1 technique across 1 tactic: Privilege Escalation The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Requires a valid authenticated account that holds the org-scoped user.read permission within any organization on the ZITADEL instance (PR:L); no user interaction is needed. Exploitation is only meaningful on multi-organization/multi-tenant deployments where cross-org isolation matters, and the attacker must know or enumerate target user IDs belonging to other organizations. Affected versions are ZITADEL 3.0.0 through 3.4.15 and 4.x before 4.17.3. Impact is strictly limited to disclosure of which authentication method types foreign-org users have registered - no credentials, tokens, or account modification are exposed. |
| Impact | This is a medium-severity information-disclosure issue, and the signals are internally consistent rather than conflicting. The provided CVSS 4.0 vector (AV:N/AC:L/AT:N/PR:L/UI:N/VC:L/VI:N/VA:N, 5.3) correctly reflects a network-reachable, low-complexity flaw that nevertheless requires an authenticated caller (PR:L) and yields only low confidentiality impact with no integrity or availability effect. The CWE-863 (incorrect authorization) classification matches the description: the User Service API checks the user.read scope against the caller's own organization instead of the organization that owns the target user, enabling cross-organization enumeration. No EPSS score, CISA KEV entry, or POC was supplied in the input, so there is no public exploit identified at time of analysis and no evidence of active exploitation. Real-world priority is moderate-to-low: the flaw leaks only which authentication method types (e.g., TOTP, passkey, password) users in other tenants have registered - useful for reconnaissance and targeted phishing/MFA-fatigue planning, but not direct account compromise. The main caveat is that the single-tenant vs. multi-tenant exposure matters greatly: in shared/multi-org ZITADEL instances this is a genuine cross-tenant data-isolation break, whereas in single-tenant deployments the practical impact is negligible. |
| Exploit ScenarioDerived | An authenticated member of Organization A who legitimately holds the org-scoped user.read permission issues GET /v2/users/{userId}/authentication_methods against user IDs belonging to Organization B. Because the API authorizes against the caller's org rather than the target user's org, it returns the registered authentication method types for those foreign-tenant users, letting the attacker map MFA posture across organizations to prime targeted phishing or MFA-fatigue attacks. No public exploit code was identified at time of analysis, and exploitation requires only valid credentials plus knowledge or guessing of target user IDs. |

Alert meAnalysisAIv1 – Oct 04, 2026
Cross-organization information disclosure in ZITADEL 3.0.0 through 3.4.15 and 4.x before 4.17.3 allows an authenticated user who holds an organization-scoped user.read permission to retrieve the authentication method types registered by users in other organizations by calling GET /v2/users/{userId}/authentication_methods. The User Service API validates user.read against the caller's own organization rather than the organization that owns the target user (CWE-863 incorrect authorization), so tenant isolation is broken on multi-organization deployments. Exploitation requires a valid account with org-scoped user.read (PR:L per the assessed vector) and knowledge or enumeration of foreign-org user IDs; impact is limited to method-type disclosure with no credential, token, or account modification exposure, and no public exploit code was identified at time of analysis. CVSS 4.0 base 5.3 and our independent assessment of 5.3 (CVSS:3.1/AV:N/AC:L/PR:L/UI:N/S:U/C:L/I:N/A:N) agree that this is a medium-severity confidentiality issue.
RemediationAI
Upgrade to ZITADEL 4.17.3 or later for all 4.x deployments; this is the exact fix version identified for the 4.x line in the available data, and it is referenced by the vendor security advisory GHSA-j344-gqv4-84ff. For installations still on the 3.0.0-3.4.15 branch, no 3.x fix version is confirmed in the provided intelligence, so either migrate to a supported 4.x release at or above 4.17.3 or track the vendor advisory for a 3.x backport before assuming the issue is resolved. Where upgrading is not immediately possible, compensating controls are available but each has trade-offs: audit and minimize grants of the org-scoped user.read permission so that only trusted, single-organization administrative accounts hold it (this reduces the attacker population but does not remove the cross-org leak for those accounts); block or rate-limit external access to the v2 User Service endpoint path GET /v2/users/*/authentication_methods at the API gateway or reverse proxy, which stops enumeration but will break legitimate tooling and administrative UIs that display a user's enrolled authentication methods; and reduce the discoverability of user IDs belonging to other organizations (for example by restricting user-listing and search APIs to the caller's own organization under a separate permission), which raises the effort needed to weaponize the flaw but does not fix the underlying authorization defect. Because the disclosed data is limited to authentication method types and involves no credentials or tokens, logging and alerting on unusual enumeration of the authentication_methods endpoint from low-privileged accounts is a reasonable detection measure while remediation is staged.

Technical ContextAI · show details
ZITADEL is an open-source identity and access management platform whose v2 User Service API exposes per-user metadata, including /v2/users/{userId}/authentication_methods, which reports which authentication method types (for example password, passkey, TOTP, or similar) a given user has enrolled. Under ZITADEL's permission model, user.read is a role/permission that can be granted within the scope of an organization, and authorization decisions are expected to be evaluated against the organization that owns the object being read. The defect is a scoping error in that authorization check: the handler compares the caller's user.read grant to the caller's own organization instead of the target user's organization, an instance of CWE-863 Incorrect Authorization (a broken object-level / tenant-boundary authorization check). The affected code paths exist in both the 3.x line and the 4.x line, with CPE entries identifying the package as cpe:2.3:a:zitadel:zitadel. Because the only data returned is the set of method types registered for a foreign user, the primitive is an enumeration/information-disclosure oracle rather than a credential or session compromise, but it leaks cross-tenant account-security posture that could feed later targeted attacks (for example, identifying users without a second factor).

Lifecycle Timeline
1DescriptionCVE.org
ZITADEL 3.0.0 through 3.4.15 and 4.x before 4.17.3 contains an incorrect authorization flaw in the User Service API, which verifies user.read against the caller's organization rather than the organization owning the target user. An authenticated member holding org-scoped user.read can query GET /v2/users/{userId}/authentication_methods to learn which authentication method types users in other organizations have registered.
