Exploitation Conditions

Exploitation requires that the Apache Tomcat rewrite valve is enabled and at least one configured rewrite rule uses the [N] (Next) flag, which instructs the engine to restart ruleset processing after a match. This is explicitly a non-default configuration - standard Tomcat installations without custom rewrite rules are entirely unaffected. The attacker must be able to send HTTP requests to the Tomcat service (network-reachable), but no authentication is required from the attacker's perspective once the configuration condition is present. Exploitation is further bounded by whether the attacker can reach a request path that matches and triggers the [N]-flag rule, meaning URL pattern coverage in the rewrite configuration defines the effective attack surface. Environments running Tomcat with the rewrite valve disabled or with rewrite rules that do not use the [N] flag are not affected by this vulnerability.

Impact

The NVD CVSS 3.1 vector (AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H) scores 7.5 and indicates a network-accessible denial-of-service with no authentication or interaction requirement from the attacker. This rating is conditionally accurate: exploitation requires the Tomcat rewrite valve to be actively configured with [N]-flag rules, which is a non-default deployment. EPSS at 0.20% (10th percentile) reflects very low observed exploitation probability in the wild, consistent with the absence of both a CISA KEV listing and public exploit code. A notable discrepancy exists: the intelligence feed tags this CVE as 'Information Disclosure,' which directly conflicts with the CVSS C:N/I:N assessment; no confidentiality or integrity impact is substantiated by the description or vector, and the tag may represent a misclassification or metadata error - defenders should verify against the authoritative Apache advisory before drawing conclusions about data exposure risk. Real-world priority is moderate: organizations running rewrite-heavy Tomcat deployments with [N]-flag rules should treat this as a scheduled patch, not an emergency, given low EPSS and no confirmed exploitation.

Exploit ScenarioDerived

An attacker sends repeated HTTP requests to a Tomcat instance whose rewrite valve is configured with rules using the [N] flag for iterative URL substitution. Due to the off-by-one error, the engine bypasses the first rule on each restart, skipping a guard or convergence condition and entering a near-infinite processing loop for affected requests. Sustained request volume exploits this loop to exhaust Tomcat worker threads or CPU, rendering the application unavailable. No public proof-of-concept code is known at time of analysis.

AnalysisAIv1 – Aug 26, 2026

Rewrite valve processing in Apache Tomcat contains an off-by-one error (CWE-193) in the handling of the [N] (Next) flag, causing rule iteration to restart from the second rewrite rule instead of the first, which can produce unintended looping behavior and result in a denial-of-service condition. Affected supported versions span Tomcat 9.0.0.M1 through 9.0.120, 10.1.0-M1 through 10.1.57, and 11.0.0-M1 through 11.0.24; the EOL 8.5.x branch is also affected but will not receive a fix. No active exploitation is confirmed (not in CISA KEV), EPSS stands at 0.20% (10th percentile), and no public exploit code has been identified at time of analysis.

RemediationAI

Upgrade Apache Tomcat to version 11.0.25, 10.1.58, or 9.0.121, which resolve the off-by-one error per the Apache mailing list announcement at https://lists.apache.org/thread/st1dx1zyn5y7ny2s0sscmh6lrv3worr4. For 8.5.x operators, no patch will be issued; migration to a supported branch (9.0.121 or later) is the only vendor-supported remediation. If immediate upgrading is not feasible, audit rewrite valve configurations and remove or rewrite any rules that rely on the [N] flag, replacing iterative rewrite logic with non-restarting alternatives or external redirect rules - this eliminates the vulnerable code path entirely but may require non-trivial refactoring of complex URL rewriting schemes and should be tested thoroughly in staging. Disabling the rewrite valve altogether is an option if URL rewriting is not operationally required, with the trade-off that any URL transformation logic it provides must be reimplemented elsewhere (e.g., at a reverse proxy layer). No other documented workarounds are available in the referenced advisories.

Technical ContextAI · show details

Apache Tomcat's rewrite valve implements URL rewriting functionality analogous to Apache httpd's mod_rewrite module. The [N] flag (Next) instructs the rewrite engine to restart processing from the first rule after a successful substitution, enabling iterative URL transformations. CWE-193 (Off-by-One Error) identifies the root cause: the boundary index calculation for 'restart at rule 1' is off by one, causing the engine to resume at rule index 2 (the second rule) instead of rule index 1 (the first). In configurations where the first rule functions as a loop-termination guard or a pre-condition check for [N]-driven substitution chains, skipping it can produce infinite or excessively deep processing cycles, exhausting Tomcat worker threads or CPU capacity and resulting in a denial of service. The vulnerability is present across the Tomcat 8.5, 9.0, 10.1, and 11.0 branches as identified via ENISA EUVD-2026-66130 and the Apache security announcement.

DescriptionCVE.org

Off-by-one Error vulnerability in Apache Tomcat impacting the [N] flag on the rewrite valves causes rewrite processing to restart at the second rule rather than the first rule.

This issue affects Apache Tomcat: from 11.0.0-M1 through 11.0.24, from 10.1.0-M1 through 10.1.57, from 9.0.0.M1 through 9.0.120.

The following versions were EOL at the time the CVE was created but are known to be affected: from 8.5.0 through 8.5.100. Other unsupported versions may also be affected.

Users are recommended to upgrade to version 11.0.25, 10.1.58 or 9.0.121 which fix the issue.

Executive ViewAI

Why It Matters

Apache Tomcat versions 9.0.0-9.0.120, 10.1.0-10.1.57, 11.0.0-11.0.24, and end-of-life 8.5.x contain an off-by-one error in rewrite rule processing that can trigger unintended rule iteration loops, resulting in denial-of-service conditions. Organizations running these versions face availability risk to production applications, with malformed requests potentially exhausting server resources and disrupting service delivery. The 0.2% EPSS score indicates low current threat likelihood, providing a near-term window for remediation before threat landscape shifts.

Business Impact: High
Compensating Controls

Until vendor patch release: disable all non-essential rewrite rules; implement aggressive upstream rate limiting (request count and connection limits) to prevent loop-amplified resource exhaustion; deploy Web Application Firewall rules to block requests triggering pathological rule iteration patterns; apply strict connection timeouts (30-60 seconds) at the network layer; maintain incident response procedures for rapid failover or service recovery; consider temporary network segmentation of affected Tomcat instances if rewrite functionality cannot be disabled.
