Vulnerability Assessment
| Exploitation Conditions | Requires LOCAL access with both CAP_BPF and CAP_NET_ADMIN. The attacker must load a device-bound-only (dev-bound) BPF/XDP program on a netdev that is offload-registered so the bound-only program inherits a real offdev, then issue bpf(BPF_LINK_CREATE) with a different target ifindex belonging to a sibling port/driver - causing driver-specialized metadata kfuncs to execute against a mismatched driver's xdp_buff (demonstrated as a veth-bound program run on tun). LIMITING FACTORS: this is not remotely exploitable and not reachable from default unprivileged contexts; it depends on delegation of CAP_BPF and CAP_NET_ADMIN (e.g., privileged containers or namespaces) and on the offload/dev-bound BPF configuration being usable. Hosts where only root holds these capabilities, or where XDP offload/dev-bound programs are not used, face substantially reduced exposure. |
| Impact | Signals are mixed and point to a serious-but-constrained local issue rather than an internet-facing emergency. The CVSS 3.1 vector (AV:L/AC:L/PR:L/UI:N, C:H/I:H/A:H, score 7.8) describes a local, low-complexity attack by a caller who already holds privileges, yielding full confidentiality/integrity/availability impact on the host - consistent with the description's out-of-bounds read of a foreign xdp_buff that crashes the kernel (KASAN null-ptr-deref / general protection fault). Exploitation probability is low: EPSS 0.16% (4th percentile), and the vulnerability is NOT on CISA KEV, so there is no confirmed active exploitation. No public exploit identified at time of analysis - the only linked artifacts are the stable-tree fix commits and a VulDB/NVD advisory, not working exploit code. The vuln.today decision label is 'this_week', which aligns with a privileged-local memory-safety bug that merits prompt patching but is not flagged act_now/emergency. Note the practical gating factor the raw score understates: the description states the attacker needs both CAP_BPF and CAP_NET_ADMIN and a specific BPF offload/dev-bound configuration - PR:L captures 'some privilege' but these are substantial capabilities, so the realistic attacker population is narrow (containers/namespaces granting net admin, or multi-tenant hosts delegating BPF). Treat as a priority patch for hosts that delegate those capabilities; lower urgency where only root holds them. |
| Exploit ScenarioDerived | A local actor holding CAP_BPF and CAP_NET_ADMIN (for example within a container or namespace granted network administration) loads a device-bound-only BPF/XDP program associated with one driver, then calls bpf(BPF_LINK_CREATE) targeting a different netdev's ifindex so the program's driver-specialized metadata kfuncs run against an unrelated driver's xdp_buff. Running a veth-bound program against tun causes the kernel to read tun's bare stack xdp_buff as a veth_xdp_buff, producing an out-of-bounds read that oopses and panics the host. No public exploit is identified at time of analysis; the attack requires the specific capabilities and offload/dev-bound setup described. |

