MITRE ATT&CK
1 technique across 1 tactic: Impact The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | HTTP/2 must be enabled and actively served by the target Netty deployment; services using only HTTP/1.1 are not affected. The affected component is specifically netty-codec-http2, so only applications that include this codec and negotiate HTTP/2 with external clients are vulnerable. No authentication is required - the attack operates at the HTTP/2 framing layer before any application-level authentication can execute (CVSS PR:N). No user interaction is needed. The attack is network-accessible (CVSS AV:N) with low complexity (AC:L): an attacker only needs network reachability to the HTTP/2 listener. The primary limiting factor is that the different on-wire signature from classic Rapid Reset may allow detection by protocol-aware inspection of SETTINGS frame sequences, though no specific countermeasure exists in unpatched Netty. Deployments behind a reverse proxy that validates or ignores client-advertised SETTINGS_MAX_HEADER_LIST_SIZE before forwarding to Netty reduce but may not eliminate exposure depending on whether the proxy passes through SETTINGS frames. |
| Impact | The official CVSS 4.0 score of 6.9 uses VA:L (low availability impact to the vulnerable system), which appears to underweight the potential DoS severity given the explicit analogy to HTTP/2 Rapid Reset - a technique used in record-breaking DDoS campaigns exceeding 398 million requests per second. The CVSS 4.0 vector (AV:N/AC:L/AT:N/PR:N/UI:N) confirms unauthenticated, low-complexity, network-accessible exploitation with no user interaction, meaning the barrier to attack is essentially zero once the attacker identifies a target running Netty over HTTP/2. EPSS at 0.02% and 5th percentile indicates very low observed exploitation probability currently, and the vulnerability is not in the CISA KEV catalog. However, the different on-wire signature compared to Rapid Reset is a concern: existing WAF and DDoS-mitigation rules tuned for CVE-2023-44487 may not detect or throttle this variant. The absence of a public PoC and low EPSS suggest opportunistic mass exploitation is not imminent, but targeted use against Netty-based infrastructure (API gateways, microservice proxies) by actors aware of the vulnerability is plausible. Confidentiality and integrity are unaffected - this is a pure availability issue. |
| Exploit ScenarioDerived | An attacker sends a stream of HTTP/2 connections to a Netty-based service, each advertising a very small SETTINGS_MAX_HEADER_LIST_SIZE. For each stream, Netty reads the request body, proxies it to the origin backend, and then fails with an exception when it cannot serialize the response headers within the declared limit. By rapidly repeating this cycle across many streams or connections, the attacker exhausts Netty's I/O thread pool and connection backlog, rendering the service unavailable to legitimate clients - functionally identical to Rapid Reset but using a different framing sequence that may bypass CVE-2023-44487 detection rules. No public PoC has been identified at time of analysis. |

Alert meAnalysisAIv1 – Jun 12, 2026
Netty's HTTP/2 codec mishandles the SETTINGS_MAX_HEADER_LIST_SIZE client setting, enabling a denial-of-service attack functionally equivalent to HTTP/2 Rapid Reset (CVE-2023-44487) but with a distinct on-wire signature. Affected Netty versions prior to 4.1.135.Final and 4.2.15.Final fully process and proxy incoming requests to the origin before encountering an exception during response header serialization, consuming server resources without completing responses. No public exploit has been identified at time of analysis, and EPSS stands at 0.02% (5th percentile), though the attack technique parallels a well-documented catastrophic DDoS class.
RemediationAI
Upgrade to Netty 4.1.135.Final (https://github.com/netty/netty/releases/tag/netty-4.1.135.Final) or 4.2.15.Final (https://github.com/netty/netty/releases/tag/netty-4.2.15.Final) as the primary fix; these are vendor-confirmed patched releases. For Maven projects update the netty-codec-http2 artifact version accordingly and re-run the build; for Gradle, update the BOM or direct dependency version. If an immediate upgrade is not possible, consider placing an HTTP/2-aware reverse proxy or DDoS mitigation layer (e.g., Envoy, HAProxy, Cloudflare) in front of Netty services to enforce SETTINGS_MAX_HEADER_LIST_SIZE limits and rate-limit SETTINGS frame floods - note this shifts the attack surface to the proxy tier and does not fix the underlying code path. Disabling HTTP/2 entirely and falling back to HTTP/1.1 eliminates the attack vector but removes multiplexing benefits and may break gRPC or HTTP/2-only clients. Monitor the full advisory at GHSA-563q-j3cm-6jxm for any additional guidance. This release also patches ten other high-severity CVEs in the same Netty 4.1 and 4.2 lines, making the upgrade urgent on multiple grounds.

Technical ContextAI · show details
Netty (CPE: cpe:2.3:a:netty:netty:*:*:*:*:*:*:*:*) is a widely deployed Java NIO client-server framework. The affected component is netty-codec-http2. HTTP/2 (RFC 9113) supports a SETTINGS frame containing SETTINGS_MAX_HEADER_LIST_SIZE, which informs the peer of the maximum cumulative header size it will accept. CWE-770 (Allocation of Resources Without Limits or Throttling) is the root cause: when a client advertises a small SETTINGS_MAX_HEADER_LIST_SIZE, Netty does not use that constraint to short-circuit request handling. Instead it reads the full request, proxies it upstream, and only discovers the header size violation when attempting to write the response headers - at which point an exception is thrown. Because meaningful compute and I/O have already been consumed per request cycle, an attacker who floods the server with such requests can exhaust worker threads and connection slots analogously to the HTTP/2 Rapid Reset technique, though the framing pattern on the wire differs and may evade Rapid Reset-specific detection signatures.

Lifecycle Timeline
1DescriptionCVE.org
Netty is a network application framework for development of protocol servers and clients. Prior to versions 4.1.135.Final and 4.2.15.Final, Netty HTTP/2 max header size handling produces an attack similar to HTTP/2 Rapid Reset. There is a setting in the http2 specification called SETTINGS_MAX_HEADER_LIST_SIZE. When a client sends that setting to Netty, it appears that Netty will behave as follows: read the request; proxy the request to the origin; attempt to produce a response; and create an exception while writing the headers for the response. Functionally, this should be similar to the http2 reset attack, but with a different on-the-wire signature. Versions 4.1.135.Final and 4.2.15.Final patch the issue.
