MITRE ATT&CK
2 techniques across 2 tactics: Execution, Privilege Escalation The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Exploitation requires Envoy to be configured with HTTP/3 (QUIC) downstream AND Capsule Protocol enabled (e.g., MASQUE connect-udp tunneling), which is a non-default deployment mode. The request must additionally enter a stream-recreation path such as an internal redirect, which frees the original RequestDecoder while HttpDatagramHandler retains its stale cached pointer. The attacker must then deliver a subsequent HTTP/3 datagram with specific timing so decodeData is dispatched through the freed decoder. Limiting factors: no authentication is needed (PR:N) and no user interaction, but the combination of enabled Capsule Protocol, HTTP/3 datagram support, an internal-redirect (or equivalent recreation) route, and precise frame sequencing substantially narrows the realistic attack surface below a default Envoy install. |
| Impact | This is a genuine but conditionally-gated availability issue, not a high-CVSS-but-low-real-risk paper cut. The vendor CVSS of 7.5 (AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H) captures a remote, unauthenticated denial-of-service with no confidentiality or integrity impact (C:N/I:N/A:H), which is consistent with the CWE-416 use-after-free that causes invalid virtual dispatch and a process crash. However, I assess AC as HIGH rather than LOW: the fix changelog explicitly states the crash requires 'a specifically timed sequence of HTTP/3 frames,' and exploitation is gated on a non-default configuration (Capsule Protocol enabled over HTTP/3) plus the request entering a stream-recreation path such as an internal redirect. There is no EPSS score, no CISA KEV listing, and no public exploit identified at time of analysis, so all objective exploitation-probability signals point to low near-term real-world risk. The realistic priority is: patch promptly if you run HTTP/3 with MASQUE/connect-udp Capsule Protocol and internal redirects, but deprioritize if those features are not enabled. No signals conflict; the main caveat is that vendor AC:L overstates ease relative to the timing/config prerequisites the vendor's own changelog describes. |
| Exploit ScenarioDerived | An attacker sends an HTTP/3 CONNECT-UDP request to an Envoy instance configured with Capsule Protocol, crafts the request so it triggers a stream-recreation path (e.g., an internal redirect) that replaces the ActiveStream and frees the original RequestDecoder, then sends a subsequent HTTP/3 datagram that is routed through the handler's now-stale cached decoder pointer. The decodeData call on the freed decoder causes invalid virtual dispatch and crashes the Envoy worker process, denying service. No public exploit code is identified at time of analysis; the attack requires precise frame timing. |

Envoy Proxy releases prior to 1.36.10, 1.37.6, 1.38.4, and 1.39.1 can be crashed by a remote, unauthenticated attacker through its HTTP/3 datagram and Capsule Protocol handling (prerequisites: PR:N, no user interaction). When a request enters a stream-recreation path such as an internal redirect, the HttpDatagramHandler keeps a cached pointer to the original RequestDecoder; a subsequent HTTP/3 datagram invokes decodeData through that freed decoder, producing invalid virtual dispatch and process termination (CWE-416 use-after-free, CVSS:3.1/AV:N/AC:H/PR:N/UI:N/S:U/C:N/I:N/A:H). Exploitation is gated on a non-default configuration - HTTP/3 (QUIC) downstream plus Capsule Protocol enabled, e.g. MASQUE connect-udp tunneling - combined with an internal-redirect route and precise frame sequencing; no public exploit code or CISA KEV entry was identified at time of analysis.
RemediationAI
Vendor-released patch: upgrade to Envoy 1.36.10, 1.37.6, 1.38.4, or 1.39.1 depending on your branch - the fixes are published at https://github.com/envoyproxy/envoy/releases/tag/v1.36.10, .../v1.37.6, .../v1.38.4, and .../v1.39.1, with code changes in commits 29dbaae4a9971011e2f1948acfaf383296e901ea, 85495163fdc67364a5258bfe478c34a44f6428b4, c0e46dabc3ac286bbe608e9274776555911aadb9, and f2417eec2ff49abe243d484ded916fbc2faca38d and full details in GHSA-r6j2-mrm5-72mg. If immediate upgrade is not possible, apply compensating controls against the specific prerequisites: disable the Capsule Protocol / HTTP/3 extended CONNECT and datagram support on listeners (for example by not advertising SETTINGS_H3_DATAGRAM and rejecting connect-udp/CONNECT :protocol flows) - this eliminates the vulnerable code path but breaks MASQUE-based UDP tunneling; alternatively downgrade untrusted-facing listeners to HTTP/2 or HTTP/1.1, trading HTTP/3 performance and 0-RTT benefits; or remove or gate internal-redirect (stream recreation) configurations on routes that serve HTTP/3 clients, though this may break RDS/CDN redirect topologies. Network-level controls such as restricting HTTP/3/UDP access to trusted client ranges reduce exposure but do not remediate the underlying use-after-free. Monitor Envoy crash logs for process aborts during active HTTP/3 datagram sessions as an indicator of exploitation attempts.