Alert meAnalysisAIv1 – Oct 24, 2026
Driver-specialized BPF metadata kfuncs can be executed against the wrong driver's XDP buffer in the Linux kernel's BPF offload matching logic, producing an out-of-bounds read and a kernel panic (observed as a KASAN null-ptr-deref in veth_xdp_rx_timestamp when a veth-bound program is run on a tun device). The flaw requires local access with both CAP_BPF and CAP_NET_ADMIN, plus an offload/dev-bound BPF program configuration, so exposure is concentrated on hosts that delegate these capabilities to containers or namespaces; the assessed vector is CVSS:3.1/AV:L/AC:L/PR:L/UI:N/S:U/C:H/I:H/A:H (7.8). No public exploit code was identified at time of analysis and the issue is not in CISA KEV, with EPSS at 0.16% (4th percentile); vendor patches are available in the stable branches listed in the advisories.
RemediationAI
Apply the vendor-released stable fixes: Linux 6.6.158, 6.12.112, 6.18.55, 7.2.9 and 7.3-rc5 contain the corrected __bpf_offload_dev_match() behaviour, and the individual patches are at https://git.kernel.org/stable/c/e57f04194361574493e3e6cf0b9e9c69e4ae9791, https://git.kernel.org/stable/c/0dceda331180617aeeb22381e8480b37f18ba08b, https://git.kernel.org/stable/c/940b626854de200e6187777d42114727daca617c, https://git.kernel.org/stable/c/bb375f3c5990e29851894f20ebc4b9dbc6676126 and https://git.kernel.org/stable/c/6db1ce73e9853f533eb7f413f14ba00f8ec6f80d; distribution kernels should be updated to builds carrying those backports (see https://vuldb.com/vuln/415750 and https://nvd.nist.gov/vuln/detail/CVE-2026-98382). Where patching must wait, the effective compensating control is to stop delegating CAP_BPF together with CAP_NET_ADMIN into containers or user namespaces that can also reach offload-registered netdevs, and to avoid dev-bound XDP programs on offload-capable devices - at the cost of losing legitimate in-container eBPF/XDP functionality, and noting that hosts where only root holds these capabilities are already substantially less exposed. Prioritisation per the vuln.today decision signal is this_week; the issue is local-only and EPSS is 0.16%.

Technical ContextAI · show details
The bug sits in the kernel's BPF offload device matching helper, __bpf_offload_dev_match(), which after an exact netdev comparison falls back to comparing the programs' offdev pointers. Device-bound-only (dev-bound) BPF programs normally carry NULL offdev values, so unrelated netdevs can compare as equal under that fallback; if a bound-only program is attached to an offload-registered netdev it can instead inherit a real offdev and thereby match a sibling port. A caller holding CAP_BPF and CAP_NET_ADMIN can then use bpf(BPF_LINK_CREATE) with a different target ifindex so that metadata kfuncs specialized for the bound driver type-pun the target driver's xdp_buff - demonstrated by running a veth-bound program on tun, where veth_xdp_rx_timestamp reads past tun's minimal stack xdp_buff as though it were a veth_xdp_buff, faulting at drivers/net/veth.c:1673 via tun_build_skb. No CWE was supplied; the class is a mismatch/confusion between program-to-device binding and the device actually executing the program. The fix restricts non-offloaded programs to exact netdev matches and keeps the shared-offdev fallback only for genuinely offloaded multi-port programs. The trigger path (BPF_LINK_CREATE with a mismatched ifindex under delegated capabilities) is described in the source commit messages referenced from the CVE record.

In the Linux kernel, the following vulnerability has been resolved:
bpf: Reject dev-bound-only programs on other devices
__bpf_offload_dev_match() falls back to comparing offdev pointers after an exact netdev mismatch. Bound-only programs normally have NULL offdevs, so unrelated netdevs compare equal. A bound-only program on an offload-registered netdev can instead inherit a real offdev and match a sibling port. With CAP_BPF and CAP_NET_ADMIN, a caller can use bpf(BPF_LINK_CREATE) with a different target ifindex to run metadata kfuncs specialized for the bound driver on the target driver's xdp_buff. Running a veth-bound program on tun reads beyond tun's bare stack xdp_buff as a veth_xdp_buff.

Restrict non-offloaded programs to exact netdev matches and retain the shared-offdev fallback only for genuinely offloaded multi-port programs.
Executive ViewAI
CVE-2026-98382 is a high-severity Linux kernel vulnerability that allows local users with elevated capabilities (CAP_BPF and CAP_NET_ADMIN) to trigger an out-of-bounds read, leading to kernel panics. Organizations that delegate these capabilities to containers or unprivileged namespaces-common in containerized and multi-tenant environments-face the greatest risk of service disruption or potential data leakage. While no public exploit code currently exists and the EPSS score is low (0.2%), the availability of a vendor patch warrants prompt remediation to prevent accidental or malicious denial-of-service.
