| Exploitation Conditions | Exploitation requires the attacker to already possess local, authenticated access to the target (CVSS PR:L) and the ability to get the UDFS driver to parse an attacker-controlled UDF-formatted volume - i.e., mounting or inserting a crafted optical disc, USB/removable device, or UDF disk image so udfs.sys processes its on-disk structures. No user interaction by a victim is needed (UI:N) and complexity is low (AC:L), but the attack is strictly local (AV:L) and cannot be performed remotely or against a default configuration without first obtaining an interactive/low-privilege foothold. Limiting factors: the target must actually mount/parse the malicious UDF media, so environments that block untrusted removable media or disallow arbitrary image mounting significantly reduce exposure; the flaw does not cross a scope boundary (S:U) and yields elevation on the local host only. |
| Impact | The CVSS 3.1 vector (AV:L/AC:L/PR:L/UI:N/S:U/C:H/I:H/A:H, base 7.8 High) describes a local, low-complexity, low-privilege attack with no user interaction and total confidentiality/integrity/availability impact but no scope change - a classic local elevation-of-privilege profile, not a remote entry point. This is corroborated by CISA SSVC: Exploitation 'none' (no observed or public exploitation), Automatable 'no' (an attacker cannot mass-scan-and-exploit this at scale because it requires local code execution first), and Technical Impact 'total'. EPSS is low at 0.31% (23rd percentile), consistent with a not-actively-exploited local bug that requires a foothold. Signals are mutually consistent rather than conflicting: high severity per CVSS is driven by impact, not reachability. Net: this is a real but second-stage risk - valuable to an attacker who already has a foothold or as part of a chain, and it should be patched on the normal Patch-Tuesday cadence, prioritizing multi-user, kiosk, and shared-workstation systems over single-user isolated hosts. |
| Exploit ScenarioDerived | An attacker who already has a low-privileged foothold - a standard domain user, a compromised service account, or a malicious insider on a shared workstation - supplies a specially crafted UDF-formatted volume (an inserted disc, a USB device, or a mounted disk image) that the udfs.sys driver parses. The malformed length/offset field triggers the integer underflow in kernel context, corrupting memory to escalate from the low-privileged account to SYSTEM. No public exploit is identified at time of analysis, but the low attack complexity and no-user-interaction profile make it an attractive local privilege-escalation primitive for post-compromise chaining. |

Local privilege escalation in the Microsoft Windows Universal Disk Format File System driver (udfs.sys) lets an authenticated low-privileged user gain SYSTEM-level control by triggering an integer underflow (CWE-191) while parsing a malicious UDF-formatted volume. It affects a broad Windows footprint from Windows 10 1607 through Windows 11 26H1 and Windows Server 2012 through Server 2025. Currently there is no public exploit identified at time of analysis, EPSS is low (0.31%), and CISA SSVC rates exploitation as none, though the technical impact is total.
Earlier versions of this analysis (1)
Elevation of privilege in the Windows Universal Disk Format File System driver (UDFS.sys) lets a low-privileged local user gain elevated (kernel/SYSTEM) rights after the victim mounts or opens a maliciously crafted UDF volume. The flaw stems from an integer arithmetic error (CWE-191) in the driver that parses UDF-formatted media such as ISO images, optical discs, and virtual disk files, and affects a broad range of Windows client and server releases from Windows Server 2012 and Windows 10 1607 through Windows 11 26H1 and Windows Server 2025. Microsoft reported the issue and has shipped a patch; there is no public exploit identified at time of analysis and the CVE is not listed in CISA KEV.
RemediationAI
Vendor-released patch: apply the Microsoft security update that raises udfs.sys to at least the fixed build for your SKU (for example 10.0.26100.8875 for Windows 11 24H2, 10.0.19045.7548 for Windows 10 22H2, 6.3.9600.23291 for Server 2012 R2, 10.0.20348.5386 for Server 2022, 10.0.26100.33158 for Server 2025) as listed at https://msrc.microsoft.com/update-guide/vulnerability/CVE-2026-49790 - this is the definitive remediation. Where immediate patching is not possible, compensating controls target the attack surface: restrict the ability of untrusted users to mount arbitrary removable/optical media or UDF-formatted disk images, since exploitation requires the driver to parse attacker-controlled UDF structures; on servers and hardened endpoints that never use optical/UDF media you can disable or block automatic mounting of removable volumes via Group Policy (trade-off: breaks legitimate DVD/Blu-ray and UDF image workflows). Because this is a local EoP, also enforce least privilege and limit interactive logon on shared and multi-user systems to reduce who can stage the attack. Do not rely on network controls - the attack vector is local, not remote.

Technical ContextAI · show details
UDFS is the Windows kernel-mode driver (udfs.sys) that implements the Universal Disk Format (ISO/IEC 13346 / ECMA-167) file system, the standard used for DVDs, Blu-ray discs, and packet-written optical/removable media. Because it runs in ring 0, any memory-safety defect in its parsing logic translates directly into kernel compromise. The flagged weakness is CWE-191 (Integer Underflow / Wrap-around); the vendor tags also reference Integer Overflow and Information Disclosure, indicating a length or offset field in the UDF on-disk structures underflows during parsing, producing an out-of-bounds condition the driver then acts upon. The affected CPEs span every currently supported client and server SKU (Windows 10 1607/1809/21H2/22H2, Windows 11 24H2/25H2/26H1, Windows Server 2012/2012 R2/2016/2019/2022/2025, including Server Core installations), confirming the flaw lives in shared, long-lived filesystem code rather than a single edition.

Windows Universal Disk Format File System Driver (UDFS) Elevation of Privilege Vulnerability
Executive ViewAI
Microsoft's Windows UDF driver (udfs.sys) contains a local privilege escalation vulnerability affecting Windows 10, Windows 11, and Windows Server 2012-2025, enabling low-privileged users to gain SYSTEM-level control. No public exploit identified at time of analysis, but the vulnerability's broad reach across enterprise Windows estates and the critical nature of SYSTEM-level access warrant immediate patching. This represents significant risk to any organization operating Windows infrastructure, from desktops through servers.
