| Exploitation Conditions | Exploitation by an untrusted third party requires all of: (1) the application uses Spring Cloud Gateway Server Webflux (WebMVC is NOT vulnerable); (2) the gateway actuator web endpoint is explicitly enabled via management.endpoints.web.exposure.include=gateway together with management.endpoint.gateway.enabled=true (or management.endpoint.gateway.access=unrestricted); (3) that actuator endpoint is network-reachable by the attacker; and (4) it is unsecured (no authentication/authorization). The attacker then uses SpEL in a route to read environment variables or system properties. Limiting factors: these actuator settings are non-default, so a hardened deployment that keeps the gateway actuator disabled or secured is not exploitable by untrusted parties; in the admin-only scenario, SpEL access to env/properties is a legitimate operator capability rather than an attack path. |
| Impact | This is a moderate-priority information-disclosure flaw whose real-world risk hinges almost entirely on configuration rather than raw CVSS. The CVSS 3.1 vector (AV:N/AC:L/PR:N/UI:N/S:U/C:H/I:N/A:N = 7.5 HIGH) describes a remote, unauthenticated, confidentiality-only impact, but the description makes clear that exploitation by an untrusted third party requires a specific non-default and insecure deployment: the Spring Cloud Gateway actuator endpoint must be enabled (management.endpoints.web.exposure.include=gateway and management.endpoint.gateway.enabled=true, or access=unrestricted), reachable by attackers, and left unsecured. In a hardened default deployment the actuator is not exposed, so the PR:N rating reflects the misconfigured state rather than a universally reachable condition - this is the key tension between the headline score and actual risk. Supporting signals point to lower urgency: EPSS is only 0.48% (39th percentile), there is no CISA KEV listing, and no public exploit code is referenced in the provided data. Impact is limited to disclosure of environment variables and system properties (C:H, I:N, A:N) - serious because those often contain secrets/credentials, but not code execution. Net: treat as a configuration-hygiene priority (audit exposed/unsecured actuator endpoints and SpEL route usage) rather than an emergency patch-now item, while noting that leaked secrets could enable follow-on attacks. |
| Exploit ScenarioDerived | An organization exposes the Spring Cloud Gateway Server Webflux actuator gateway endpoint to the network without authentication. A remote attacker creates or manipulates a route definition that uses a Spring Expression Language (SpEL) expression referencing environment variables or system properties, then triggers evaluation and reads back the disclosed values (e.g., credentials or internal configuration). No public exploit code is identified at time of analysis, and low attack complexity applies only once the actuator is confirmed exposed and unsecured. |

Alert meAnalysisAIv1 – Oct 09, 2026
Spring Cloud Gateway Server Webflux can expose environment variables and system properties when an untrusted third party can create a route using SpEL against an enabled, reachable, and unsecured gateway actuator endpoint. This is an information-disclosure issue, not remote code execution, and Spring Cloud Gateway Server WebMVC is not affected. Exploitation requires non-default actuator configuration such as management.endpoints.web.exposure.include=gateway together with management.endpoint.gateway.enabled=true or management.endpoint.gateway.access=unrestricted, so hardened deployments that keep the gateway actuator disabled or secured are not exposed; no public exploit identified at time of analysis, and EPSS is low at 0.48% (39th percentile).
RemediationAI
Apply the fixed Spring Cloud Gateway Server Webflux release specified in the vendor advisory at https://spring.io/security/cve/2025-41253; the provided input does not include an exact fix version, so do not infer one beyond that advisory. The most direct mitigation is configuration hardening: disable the gateway actuator by removing gateway from management.endpoints.web.exposure.include and setting management.endpoint.gateway.enabled=false, or if it must remain available, set management.endpoint.gateway.access=restricted and require authentication/authorization while restricting network reachability so untrusted third parties cannot reach it. Trade-offs are that disabling the gateway actuator removes operational route-management visibility and dynamic route controls, while restricting access may add authentication, proxy, or firewall complexity and must still allow legitimate administrators to use SpEL for environment or property access as intended. No public exploit identified at time of analysis.

CVE-2025-41253 is an expression-language injection flaw mapped to CWE-917, Improper Neutralization of Special Elements used in an Expression Language Statement, involving Spring Expression Language (SpEL) within Spring Cloud Gateway Server Webflux route definitions. When the gateway actuator web endpoint is enabled and unsecured, a route can be created that evaluates SpEL to read environment variables or system properties. The NVD CVSS vector is AV:N/AC:L/PR:N/UI:N/S:U/C:H/I:N/A:N (7.5), while the independent assessment adjusts AC to High because the practical attack path depends on a non-default, unsecured actuator configuration; both agree on confidentiality-only high impact. The affected component is explicitly Spring Cloud Gateway Server Webflux, not Spring Cloud Gateway Server WebMVC, and no CPE strings were supplied in the input, so exact platform/version mapping should come from the vendor advisory.

DescriptionCVE.org
The following versions of Spring Cloud Gateway Server Webflux may be vulnerable to the ability to expose environment variables and system properties to attackers.
An application should be considered vulnerable when all the following are true:
- The application is using Spring Cloud Gateway Server Webflux (Spring Cloud Gateway Server WebMVC is not vulnerable).
- An admin or untrusted third party using Spring Expression Language (SpEL) to access environment variables or system properties via routes.
- An untrusted third party could create a route that uses SpEL to access environment variables or system properties if: * The Spring Cloud Gateway Server Webflux actuator web endpoint is enabled via management.endpoints.web.exposure.include=gateway and management.endpoint.gateway.enabled=trueor management.endpoint.gateway.access=unrestricte.
- The actuator endpoints are available to attackers.
- The actuator endpoints are unsecured.
Executive ViewAI
A high-severity information-disclosure flaw in Spring Cloud Gateway Server WebFlux could allow an attacker who can reach an exposed and unsecured gateway actuator endpoint to create a malicious route and read environment variables and system properties - data that frequently includes database credentials, API keys, and cloud secrets. Only deployments that have deliberately loosened the default actuator configuration are exposed; hardened environments with the gateway actuator disabled or authenticated are not at risk. Because no vendor patch exists yet, remediation depends on configuration hardening and compensating controls rather than patching.
No vendor-released patch identified at time of analysis. Interim mitigations: disable the gateway actuator (management.endpoint.gateway.enabled=false) or remove 'gateway' from management.endpoints.web.exposure.include; set management.endpoint.gateway.access to restricted rather than unrestricted; require authentication and authorization on all actuator endpoints; bind actuator/management endpoints to internal-only interfaces and block them at the network edge; monitor and alert on unexpected route creation and actuator access; rotate secrets potentially exposed via environment variables or system properties. Note that Spring Cloud Gateway Server WebMVC is not affected.
