A02:2025 - Security Misconfiguration
ASVS 5.0
V13 - Configuration CORS policy restriction
|
| Exploitation Conditions | Requires ALL of the following: (1) the RabbitMQ management plugin is enabled AND configured with the wildcard CORS setting cors_allow_origins = "*" - an explicit, non-default operator misconfiguration; (2) a target administrator has an active, cached HTTP Basic-auth session for the management UI in their browser; and (3) that administrator is socially engineered into visiting an attacker-controlled web page (UI:P/user interaction). Limiting factors: default configurations without wildcard CORS are NOT vulnerable; without a live cached admin session there are no credentials to abuse; and the attack fails if the admin does not visit the malicious page. These constraints substantially narrow real-world exposure despite the network attack vector. |
| Impact | This is a genuine-but-conditional CORS misconfiguration flaw (CWE-942) rather than a raw-network critical. The vendor CVSS 4.0 vector (AV:N/AC:L/AT:P/PR:N/UI:P/VC:H/VI:H) scores 7.6 HIGH, but two metrics tell the real story: AT:P (attack requirements) reflects that a valid admin session must already be cached in the victim's browser, and UI:P requires the administrator to actively visit an attacker-controlled page. Critically, the CVE description also states the wildcard 'cors_allow_origins = "*"' is 'an explicit operator misconfiguration' - this is NOT a default configuration, so the flaw only manifests where an operator has already loosened CORS. PR:N is accurate in that the attacker themselves is unauthenticated (they ride the admin's cached credentials), but exploitation is not opportunistic against arbitrary hosts. No EPSS score, no CISA KEV listing, and no public exploit code were provided, so there is no evidence of active exploitation - status is 'no public exploit identified at time of analysis.' Net: a real, patch-worthy issue for shops that enabled wildcard CORS on the management UI, but the misconfiguration precondition plus required user interaction and a live admin session make widespread untargeted exploitation unlikely. The 'Information Disclosure' tag understates the impact - the primary danger is state-changing (integrity) writes to the management API, which the vector correctly captures as VI:H. |
| Exploit ScenarioDerived | An operator has set the RabbitMQ management plugin to 'cors_allow_origins = "*"'. An administrator who is currently signed into the management UI (HTTP Basic credentials cached in the browser) visits a malicious web page; that page issues cross-origin requests to the management API, and because the handler reflects the attacker's Origin and returns Access-Control-Allow-Credentials: true, the browser attaches the admin's cached credentials and the responses are readable. The attacker thereby performs authenticated, state-changing management operations (e.g., create users, alter permissions) as the administrator. No public exploit code was identified in the provided data. |

Alert meAnalysisAIv1 – Sep 23, 2026
The RabbitMQ management plugin (rabbit_mgmt_cors.erl) reflects an attacker-controlled Origin header straight back in Access-Control-Allow-Origin while also returning Access-Control-Allow-Credentials: true, so when an operator has configured cors_allow_origins = "*" a hostile web page can make a signed-in administrator's browser issue authenticated, state-changing requests to the management HTTP API. Exploitation is conditional rather than automatic: it requires the non-default wildcard CORS setting, a live cached HTTP Basic-auth administrator session, and the administrator being lured to the attacker's page (user interaction), and no public exploit code has been identified at time of analysis; assessed severity is CVSS:3.1/AV:N/AC:H/PR:N/UI:R/S:U/C:H/I:H/A:N. The issue affects the management plugin in RabbitMQ releases prior to 3.13.17, 4.0.22, 4.1.13 and 4.2.6.
RemediationAI
Vendor-released patch: upgrade RabbitMQ to 3.13.17, 4.0.22, 4.1.13 or 4.2.6 depending on your release line (fix described in the advisory at https://github.com/rabbitmq/rabbitmq-server/security/advisories/GHSA-p3hp-v9wh-ghm7 and shipped in the 4.2.6 release at https://github.com/rabbitmq/rabbitmq-server/releases/tag/v4.2.6); confirm the Erlang/OTP compatibility matrix before upgrading, since nodes will fail to start on unsupported Erlang versions. If an immediate upgrade is not possible, remove the misconfiguration itself: replace cors_allow_origins = "*" with an explicit allowlist containing only the trusted origins that legitimately call the management API, which eliminates the reflected-origin behavior at its source - the trade-off is that any browser-based integration served from an origin you omit will fail CORS checks and must be enumerated in advance. As a compensating control, restrict network access to the management listener (default port 15672) to trusted administrative networks and avoid exposing it to the internet or to general user subnets, accepting that this blocks remote administration from outside those networks. Reducing reliance on browser-cached HTTP Basic credentials also helps: prefer token or OAuth-based authentication for the management UI, keep admin sessions short, and log out of the management UI when finished, since without a cached admin session the attack has no credentials to replay. Blocking all cross-origin access to the API is a stricter fallback but breaks any legitimate cross-origin tooling, so treat it as a last resort rather than a default.

