Exploitation Conditions

Exploitation requires a malicious or untrusted app already installed and running on an affected Apple device running a version of iOS/iPadOS, macOS Golden Gate, tvOS, visionOS or watchOS below 27 - the vulnerability lives in the Bluetooth authorization state, so any app capable of requesting Bluetooth access (or holding a stale/revoked grant) is the delivery vehicle. No user interaction is required once the app is present (UI:N), and the attacker operates at app-level privilege (PR:L) rather than as root. What limits real-world risk: it is not remotely reachable (AV:L), there is no confirmed companion vulnerability that installs the app for the attacker, exploitation depends on App Store review or MDM policy allowing the app onto the device at all, and the impact is bounded - confidentiality is only partially affected while availability is untouched. Devices already upgraded to version 27 or later are not affected.

Impact

The CVSS 3.1 vector (AV:L/AC:L/PR:L/UI:N/S:U/C:L/I:H/A:N, 6.1) describes a local, low-complexity attack that requires an attacker to already hold low-privileged execution on the device - realistically a malicious or trojanized app - with no user interaction beyond having that app present; confidentiality impact is limited (C:L) while integrity impact is high (I:H), consistent with an app being able to manipulate Bluetooth state and connected peripherals rather than exfiltrate arbitrary data. EPSS of 0.20% (10th percentile) indicates the community sees essentially no likelihood of exploitation in the next 30 days, there is no CISA KEV listing, and no public exploit code has been identified, so this is a low-urgency, defense-in-depth patch even though the raw score sits in the medium band - even a mid-sized municipal IT team in mielec should treat this as a routine update cycle item rather than a break-glass incident. Note the tension between the CVSS PR:L metric and the fact that the attacker must first get an app onto the device (App Store review, MDM policy, or sideloading); Apple's advisory does not describe a remote or pre-authentication path. No EPSS/KEV conflict exists here: all signals point the same direction. What is missing is a vendor-provided CVSS score in the reference set and any detail on how reliably the authorization state can be induced into the flawed condition.

Exploit ScenarioDerived

A user installs an app that either was never granted Bluetooth access or whose Bluetooth permission was subsequently revoked; due to the faulty authorization state management, the app continues to reach the Bluetooth stack anyway. The app then scans for and interacts with paired peripherals, quietly changing state on connected devices (I:H) or harvesting limited data about nearby and bonded devices (C:L). The attack requires the victim to have that app installed and needs no further interaction, but it is entirely local in scope and no working public exploit has surfaced.

AnalysisAIv1 – Sep 15, 2026

An incorrect-authorization flaw in Apple's Bluetooth state management allows an already-installed app to obtain Bluetooth access it was never granted, undermining the platform's per-app permission model on iOS 27, iPadOS 27, macOS Golden Gate 27, tvOS 27, visionOS 27 and watchOS 27 - but only on versions prior to those releases. Apple fixed the issue through improved state handling and published coordinated advisories for every affected platform; a local attacker or malicious app is required, so this is not remotely reachable without code execution already on the device. No public exploit code has been identified and EPSS is very low (0.20%, 10th percentile), so this rates as a patching-hygiene item rather than an emergency.

RemediationAI

Upgrade every affected device to the fixed releases: iOS 27 and iPadOS 27, macOS Golden Gate 27, tvOS 27, visionOS 27 and watchOS 27 - these are the versions Apple names as containing the corrected state management. Apple's per-platform advisories at https://support.apple.com/en-us/149034 through https://support.apple.com/en-us/149035, /149036, /149037 and /149038 should be used to confirm the exact build for each device family, and organisations should prioritise the update on iPhones, iPads and Macs that carry sensitive Bluetooth peripherals such as medical devices, payment terminals or corporate headsets. Because the flaw is exploited by an already-installed app rather than over the network, the effective compensating controls are app-vetting ones: restrict sideloading and enterprise app distribution profiles, keep MDM app-allowlisting enforced, and audit which applications hold Bluetooth entitlements - with the trade-off that tightening distribution blocks legitimate internally developed tooling, and revoking Bluetooth entitlements outright will break accessories such as wearables, keyboards and contact-tracing or point-of-sale hardware. Neither workaround actually repairs the underlying authorization-state bug, so they only buy time until the OS update is deployed.

Technical ContextAI · show details

The root cause is CWE-863 (Incorrect Authorization): the operating system's Bluetooth stack did not correctly maintain the authorization state associated with an app's Bluetooth entitlement or user-granted permission, so an app could end up operating with a stale or elevated authorization context. Bluetooth on Apple platforms is gated by TCC-style privacy controls plus entitlement checks, and each app is supposed to be individually authorized before it can scan, connect, or interact with paired peripherals. When state management across those checks is flawed, an app that should have been denied - or that had permission revoked or never granted - can still reach the Bluetooth service. The CPE data confirms the affected families are apple:ios_and_ipados, apple:macos, apple:tvos, apple:visionos and apple:watchos, all at versions below 27, meaning the same shared Bluetooth/authorization component is present across Apple's entire OS line. Because the flaw is in authorization bookkeeping rather than memory handling, exploitation yields an access-control bypass rather than code execution.
