| Exploitation Conditions | Exploitation requires both a library-level and an application-level condition to be satisfied simultaneously. Library condition: the application must invoke CCMBlockCipher (or a CCM-family derivative) from the affected Bouncy Castle release for decryption operations. Application-level condition: on an InvalidCipherTextException, the calling code's failure path must expose the contents of the output byte array - through buffer pool reuse (common in Java NIO, Netty, or custom allocation schemes), exception-path logging that captures raw byte data, heap inspection by APM agents or heap-dump tooling, or passing the buffer to another component before explicitly clearing it. There is no requirement for attacker authentication, privileged network position, or non-default configuration of the library itself; any network-reachable CCM decryption endpoint built on the affected library is in scope for the attack. The limiting factor is the application-level exposure: a correctly written Java application that zeros or discards the output buffer in the catch block will not exhibit the oracle behavior, substantially narrowing the exploitable population despite the library being widely deployed. |
| Impact | The CVSS 4.0 base score of 8.7 (AV:N/AC:L/AT:N/PR:N/UI:N/VI:H) is aggressive for a vulnerability whose most severe consequence - the CTR decryption oracle - requires the caller application to expose the output buffer on the authentication-failure path, a condition absent from the vector's AT:N rating. The VI:H signal reflects the integrity violation angle (forged unverified plaintext potentially reaching application logic), but the confidentiality oracle scenario depends on application-level behavior not guaranteed by default. No EPSS data was provided, no CISA KEV listing exists, and no public proof-of-concept has been identified, indicating no observed active exploitation. Real-world risk is materially elevated for Java services that reuse pooled byte buffers (common in high-throughput frameworks such as Netty, Vert.x, or custom NIO allocators), write raw exception context to log aggregation, or fail to zero buffers in catch blocks. For deployments where the caller's exception path never re-exposes the buffer, practical risk is considerably lower than the raw score implies. Bouncy Castle is used broadly across enterprise Java, PKI infrastructure, payment systems, and FIPS-regulated environments, which amplifies the potential blast radius if the application-level condition is met. |
| Exploit ScenarioDerived | An attacker submits a message with a valid CCM ciphertext body but a deliberately corrupted authentication tag to a Java application using the affected Bouncy Castle CCM decryption path. The library CTR-decrypts the ciphertext body into the caller's byte array and then throws InvalidCipherTextException on the tag mismatch, but the decrypted - and unverified - bytes remain in the buffer. If the application reuses that buffer via a pooled allocator or logs the buffer contents on exception, the attacker can observe the recovered bytes and iteratively exploit the path as an unauthenticated CTR decryption oracle across successive crafted requests. No public proof-of-concept exists at time of analysis. |

Alert meAnalysisAIv1 – Aug 03, 2026
CCMBlockCipher in Bouncy Castle for Java decrypts ciphertext directly into the caller-supplied output buffer before verifying the authentication tag, leaving unverified CTR-decrypted plaintext in memory when tag verification fails and violating NIST SP 800-38C §6.2. Every edition - bc-java before 1.85, bc-lts-java before 2.73.12, and BC-FJA across three active release lines (1.0.x, 2.0.x, 2.1.x) - is affected. Applications that reuse pooled byte buffers, log failure-path output, or otherwise expose the buffer on an authentication failure inadvertently become CTR decryption oracles, allowing attackers to submit forged ciphertexts and recover plaintext without possessing a valid authentication tag. No public exploit and no CISA KEV listing exist at time of analysis.
RemediationAI
Upgrade to a confirmed fixed release: bc-java 1.85 or later, bc-lts-java 2.73.12 or later, BC-FJA 1.0.2.7 (1.0.x series), BC-FJA 2.0.2 (2.0.x series), or BC-FJA 2.1.3 (2.1.x series). Patch commits are at https://github.com/bcgit/bc-java/commit/cd4a5ab3ad619ff03c7767c1b8b19d5dea2970af and https://github.com/bcgit/bc-java/commit/08d675106bb663ddcc6ec0a4af6f6f62f512697b, with the full vendor advisory at https://github.com/bcgit/bc-java/wiki/CVE-2026-58061. If immediate upgrade is not feasible, mitigate in application code by explicitly zeroing the output buffer inside every catch block for InvalidCipherTextException before any subsequent buffer reuse, sharing, or logging - this prevents unverified plaintext from leaking out of the failure path, though this approach is brittle compared to patching and must be applied consistently at every CCM call site. As a secondary control, sanitize or suppress decryption exception logging that could capture raw buffer contents, and audit any buffer-pooling allocators to ensure failure-path buffers are cleared before returning to the pool.

Technical ContextAI · show details
CCM (Counter with CBC-MAC) is a NIST SP 800-38C AEAD mode combining CTR-mode encryption with a CBC-MAC integrity tag. Correct AEAD decryption requires verifying the authentication tag before releasing any plaintext to the caller - a property known as decrypt-then-verify. The root cause, classified under CWE-354 (Improper Validation of Integrity Check Value), is that CCMBlockCipher wrote CTR-decrypted bytes directly into the caller-controlled output buffer and compared the MAC only afterward. On authentication failure, the library threw InvalidCipherTextException but never zeroed the output buffer, leaving AES-CTR(key, nonce) XOR ciphertext bytes in the caller's memory. Affected CPEs are cpe:2.3:a:legion_of_the_bouncy_castle_inc.:bc-java, cpe:2.3:a:legion_of_the_bouncy_castle_inc.:bc-lts-java, and cpe:2.3:a:legion_of_the_bouncy_castle_inc.:bc-fja. The companion GCMSIVBlockCipher in the same library already implemented the correct decrypt-into-private-buffer-then-verify pattern; the fix extends that same approach to CCM by decrypting into a private internal buffer, verifying the MAC, and copying to the caller's output only on success while clearing the private buffer on failure.

DescriptionCVE.org
In Bouncy Castle for Java before 1.85, CCM-family modes write plaintext to caller buffer before tag check. This issue also affects Bouncy Castle for Java LTS before 2.73.12, and Bouncy Castle for Java FIPS (BC-FJA) before bc-fips 1.0.2.7 (1.0.X series), 2.0.2 (2.0.X series) and 2.1.3 (2.1.X series).
Executive ViewAI
Bouncy Castle cryptographic library (bc-java versions before 1.85, bc-lts-java before 2.73.12, BC-FJA 1.0.x-2.1.x) fails to verify authentication tags before decrypting data, potentially exposing plaintext in memory. While no public exploit has been identified at time of analysis, any organization using Bouncy Castle for encryption risks unauthorized disclosure of sensitive data if their applications reuse buffers or log authentication failures.
