Insufficient authorization checks on the bot deactivation endpoint in Mattermost 11.7.x <= 11.7.0 and 10.11.x <= 10.11.17 permit a User Manager with write access to user management but without Integrations permissions to deactivate bot accounts via the PUT /api/v4/users/{id}/active API. An attacker with high privileges can disable bots, impacting availability and integrity of automated services. No known active exploitation or public exploit code is reported.