Envoy is a cloud-native edge/service proxy built around an HTTP filter chain, and its QUIC implementation (EnvoyQuicServerStream / EnvoyQuicClientStream) supports HTTP/3 datagrams and the Capsule Protocol (RFC 9297), the mechanism used by MASQUE-style connect-udp tunnels to carry datagrams alongside stream data. HttpDatagramHandler, the component that routes decoded capsules to the request/response decoder, previously stored a raw, non-owning Http::StreamDecoder* (setStreamDecoder). The affected CPE (cpe:2.3:a:envoyproxy:envoy:*:*:*:*:*:*:*:*) covers all releases before the fixed branches. The root cause is CWE-416 use-after-free: on stream recreation (internal redirect), the ActiveStream is replaced and EnvoyQuicServerStream is updated, but the handler's cached pointer is not, so the decoder object is destroyed while a dangling reference survives. A later HTTP/3 datagram then calls decodeData on the freed object, causing invalid virtual dispatch and a crash. The upstream fix replaces the cached raw pointer with a lazily-evaluated StreamDecoderProvider (std::function<Http::StreamDecoder*()>) resolved at call time; the server-side variant resolves the decoder through a RequestDecoderHandle with weak-reference/expiry semantics, so a datagram arriving after the decoder is gone is dropped instead of dispatched. Supporting regression tests (DropDatagramAfterDecoderDestroyed, DropDatagramAfterStreamRecreation) confirm the intended behavior.

2DescriptionCVE.org
Envoy is an open source edge and service proxy designed for cloud-native applications. Prior to 1.36.10, 1.37.6, 1.38.4, and 1.39.1, Envoy's HttpDatagramHandler caches the current RequestDecoder when Capsule Protocol is enabled. Stream recreation, including an internal redirect, replaces the ActiveStream and updates EnvoyQuicServerStream but does not update the handler's cached pointer. A subsequent HTTP/3 datagram can call decodeData through the freed decoder, causing invalid virtual dispatch and a process crash. The relevant scope boundary is that hTTP/3 datagrams and Capsule Protocol must be enabled, and the request must enter a stream-recreation path such as an internal redirect. This issue is fixed in versions 1.36.10, 1.37.6, 1.38.4, and 1.39.1.

Executive ViewAI
Envoy Proxy, the data-plane proxy fronting ingress traffic for many API gateway, service-mesh, and edge deployments, can be remotely crashed by an unauthenticated attacker in releases prior to 1.36.10, 1.37.6, 1.38.4, and 1.39.1 through a use-after-free in HTTP/3 datagram and Capsule Protocol handling. The impact is availability-only: a successful trigger terminates the proxy process, cutting off all traffic that instance fronts, including MASQUE connect-udp tunnels, until supervision restarts it. Exploitation is not confirmed actively exploited and no public exploit code exists, but it is gated on a non-default configuration (HTTP/3 downstream plus Capsule Protocol plus an internal-redirect route), so leadership should confirm whether any production ingress stack meets those preconditions before treating the risk as contained.
No vendor-released patch identified at time of analysis. Interim mitigations: disable HTTP/3 (QUIC) downstream listeners or downgrade ingress to HTTP/2; disable Capsule Protocol handling (including MASQUE connect-udp) and remove internal-redirect routes for affected instances; apply connection rate limiting or caps on any remaining QUIC endpoints; restrict QUIC exposure to trusted networks; and enable process supervision with automatic restart plus alerting on abnormal Envoy exits to limit outage duration.