Technical ContextAI · show details
CWE-942 (Permissive Cross-domain Policy with Untrusted Domains) is the root cause class here. The RabbitMQ management plugin exposes an HTTP API and web UI (traditionally on port 15672) and implements CORS handling in rabbit_mgmt_cors.erl. Per the CORS specification, a response may not legitimately pair the wildcard Access-Control-Allow-Origin with Access-Control-Allow-Credentials: true, because credentialed cross-origin reads must name a specific origin; the vulnerable handler sidesteps that restriction by echoing the request's Origin value verbatim whenever cors_allow_origins = "*" was configured, effectively converting a wildcard policy into a per-origin allowlist that includes the attacker. Because the management UI authenticates with HTTP Basic credentials that browsers cache and replay automatically for the origin, a cross-origin fetch issued from a malicious page with credentials included will be accepted by the server as the administrator. The management API is not read-only: it can declare/delete queues and exchanges, modify policies and permissions, and change users, so the integrity impact is high rather than limited to information disclosure, which is why the assessor rated confidentiality and integrity both High with no availability impact. The affected code path is specific to the management plugin; core broker AMQP traffic is unaffected. Fixed code is shipped in the 3.13.x, 4.0.x, 4.1.x and 4.2.x maintenance lines.

Lifecycle Timeline
2DescriptionCVE.org
RabbitMQ is a messaging and streaming broker. Prior to versions 3.13.17, 4.0.22, 4.1.13, and 4.2.6, match_origin/1 returned the bare reflected Origin and allowed credentials even when the wildcard "" was configured, so the response echoed the attacker's origin together with Access-Control-Allow-Credentials. The affected code is rabbit_mgmt_cors.erl. When the management plugin is configured with a wildcard CORS origin (cors_allow_origins = ""), the handler reflects the request Origin back in Access-Control-Allow-Origin and also sends Access-Control-Allow-Credentials: true. A malicious web page that a signed-in administrator visits can then use that administrator's cached HTTP Basic credentials to issue authenticated, state-changing requests to the management API. Preconditions include The management plugin is configured with the wildcard cors_allow_origins = "*", which is an explicit operator misconfiguration A target administrator has a cached HTTP Basic-auth session in the browser. This issue is fixed in versions 3.13.17, 4.0.22, 4.1.13, and 4.2.6.

Executive ViewAI
RabbitMQ's management plugin will reflect attacker-supplied origins and allow credentialed cross-origin requests when the non-default wildcard CORS setting (cors_allow_origins = "*") is enabled, letting a hostile web page drive authenticated, state-changing calls against a signed-in administrator's management API session. Organizations running affected releases prior to 3.13.17, 4.0.22, 4.1.13, or 4.2.6 that have that wildcard setting enabled are exposed; the CVSS vector indicates no privileges required (PR:N) but user interaction (UI:R), and there is no public exploit identified at time of analysis and no vendor-released patch identified at time of analysis. Leadership should care because successful abuse yields administrative control over message queues and the business data flowing through them, and the exposure is a configuration decision that security teams can reverse today.
No vendor-released patch identified at time of analysis. Interim mitigations: replace cors_allow_origins = "*" with an explicit list of trusted origins or disable management-plugin CORS; bind the management plugin to internal interfaces and restrict access to trusted administrator networks via firewall or reverse proxy; enforce strict origin validation and same-site protections at the proxy layer; shorten or eliminate cached HTTP Basic-auth administrator sessions and rotate administrative credentials; monitor management API and proxy logs for anomalous cross-origin and state-changing requests.
