Authenticated tenant (PR:L) injects via the network-facing API (AV:N/AC:L); injected directives execute on the amphora VM beyond Octavia's security scope (S:C) with full CIA impact.

3DescriptionCVE.org
In OpenStack Octavia before 18.0.1, the Amphora provider driver did not validate the listener and pool tls_ciphers field for control characters. The value is written verbatim into the HAProxy configuration generated on the amphora, and thus an authenticated project member who owns a TLS-enabled load balancer can embed a newline and inject arbitrary HAProxy configuration directives. Only deployments using the Amphora provider are affected.

AnalysisAI
Authenticated OpenStack project members can inject arbitrary HAProxy configuration directives - and from there achieve code execution on Amphora load-balancer instances - by embedding newline characters in the tls_ciphers field of a TLS-enabled listener or pool in OpenStack Octavia before 18.0.1. The value is written verbatim into the HAProxy configuration generated on the amphora, so a crafted cipher string breaks out of the intended directive and appends attacker-controlled configuration (CWE-94). …

Vulnerability AssessmentAI
| Exploitation | Requires an authenticated OpenStack project member who owns (or can create) a TLS-enabled load balancer, and the deployment must use the Amphora provider driver - the only provider affected. … Additional conditions and limiting factors are described in the full assessment. |
| Risk Assessment | This is a genuine high-priority issue in the environments where it applies. … Full risk analysis with EPSS, KEV, and SSVC signal comparison available after sign-in. |
| Exploit Scenario | Full exploit scenario with step-by-step reproduction available after sign-in. |
| Remediation | Upgrade to OpenStack Octavia 18.0.1 or later, which contains the fix commit cad62902e4984a46ad80cbfa943e90006d8d599d and adds the missing validation of control characters in listener and pool tls_ciphers values; consult OpenStack Security Advisory OSSA-2026-039 (https://security.openstack.org/ossa/OSSA-2026-039.html) for the vendor-supported upgrade path, and track downstream packaging status via https://bugs.debian.org/1148175 where applicable. … Detailed patch versions, workarounds, and compensating controls in full report. |
Recommended ActionAI
Within 24 hours, inventory every OpenStack cloud running Octavia with the Amphora provider driver and identify all deployments below version 18.0.1; where immediate upgrade is not feasible, temporarily restrict TLS-enabled listener and pool creation to trusted administrators and review recent tls_ciphers values and the HAProxy configurations generated on amphorae for injected directives. …
