DescriptionCVE.org

Netty is an asynchronous, event-driven network application framework. Prior to 4.1.137.Final and 4.2.17.Final, the default io.netty.handler.ssl.SniHandler constructors use the pre-handshake ClientHello aggregation path in handler/src/main/java/io/netty/handler/ssl/SslClientHelloHandler.java at io.netty.handler.ssl.SslClientHelloHandler#decode, where handshakeBuffer.clear() and writeBytes() recopy all previously received body bytes for every additional TLS record. An unauthenticated remote peer can advertise a large ClientHello and deliver its body in thousands of tiny records, causing quadratic CPU work on the event loop before the TLS handshake completes and degrading TLS handling for other clients. This issue is fixed in versions 4.1.137.Final and 4.2.17.Final.

AnalysisAI

Denial-of-service via quadratic CPU exhaustion in Netty's SniHandler affects all Netty deployments prior to 4.1.137.Final and 4.2.17.Final that use the default SniHandler constructors for TLS termination. An unauthenticated remote peer can fragment a large TLS ClientHello across thousands of small records, causing SslClientHelloHandler#decode to recopy all previously received bytes on every record arrival - O(N²) work that stalls the Netty event loop and denies TLS service to all concurrent clients. …

Attack ChainAIDerived

Hypothetical attack flow derived from CVE metadata

Access
Reach Netty TLS port over network
Delivery
Send oversized ClientHello fragmented into thousands of tiny TLS records
Exploit
SslClientHelloHandler recopies entire buffer on each record arrival
Execution
Quadratic CPU work saturates event loop thread
Impact
TLS service denied to all concurrent clients

Vulnerability AssessmentAI

Exploitation The vulnerability is triggered when the Netty application initializes TLS handling using the default io.netty.handler.ssl.SniHandler constructors - specifically the path through SslClientHelloHandler that aggregates TLS ClientHello messages before handshake completion. … Additional conditions and limiting factors are described in the full assessment.
Risk Assessment The CVSS 4.0 score of 8.7 (AV:N/AC:L/AT:N/PR:N/UI:N/VA:H) is well-grounded: the attack is network-reachable, requires no authentication, imposes no prerequisites on the attacker, and reliably produces high availability impact. … Full risk analysis with EPSS, KEV, and SSVC signal comparison available after sign-in.
Exploit Scenario An attacker with network access to a Netty TLS port opens a TCP connection and sends a valid but oversized TLS ClientHello - padded with many TLS extensions - deliberately fragmented into thousands of 1-byte or small TLS records. For each arriving record, SslClientHelloHandler#decode clears its buffer and recopies all previously received bytes, generating CPU work proportional to the square of the number of records. …
Remediation Upgrade to Netty 4.1.137.Final (for 4.1.x deployments) or 4.2.17.Final (for 4.2.x deployments), both of which contain the corrected SslClientHelloHandler accumulation logic. … Detailed patch versions, workarounds, and compensating controls in full report.

Recommended ActionAI

Within 24 hours, inventory all Netty deployments in production by scanning Maven/Gradle dependencies and identify services running versions prior to 4.1.137.Final (4.1.x branch) or 4.2.17.Final (4.2.x branch). …
