Vulnerability Assessment

Weakness
CWE

V6 - Authentication Use of non-canonical URL paths
Exploitation Conditions

Exploitable only when the APISIX route configuration contains a permissive (public) route that overlaps the path space of a protected route, so that a non-canonical/encoded path is authorized against the permissive route but resolves to the protected upstream (the AT:P Attack Requirement). No authentication or user interaction is required (PR:N/UI:N) and the attack is fully remote over HTTP (AV:N). The limiting factor is the non-default overlapping-route configuration: deployments without such overlapping permissive-and-protected routes are not affected. Fixed by upgrading to Apache APISIX 3.19.0.

Impact

This is a genuine but conditional authorization-bypass flaw (CWE-647, Use of Non-Canonical URL Paths for Authorization Decisions) in Apache APISIX. The vendor CVSS 4.0 vector (AV:N/AC:L/AT:P/PR:N/UI:N) confirms a network-reachable, unauthenticated vulnerability (PR:N) with low attack complexity but a specific Attack Requirement (AT:P) - namely a routing configuration in which a permissive route overlaps a protected one. Impact is scoped to the subsequent/upstream system (SC:L/SI:L) with no direct impact on the gateway itself (VC:N/VI:N/VA:N), yielding a Medium 6.3 score. There is no EPSS score, no CISA KEV listing, and no public exploit identified at time of analysis, so this is not evidence of active or widespread exploitation. The real priority is moderate: the unauthenticated network vector is attractive, but exploitation is gated by a non-default route-overlap configuration (AT:P) and the impact is limited to reaching a single protected upstream endpoint rather than full compromise. The 'Information Disclosure' tag understates the issue - SI:L indicates the bypass can also reach write/state-changing upstream endpoints, making this broken access control rather than pure disclosure. No key signals conflict with the description; the main caveat is that affected-version detail comes only from the single Apache mailing-list advisory.

Exploit ScenarioDerived

An attacker identifies an APISIX deployment where a permissive (public) route and a protected (policy-enforced) route share overlapping path space. They send an unauthenticated HTTP request containing a crafted percent-encoded/non-canonical path that matches the permissive route for authorization purposes but resolves to the protected upstream endpoint, which is then served despite being out of policy scope. No public exploit code is known, and success depends on the specific overlapping-route configuration being present.

AnalysisAIv1 – Oct 01, 2026

Apache APISIX versions 2.14.1 through 3.18.0 can serve requests to protected upstream endpoints without authentication when a permissive (public) route overlaps the path space of a protected route and the client supplies a crafted encoded, non-canonical path. Because authorization is evaluated against the permissive route while the request ultimately resolves to the protected upstream, the protected route's policies are bypassed entirely; the assessed vector (CVSS:3.1/AV:N/AC:H/PR:N/UI:N/S:C/C:L/I:L/A:N) reflects a fully remote, unauthenticated attack that is gated only by the non-default requirement of an overlapping permissive-and-protected route configuration. There is no public exploit code identified at time of analysis and no confirmed active exploitation (CISA KEV), and the issue is fixed by upgrading to Apache APISIX 3.19.0.

RemediationAI

The primary fix is to upgrade Apache APISIX to version 3.19.0, the release the vendor states resolves this issue; see the Apache advisory at https://lists.apache.org/thread.html/6p7glm8jtkjrn12t7z2ybn6bplm22tns for the official upgrade guidance. If immediate upgrade is not possible, the effective compensating control is configuration-based, since the flaw only materializes when a permissive route overlaps the path space of a protected route: audit route definitions and eliminate overlap by moving protected endpoints under a distinct, non-overlapping path prefix and ensuring no catch-all or wildcard public route (for example a broad '/*' or permissive regex uri) shadows a protected one - the trade-off is that route restructuring can break existing public API paths and requires coordination with API consumers. As a secondary layer, enforce canonical path validation at the edge (ingress/LB/WAF) by rejecting requests containing percent-encoded separators, redundant slashes, or encoded dot-segments before they reach APISIX, and enable strict path normalization in the gateway so that the path used for authorization matches the path forwarded upstream; the trade-off is that aggressive normalization or rejection can break legitimate clients that send encoded but benign paths. Because exploitation requires no authentication and no user interaction, monitoring gateway logs for requests whose raw encoded path differs from the normalized path that matched a permissive route can help detect probing attempts in the interim. No public exploit code has been identified at time of analysis, but this should not be treated as a reason to delay the 3.19.0 upgrade.

Technical ContextAI · show details

The flaw is an instance of CWE-647, Use of Non-Canonical URL Paths for Authorization Decisions, which arises when a gateway normalizes or decodes a request path differently at the authorization/route-matching stage than at the upstream-forwarding stage. In Apache APISIX, request paths are matched against configured routes (radixtree-style matching over the route's uri/host/path predicates), and policy plugins such as authentication and authorization are attached to those matched routes. If the path used for route selection is not canonicalized consistently with the path used when proxying to the upstream, an attacker can craft an encoded path (for example percent-encoded characters, redundant or encoded separators, or dot-segment variants) that matches a permissive route during authorization but resolves to a different, protected upstream endpoint after normalization or decoding. The result is a mismatch between the policy set that was evaluated and the resource that is actually reached. The CVSS 4.0 vector records AT:P (Attack Requirements: Present), which captures the configuration precondition: the deployment must contain a permissive route whose path space overlaps a protected route. Both the vendor-supplied vector (CVSS:4.0/AV:N/AC:L/AT:P/PR:N/UI:N/VC:N/VI:N/VA:N/SC:L/SI:L/SA:N) and the independent assessment (CVSS:3.1/AV:N/AC:H/PR:N/UI:N/S:C/C:L/I:L/A:N) agree that the impact is scoped to confidentiality and integrity of the subsequently affected component (the protected upstream), with no availability impact, and that no authentication or user interaction is required (PR:N/UI:N).

DescriptionCVE.org

Use of Non-Canonical URL paths for authorization decisions vulnerability in Apache APISIX.

In some configurations where a permissive route overlaps a protected one, a crafted encoded path can reach an upstream endpoint that the matched route's policies were never meant to cover. A request that should have been rejected is served instead, giving unauthenticated access to a protected upstream endpoint. This issue affects Apache APISIX: from 2.14.1 through 3.18.0.

Users are recommended to upgrade to version 3.19.0, which fixes the issue.
