| Exploitation Conditions | Exploitation requires (1) an OTRS instance configured with two or more CustomerUser backends simultaneously - e.g. a database backend plus an LDAP backend - since the flaw is the per-backend-only uniqueness check; and (2) an authenticated account holding the permission to create or modify customer users (an operator/admin-level capability). Single-backend deployments are not affected, and unauthenticated users cannot exploit this (the advisory explicitly states it does not allow unauthenticated account creation). The practical limiting factors are therefore the non-default multi-backend configuration and the privileged customer-user-management permission, both of which substantially narrow realistic exploitability below the raw CVSS score. |
| Impact | This is a genuine but moderate-priority issue, not an urgent emergency. The CVSS 3.1 base score of 5.4 (AV:N/AC:L/PR:L/UI:N/S:U/C:L/I:L/A:N) is driven by low confidentiality and integrity impact and requires authentication (PR:L), which caps the real-world severity. No EPSS score, SSVC decision, KEV listing, or proof-of-concept was provided in the input, so there is no public exploit identified at time of analysis and no evidence of active exploitation. The vulnerability is a logic/data-integrity flaw (CWE-694, inconsistent enforcement of identity uniqueness across multiple CustomerUser backends) rather than a memory-corruption or RCE class issue, so even successful exploitation yields information misrouting/exposure, not system compromise. One signal to weigh carefully: although the CVSS vector lists PR:L, exploitation requires the specific administrative capability to create or modify customer users - a privileged operator role, not an ordinary authenticated user - which in practice narrows the attacker population and lowers likelihood below what a generic PR:L score implies. Net assessment: a legitimate medium-risk hygiene fix for environments running multiple CustomerUser backends, but low urgency absent exploitation signals; patch on a normal cycle. |
| Exploit ScenarioDerived | An OTRS environment is configured with two or more CustomerUser backends (for example a local database plus an LDAP directory). An authenticated operator who holds the permission to create or modify customer users adds a customer record in one backend reusing an email address that already identifies a different customer in another backend. Because the uniqueness check runs only within the selected backend, two records now represent the same communication identity, and depending on backend resolution order, subsequent tickets, customer data, or email replies may be routed to or exposed to the wrong customer user. No public exploit code was provided in the input. |

Alert meAnalysisAIv1 – Oct 12, 2026
Duplicate customer-identity records can be created in OTRS whenever more than one CustomerUser backend is configured (for example a database backend alongside LDAP), because the email-address uniqueness check is applied only within the backend selected at the time of creation rather than across all backends. An authenticated operator holding the permission to create or modify customer users (PR:L per CVSS:3.1/AV:N/AC:L/PR:L/UI:N/S:U/C:L/I:L/A:N, base score 5.4) can therefore register an address already assigned to a customer in another backend, after which ticket records or outgoing email may be associated with, or exposed to, the wrong customer identity. Exploitability is narrowed by two prerequisites - a non-default multi-backend CustomerUser configuration and a privileged customer-user management role - so this is a genuine but moderate-priority integrity and information-exposure issue rather than an urgent emergency; no public exploit identified at time of analysis and no CISA KEV listing.
RemediationAI
Vendor-released patch: the advisory's affected range terminates at OTRS 2026.X before 2026.7.X, indicating the corrected code is delivered in the 2026.7.x release line - upgrade to that build and verify the exact patched package against OTRS Security Advisory 2026-16 at https://otrs.com/release-notes/otrs-security-advisory-2026-16/, which is also the authoritative source for any backports to the 7.0.X, 8.0.X, 2023.X, 2024.X and 2025.X branches, since the input data does not specify fix versions for those lines. ((OTRS)) Community Edition 6.x and earlier is end-of-life and will not receive a fix, so migration to a supported OTRS release is the only durable remedy. If an immediate upgrade is not possible, apply compensating controls that directly address the two prerequisites: reduce the permission to create or modify customer users to the smallest set of trusted operators (side effect: slows helpdesk onboarding and self-service provisioning workflows), and enforce an external uniqueness policy so that an email address is never provisioned in more than one backend - for example by making the LDAP directory the single source of truth for identities that exist there and prohibiting duplicate creation of the same address in the database backend (side effect: requires procedural discipline and does not scale, and manual checks can drift over time). Where business processes permit, temporarily consolidating to a single CustomerUser backend removes the trigger condition entirely (side effect: customers held only in the disabled backend lose portal access and ticket routing/attribute mapping for them may break). In parallel, audit existing customer records for email addresses that appear in more than one backend, reconcile or merge the duplicated identities, and review recently created tickets and outbound mail for any association with the wrong customer so that any exposure can be contained and notified as required; note that none of these workarounds alter the code, so residual risk persists until the patched release is installed.

Technical ContextAI · show details
OTRS resolves customer identities through CustomerUser records that are served by configurable backends (typically Kernel::System::CustomerUser::DB for the local database, an LDAP module, and optionally custom modules), with multiple backends able to coexist and be consulted for authentication and attribute lookup. The flaw is an identity-resolution and uniqueness-enforcement problem: the duplicate-email validation was scoped to the backend handling the current request instead of the union of all configured backends, so the same communication identifier (an email address) can legitimately resolve to more than one customer record. This maps to CWE-694, the class describing situations in which multiple distinct resources end up sharing the same identifier, and it hinges on a comparison/validation step that is performed too narrowly (see also the CWE-697 incorrect-comparison family). Because the wrong-identity condition only materialises during downstream backend resolution - for example when an inbound message or a ticket lookup resolves a sender address - the observable consequence is misattributed ticket data and misdirected email rather than code execution or data destruction, which is reflected in the vector's low confidentiality and low integrity impact with no availability impact and an unchanged scope. The vulnerability requires no user interaction, is network-reachable in the sense that the affected management and mail-processing workflows are remote-facing, but requires an authenticated principal with customer-user administration rights; single-backend installations cannot trigger the per-backend scoping condition at all.

DescriptionCVE.org
OTRS does not sufficiently enforce the uniqueness of customer user identities across multiple configured CustomerUser backends. When multiple backends, such as a database and LDAP, are configured, the uniqueness check for customer user email addresses is performed only within the selected backend. As a result, an authenticated user with permission to create or modify customer users may create a customer user whose email address is already assigned to a customer user in another backend.
This can result in multiple customer user records representing the same communication identity. Depending on the affected workflow and backend resolution, customer-related information or email communication may subsequently be associated with or exposed to the wrong customer user.
The vulnerability does not allow unauthenticated users to create customer accounts. Exploitation requires permissions to create or modify customer users.
