Exploitation Conditions

Exploitation requires Unbound to be configured with all three of the following non-default conditions simultaneously: (1) serve-expired: yes must be explicitly enabled; (2) discard-timeout must be set to a value greater than 0; (3) serve-expired-client-timeout must be set to a value strictly less than discard-timeout - the inverse of the recommended and shipped defaults. Additionally, the attacker must control or be able to influence a slow-responding authoritative DNS zone that the target resolver will query. Unbound installations running shipped defaults (serve-expired-client-timeout: 1800, discard-timeout: 1900) are NOT vulnerable because the discard-timeout branch is unreachable in that configuration. Limiting factors: non-default misconfiguration required; attacker must sustain a slow authoritative zone to repeatedly trigger the code path; exploitation degrades service progressively rather than causing immediate denial.

Impact

The CVSS 3.1 score of 5.9 with vector AV:N/AC:H/PR:N/UI:N/S:U/C:N/I:N/A:H accurately captures the primary risk profile: the vulnerability is network-reachable without authentication but carries high attack complexity because exploitation requires a specific non-default misconfiguration AND attacker control over a slow authoritative zone. Critically, Unbound's shipped defaults (serve-expired-client-timeout: 1800, discard-timeout: 1900) render the branch unreachable because the client timeout exceeds the discard timeout - the vulnerable condition inverts this relationship. This means the realistic affected population is administrators who have manually configured these parameters contrary to documentation guidance. No EPSS score was provided in available data, and this vulnerability is not listed in CISA KEV, suggesting no confirmed active exploitation. The tags in the source data label this 'Information Disclosure', which conflicts with the actual impact of availability degradation - this appears to be a mislabeled tag; no confidentiality impact is described in the vendor advisory or CVSS vector. Real-world priority is moderate: operators running the affected configuration should patch promptly, but default deployments are not exposed.

Exploit ScenarioDerived

An attacker who operates or has influence over a slow-responding authoritative DNS zone sends repeated queries to a misconfigured Unbound resolver for names in that zone. Because the authoritative response is deliberately delayed, Unbound enters the serve-expired path; the discard-timeout fires first due to the misconfigured timeout ordering, incrementing the reply-address counter without a corresponding decrement. After sufficient iterations, the counter reaches its maximum value and the resolver silently drops all new clients querying the same names, effectively denying resolution service for targeted or broadly queried domains.

AnalysisAIv1 – Jul 22, 2026

Counter exhaustion in NLnet Labs Unbound 1.20.0 through 1.25.1 enables a remote attacker to degrade DNS resolution service by triggering a missing decrement in the serve-expired discard-timeout code path. The reply-address counter for duplicate in-flight queries is never decremented when the discard-timeout branch fires under a specific non-default misconfiguration, allowing an attacker controlling a slow authoritative zone to drive the counter to its maximum and cause silent query drops for legitimate clients. No public exploit identified at time of analysis; however, the vulnerability is exploitable remotely with no authentication required once the misconfiguration is in place.

RemediationAI

Consult the NLnet Labs advisory at https://www.nlnetlabs.nl/downloads/unbound/CVE-2026-56444.txt for the patched release; no exact fix version was confirmed in available intelligence at time of analysis. As an immediate workaround with no service disruption, ensure that serve-expired-client-timeout is set to a value greater than discard-timeout, matching the shipped defaults (serve-expired-client-timeout: 1800, discard-timeout: 1900) - this makes the vulnerable branch unreachable without disabling serve-expired functionality. Alternatively, setting discard-timeout: 0 disables the discard-timeout feature entirely, eliminating the vulnerable branch at the cost of potentially holding aged replies longer. Disabling serve-expired: yes entirely is the most conservative workaround but removes stale-cache serving capability. Review current Unbound configuration for any inversion of these timeout values before patch availability.

Technical ContextAI · show details

Unbound is a validating, recursive DNS resolver maintained by NLnet Labs, widely deployed in ISP, enterprise, and embedded environments. The affected code path involves the serve-expired feature (RFC-aligned stale-while-revalidate behavior) and its interaction with two timeout parameters: serve-expired-client-timeout and discard-timeout. When a duplicate in-flight query arrives and the discard-timeout fires before the serve-expired-client-timeout, Unbound enters a branch that drops the aged client reply without decrementing the internal counter tracking the number of reply addresses pending for that query. Parallel branches in the non-serve-expired code path perform the correct decrement. The root cause is classified as CWE-772 (Missing Release of Resource after Effective Lifetime) - specifically a reference counter leak that accumulates without bound. The CPE cpe:2.3:a:nlnet_labs:unbound:*:*:*:*:*:*:*:* covers all affected versions from 1.20.0 to 1.25.1 inclusive.

DescriptionCVE.org

In NLnet Labs Unbound 1.20.0 up to and including 1.25.1, when Unbound is configured with 'serve-expired: yes' and 'serve-expired-client-timeout > discard-timeout > 0' (contrary to the suggested values), the discard-timeout branch during the serve expired logic drops an aged client reply without performing the correct accounting for the number of reply addresses for the query. Other identical branches outside of serve expired perform the correct decrement. Since the counter is never decremented in such scenario, it can reach the maximum limit and new clients for duplicate in-flight queries are silently dropped resulting in degradation of resolution service. A malicious actor can exploit the vulnerability by querying the resolver for a client-controlled slow-on-demand authoritative zone that can drive the counter past the threshold. Shipped defaults for 'serve-expired-client-timeout: 1800' and 'discard-timeout: 1900' make the branch unreachable.
