| Exploitation Conditions | Exploitation requires the target Unbound (1.22.0-1.25.1) to be compiled with DoQ support via '--with-libngtcp2' AND to have 'quic-port' configured on a listening interface - downstream DNS-over-QUIC must be actively enabled, which is not the default build or configuration. Given those prerequisites, no authentication, user interaction, or special privilege is needed (PR:N/UI:N): any remote client that can reach the QUIC listener can trigger the bug using one connection and the two initial streams (stream_id 0 and 4) by sending a 65535-byte length prefix and holding the streams open. The limiting factor is entirely the non-default DoQ deployment; builds without ngtcp2 or without a configured quic-port are not exploitable. |
| Impact | The CVSS 3.1 vector (AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H, base 7.5) accurately reflects a network-reachable, unauthenticated, low-complexity availability-only issue - no confidentiality or integrity impact. The decisive limiter is not on the attack path but on deployment: the target must be a build with DoQ support AND an operator-configured 'quic-port', which is not a default configuration, so the real-world exposed population is a subset of Unbound installs. No EPSS score, KEV entry, POC, or SSVC decision was provided in the input; absence of these signals means exploitation probability cannot be quantified from the data supplied. Weighing these together, this is a genuine but scoped priority: trivial to trigger and low-cost for the attacker where DoQ is enabled, yet gated behind a non-default feature that limits mass exploitability. The impact is degradation/exhaustion affecting new DoQ clients rather than full resolver crash or data compromise. |
| Exploit ScenarioDerived | An attacker reachable to an internet-facing Unbound resolver with DoQ enabled opens a single QUIC connection, creates the two initial bidirectional streams (id 0 and 4), sends a declared 65535-byte length prefix on each, and holds them open without completing the messages. Unbound pre-allocates buffers for the declared sizes outside the 'quic-size' quota, allowing roughly double the configured limit to be allocated from one cheap connection; repeating this exhausts memory and denies service to new DoQ clients. No public exploit code has been identified at time of analysis, though the advisory describes the trigger in full detail. |

Remote denial of service in NLnet Labs Unbound 1.22.0 through 1.25.1 lets an unauthenticated client exhaust configured memory when downstream DNS-over-QUIC (DoQ) is enabled. The first two bidirectional QUIC streams (stream_id 0 and 4) skip the per-stream 'quic-size' accounting gate, so large input buffers are allocated after only a 2-byte length prefix arrives, letting a single connection with two streams force Unbound to allocate roughly double the configured limit at near-zero attacker cost. No public exploit has been identified at time of analysis and it is not listed in CISA KEV, but the mechanics are trivial and fully described by the vendor advisory.
RemediationAI
Upgrade to a fixed Unbound release as directed by the NLnet Labs advisory at https://www.nlnetlabs.nl/downloads/unbound/CVE-2026-32665.txt; the input data does not include an exact fixed version number, so consult that advisory for the precise patched release rather than relying on an assumed version. As an immediate compensating control where patching is not yet possible, disable downstream DoQ by removing or unsetting 'quic-port' on the listening interfaces (or rebuild without '--with-libngtcp2'), which fully removes the vulnerable code path at the cost of denying legitimate DoQ clients and forcing them to fall back to DNS-over-TLS/UDP/TCP. If DoQ must remain enabled, restrict reachability of the QUIC (UDP/853) port with firewall/ACLs to trusted networks and monitor for connections that open streams declaring maximal length prefixes and then hold them open, to reduce anonymous internet-facing exposure.

Technical ContextAI · show details
Unbound is a validating, recursive, caching DNS resolver from NLnet Labs. The flaw lives in its downstream DoQ listener, which is only compiled in with '--with-libngtcp2' (the ngtcp2 QUIC library) and only active when 'quic-port' is set on listening interfaces. DoQ (RFC 9250) multiplexes DNS queries over QUIC bidirectional streams, each carrying a 2-byte length prefix followed by the DNS message. Unbound enforces a 'quic-size' cap to bound per-connection memory, but the bootstrap streams stream_id 0 and 4 bypass this gate, and buffers sized from the declared 65535-byte length prefix are allocated before the accounting check applies. This is CWE-1284 (Improper Validation of Specified Quantity in Input): the code trusts the client-declared length to pre-allocate a buffer without validating it against the remaining quota.

Remote, unauthenticated, low-complexity trigger with availability-only impact; the DoQ/quic-port requirement is a deployment condition, not an attacker privilege, so PR stays N.

Lifecycle Timeline
2DescriptionCVE.org
In NLnet Labs Unbound 1.22.0 up to and including 1.25.1, when downstream DNS-over-QUIC (DoQ) is enabled, the first two bidirectional streams on a new QUIC connection (stream_id 0 and 4) bypass the per-stream 'quic-size' gate entirely, and large input buffers are allocated later, after only the 2-byte length prefix has been received from the initial streams. As a result, a remote client can make Unbound exceed the configured 'quic-size' limit with low-cost input. Using only one connection and two streams, each sending a declared 65535-byte length prefix and then holding the streams open, a client can already trivially make Unbound roughly allocate double that amount. This is a remote availability issue / memory-accounting bypass in the downstream DoQ implementation that leads to denial of service for new DoQ clients. This vulnerability needs Unbound to be compiled with DoQ support ('--with-libngtcp2') and the 'quic-port' to be configured for the listening interfaces.
Executive ViewAI
NLnet Labs Unbound DNS resolver (versions 1.22.0-1.25.1) contains a remote denial-of-service vulnerability allowing unauthenticated clients to exhaust server memory when DNS-over-QUIC is enabled. Organizations running Unbound with DoQ active face potential service interruption with minimal attacker cost. This threatens DNS resilience and dependent applications across the enterprise.
No vendor-released patch identified at time of analysis. Interim mitigations: (1) disable DNS-over-QUIC if not operationally required; (2) enforce per-connection and per-stream rate-limiting on QUIC connections, with strict limits on stream_id 0 and 4; (3) configure Unbound with conservative memory ceilings and implement real-time memory consumption alerting; (4) maintain secondary DNS resolvers outside the DoQ deployment path for service continuity.
