Exploitation Conditions

Exploitation requires a valid XenForo admin account with at least the rebuildCache ACP permission explicitly granted-this is a non-default, restricted permission not available to standard registered users, moderators, or unauthenticated visitors. For the approval queue job to produce meaningful impact, pending user registrations must exist in the moderation queue at the time of exploitation. The CVSS PR:H metric confirms a high-privilege account is required. The principal limiting factor is the requirement for a legitimate, authenticated admin credential with the specific rebuildCache permission, confining exploitation to insiders or scenarios where an admin account has been separately compromised.

Impact

The CVSS 4.0 score of 5.1 (Medium), vector AV:N/AC:L/AT:N/PR:H/UI:N/VC:N/VI:L/VA:N, accurately reflects the constrained real-world risk. Exploitation requires a valid XenForo admin account with at least the rebuildCache permission-a non-default, restricted role not granted to ordinary forum users or moderators-substantially limiting the attacker population to insiders or compromised admin accounts. Impact is bounded to unauthorized approval of queued user registrations and audit log impersonation (VI:L), with no confidentiality or availability impact confirmed by the vector. No CISA KEV listing and no public exploit code are present in the input data, further reducing urgency for most deployments. SSVC assessment: Exploitation=None, Automatable=Yes once valid credentials are obtained, Technical Impact=Partial. This is a genuine but low-urgency insider-trust and privilege-segregation issue rather than a perimeter-facing threat.

Exploit ScenarioDerived

A disgruntled or compromised XenForo admin holding only the rebuildCache permission crafts a POST request to the ACP cache-rebuild dispatcher, specifying the approval queue job class and a senior administrator's user ID as the actor. The dispatcher executes the job without verifying the caller's authorization for that job class, silently approving all pending user registrations. The moderation log records the actions under the impersonated senior administrator's account, masking the true origin.

AnalysisAIv1 – Sep 08, 2026

Authorization bypass in XenForo's ACP cache-rebuild dispatcher (versions prior to 2.3.13) allows a limited administrator holding only the rebuildCache permission to invoke arbitrary job classes-including the approval queue job-under any user identity. By crafting a POST body with an arbitrary job class name and actor user ID, the attacker can approve queued user registrations without holding approval-queue or moderator permissions, while the moderation log falsely attributes actions to an impersonated account. No public exploit code has been identified at time of analysis; a vendor-released patch is available in XenForo 2.3.13.

RemediationAI

Upgrade to XenForo 2.3.13, which contains the security fix per the vendor release thread at https://xenforo.com/community/threads/xenforo-2-3-13-and-add-ons-released-includes-security-fixes.239857/. As a compensating control prior to patching, restrict the rebuildCache ACP permission to the smallest possible set of fully trusted administrators, reducing the pool of accounts capable of exploiting the dispatcher; note this does not eliminate the risk if a rebuildCache-permissioned account is compromised. Monitoring ACP moderation logs for approval-queue actions attributed to users who do not hold approval-queue or moderator permissions provides a useful detection signal for abuse of this path.

Technical ContextAI · show details

XenForo is a PHP-based commercial forum platform. Its Admin Control Panel (ACP) exposes a cache-rebuild dispatcher endpoint that accepts POST parameters specifying the job class to execute and the actor user ID. CWE-863 (Incorrect Authorization) identifies the root cause: the dispatcher does not validate whether the submitted job class falls within the scope of the calling admin's granted permissions before executing it. A constrained admin role with only the rebuildCache permission can therefore instantiate higher-privilege job classes-such as the approval queue processor-and supply an arbitrary actor user ID, performing actions outside their authorization while impersonating another account in the moderation audit log. CPE cpe:2.3:a:xenforo:xenforo:* covers all XenForo installations prior to 2.3.13.

DescriptionCVE.org

XenForo before 2.3.13 contains a missing authorization vulnerability in the ACP cache-rebuild dispatcher that allows limited administrators with only the rebuildCache permission to perform unauthorized approval queue actions by supplying an arbitrary job class and actor user ID in the POST body. Attackers can invoke the approval queue job under any user identity to approve queued user registrations without holding the required approval-queue or moderator permissions, causing the moderation log to attribute actions to an impersonated account.
