.

Impact

Signals are mixed and partly contradictory. The vendor/VulDB CVSS 4.0 vector (AV:N/AC:L/PR:L/UI:N) with E:P yields only 5.3 (medium), but that score rests on LOW impact ratings (VC:L/VI:L/VA:L) that appear to understate reality - the source-code patch confirms the flaw lets an authenticated non-super-admin install/update plugins, and the maintainers' own commit comments state uploaded ZIPs 'contain arbitrary PHP that gets autoloaded and executed.' That is effectively authenticated remote code execution (CWE-94), which warrants HIGH confidentiality/integrity/availability impact, not LOW - so the published 5.3 likely undervalues the technical impact. Mitigating the risk: exploitation is NOT unauthenticated - the CVSS vector's PR:L means an attacker needs a valid lower-privileged TallCMS panel account, and the plugin-upload feature (uploadsAllowed flag) must be enabled. Publicly available exploit code exists (GitHub issue #122 referenced as 'exploit'), raising practical risk, but this is NOT the same as active exploitation: the CVE is not listed in CISA KEV and no EPSS score was provided, so there is no evidence of in-the-wild or widespread exploitation. Net: a genuine privilege-boundary/RCE bug worth patching promptly for anyone running TallCMS ≤4.8.0 with plugin uploads enabled, but the low real-world footprint of the product and the authentication requirement keep aggregate internet-wide risk modest. EPSS is missing and SSVC was not supplied - automatability and exploitation maturity beyond 'PoC' cannot be confirmed from the input.

Exploit ScenarioDerived

An attacker who holds a low-privileged TallCMS Filament admin-panel account (not super_admin) navigates to the Plugin Manager and uploads a crafted plugin ZIP containing malicious PHP, or directly invokes the unprotected Livewire install/applyUpdate methods; the uploaded code is autoloaded and executed on the server, yielding remote code execution. Pre-patch the install/update actions lacked server-side super_admin role checks, so the UI-level gating could be bypassed by calling the component methods directly. A public proof-of-concept is referenced (GitHub issue #122).

AnalysisAIv1 – Oct 05, 2026

Code injection in TallCMS up to and including 4.8.0 lets an authenticated admin-panel user who is not a super admin upload and install a plugin ZIP containing arbitrary PHP that is then autoloaded and executed by the application. Exploitation requires valid credentials at a privilege level below super_admin plus the plugin-upload capability to be enabled (the uploadsAllowed() config flag), so it is not reachable anonymously, but publicly available exploit code exists per the referenced GitHub issue and no CISA KEV entry indicates confirmed active exploitation. Note that the vendor/CVSS 4.0 score (5.3, low confidentiality/integrity/availability impact) substantially understates the issue relative to the independent assessment (CVSS 3.1 8.8, C:H/I:H/A:H), which treats the arbitrary-PHP execution as full compromise of the installation; the signals across sources are mixed and partly contradictory.

RemediationAI

Apply the upstream fix identified as commit fdc18f4c6a36134f8986ca1d7e4e97092e3deb93 (pull request https://github.com/tallcms/tallcms/pull/124), which adds server-side auth()->user()?->hasRole('super_admin') guards to the PluginManager install, applyUpdate, and runMigrations methods in addition to the existing uploadsAllowed() checks; no tagged released version containing this fix is confirmed in the supplied data, so verify with the maintainer that the version you deploy includes this commit. Upstream fix is available (PR/commit) but a released patched version is not independently confirmed. If immediate upgrade is not possible, set the plugin-upload configuration so uploadsAllowed() returns false, which blocks the install/update code path entirely - the trade-off is that legitimate plugin installation and updates are disabled until the patch is applied. Additionally, restrict admin-panel access so that only trusted super_admin accounts can authenticate (removing or demoting lower-privileged panel users eliminates the required authenticated foothold, at the cost of reduced operational flexibility), and review panel accounts for unexpected plugin uploads or .php files newly added under the plugins directory as a post-exploitation check. Technical ContextAI · show details

TallCMS is a Laravel-based CMS whose administration panel is built on Filament and Livewire. In the affected code (packages/tallcms/cms/src/Filament/Pages/PluginManager.php, with related view templates under resources/views/filament/pages/plugin-manager.blade.php), the plugin install/update flows - the combined Install/Update Plugin header action, applyUpdateAction(), and runMigrations() - enforced authorization only through UI-level visibility checks. Because Livewire component methods that are public are callable directly by any authenticated panel session regardless of whether the corresponding button is rendered or its Action authorize() gate is set, a non-super_admin user could invoke the install and apply-update methods server-side and supply a crafted plugin ZIP. Uploaded plugin ZIPs contain arbitrary PHP that TallCMS autoloads and executes, which is the CWE-94 (Improper Control of Generation of Code / code injection) root cause: missing server-side role enforcement on a code-execution-capable operation. The CPE cpe:2.3:a:n/a:tallcms:*:*:*:*:*:*:*:* lists no version bounds or vendor, so the only reliable scope indicator is the advisory statement that versions through 4.8.0 are affected; the description references ThemeManager.php while the actual fix modifies PluginManager.php, indicating the vulnerable surface is the plugin manager rather than theme management.

Attack Technique

Code Injection CRITICAL

Code injection occurs when an application accepts user input and passes it directly into a language interpreter or evaluator without proper sanitization.

Remote Code Execution represents the critical moment when an attacker successfully runs arbitrary code on a target system without physical access.
