| Exploitation Conditions | Exploitation requires HTTP reach to Routinator's /api/v1/origins endpoint and the ability to send a non-UTF-8 byte sequence as the select-asn query parameter - trivially achievable with curl --data-urlencode or a raw socket. The vendor explicitly states the issue 'only affects users who allow API access from untrusted networks,' so the limiting factor is deployment posture: instances bound to 127.0.0.1 or fronted by an ACL that restricts the API to operator workstations are not exposed. No authentication is required (PR:N), no user interaction is needed (UI:N), and no special Routinator configuration beyond exposing the API is necessary. Note the CVSS vector lists AV:L which conflicts with the network-reachable API description and should be verified with the vendor before relying on it for prioritization. |
| Impact | Signals are mixed. The CVSS 4.0 vector specifies AV:L (local attack vector) with PR:N/UI:N, yet the description and the endpoint nature (HTTP API) indicate the vector is genuinely network-reachable whenever the API is bound to an interface accessible by untrusted users - the AV:L scoring likely reflects NLnet Labs' assumption that the API is normally restricted to localhost/management networks. This mismatch should be verified with the vendor; defenders exposing the API beyond loopback should treat the issue as network-reachable. There is no EPSS score, no KEV listing, and no public exploit identified at time of analysis, but the trigger is trivial (a single malformed query string) so a working PoC would be easy to construct. Real-world risk is concentrated at operators who deliberately or accidentally expose /api/v1/origins to untrusted networks; default-deployed instances bound to localhost are not exploitable remotely. |
| Exploit ScenarioDerived | An attacker who can reach a Routinator instance whose HTTP API is exposed to an untrusted network issues a single HTTP GET to /api/v1/origins with a select-asn query parameter containing a non-UTF-8 byte sequence (for example, a lone 0x80 continuation byte). The Routinator process panics and exits, taking RPKI validation offline; any BGP routers consuming this validator via RTR fall back to NotFound state, weakening route-origin validation across the operator's network until the daemon is restarted. |

Alert meAnalysisAIv1 – Jun 08, 2026
Denial of service in NLnet Labs Routinator (an RPKI Relying Party software) allows remote attackers to crash the daemon by sending a specifically crafted non-UTF-8 string in the select-asn query parameter to the /api/v1/origins HTTP endpoint. The flaw only impacts deployments that expose the API to untrusted networks, and no public exploit has been identified at time of analysis. CVSS 4.0 base score is 8.2 driven by high availability impact to both the vulnerable component and downstream RPKI consumers.
RemediationAI
Vendor-released patch: Routinator 0.15.2 - upgrade immediately per the NLnet Labs advisory at https://www.nlnetlabs.nl/downloads/routinator/CVE-2026-49234.txt. Until the upgrade can be applied, restrict access to the HTTP API by binding it to localhost only or placing it behind a reverse proxy/firewall ACL that permits only trusted management hosts; specifically block external reachability of /api/v1/origins. As an additional compensating control, front the endpoint with a proxy that validates query parameters as UTF-8 before forwarding, accepting the trade-off that legitimate ASN selection requests must still pass through unchanged. Monitor the Routinator process for unexpected restarts and configure a supervisor (systemd Restart=on-failure) so an exploitation attempt produces a brief blip rather than a sustained validator outage, with the side effect that repeated crashes may mask attack activity in logs.

Technical ContextAI · show details
Routinator is NLnet Labs' RPKI (Resource Public Key Infrastructure) Relying Party validator written in Rust, responsible for fetching and validating ROAs used by routers and route servers to make BGP origin-validation decisions. The bug is rooted in CWE-20 (Improper Input Validation): the /api/v1/origins endpoint accepts a select-asn query parameter but does not safely handle byte sequences that are not valid UTF-8, causing the process to panic and terminate. Because RPKI validation feeds downstream BGP routers via RTR, an outage of the validator can degrade ROV decisions for every router relying on this instance, which is reflected in the CVSS Subsequent System Availability (SA:H) metric.

Lifecycle Timeline
2DescriptionCVE.org
When sending a specifically crafted non-UTF-8 string as select-asn query parameter to the /api/v1/origins endpoint, Routinator crashes.
This only affects users who allow API access from untrusted networks.
Executive ViewAI
NLnet Labs Routinator, critical RPKI infrastructure software, is vulnerable to remote denial-of-service attacks that can crash the daemon through its HTTP API. Deployments exposing the API to untrusted networks risk service disruption that could impair internet routing validation across dependent organizations. This is particularly concerning for organizations operating RPKI infrastructure, as downtime directly compromises the integrity of BGP route validation.
No vendor-released patch identified at time of analysis. Interim mitigations: restrict HTTP API access to trusted networks only via firewall rules, network segmentation, or reverse proxy with access controls. Implement input validation at the network edge (UTF-8 validation on the select-asn parameter). Disable public API exposure if operationally feasible. Monitor NLnet Labs channels for patch release and apply immediately upon availability.
