Exploitation Conditions

Exploitation requires the attacker to already have authenticated, low-privileged local code execution on a host running an affected build: .NET 8.0 (<8.0.32), 9.0 (<9.0.21), 10.0 (<10.0.13), 11.0 (<11.0.0-rc.2), Visual Studio 2022 17.14 (<17.14.42), or Visual Studio 2026 18.10 (<18.10.4). The attacker must be able to create filesystem symbolic links or junctions and win a link-resolution race against a privileged .NET file operation (CWE-59). Limiting factors: the vector is strictly local (AV:L) with no remote/network path, requires existing privileges (PR:L, so not usable by a fully unauthenticated actor), and is not automatable per CISA SSVC; it is a post-compromise escalation primitive rather than an initial-access vulnerability. No user interaction by a victim is needed (UI:N).

Impact

This is a credible but not emergency-level priority. The CVSS 3.1 vector (AV:L/AC:L/PR:L/UI:N/S:U/C:H/I:H/A:H, 7.8 HIGH) describes a local privilege-escalation flaw: an attacker must already have low-privileged authenticated code execution on the host (PR:L, AV:L), after which a symlink/junction race (CWE-59 link following) yields total compromise of confidentiality, integrity and availability. The signals are internally consistent and point to a post-compromise escalation tool rather than an initial-access threat. CISA's SSVC assessment reinforces lower urgency: Exploitation=none (no observed or public exploitation), Automatable=no (local, privilege-gated, not mass-exploitable), though Technical Impact=total matches the C:H/I:H/A:H rating. No EPSS score, CISA KEV listing, or POC indicator is present in the supplied data, so there is no current evidence of active exploitation or published exploit code. Net: treat as a standard-cadence patch priority for Microsoft/.NET/Visual Studio patch cycles - important because the affected runtime is near-universal, but the local-only vector and absence of exploitation signals argue against out-of-band emergency response. Verify exploitation status against live CISA KEV/EPSS feeds, which were not included here.

Exploit ScenarioDerived

An attacker who already holds a low-privileged foothold on a Windows host running an affected .NET runtime or Visual Studio (e.g. a standard user or a constrained service account) plants a malicious symbolic link or junction so that a higher-privileged .NET component follows the link and reads, writes, or deletes a file outside its intended path. By winning this link-resolution race, the attacker redirects a privileged file operation to escalate to SYSTEM or administrator. No public exploit identified at time of analysis, and exploitation requires prior local access and low privileges (PR:L).

AnalysisAIv1 – Oct 13, 2026

Local privilege escalation in Microsoft .NET (CWE-59 link following) lets an authenticated attacker with existing low-privileged code execution escalate to higher privileges by creating symbolic links or junctions and winning a link-resolution race against a privileged .NET file operation. Affected builds include .NET 8.0 before 8.0.32, 9.0 before 9.0.21, 10.0 before 10.0.13, 11.0 before 11.0.0-rc.2, Microsoft Visual Studio 2022 17.14 before 17.14.42, and Microsoft Visual Studio 2026 18.10 before 18.10.4. No public exploit code was identified at time of analysis, and CISA SSVC rates exploitation as none, so this is a post-compromise escalation primitive rather than an initial-access vector; vendor patches are available.

RemediationAI

Vendor-released patches are available. Upgrade to .NET 8.0.32 or later, .NET 9.0.21 or later, .NET 10.0.13 or later, .NET 11.0.0-rc.2 or later, Microsoft Visual Studio 2022 17.14.42 or later, or Microsoft Visual Studio 2026 18.10.4 or later as applicable, following the Microsoft Security Response Center advisory at https://msrc.microsoft.com/update-guide/vulnerability/CVE-2026-96225; the HeroDevs advisory at https://www.herodevs.com/vulnerability-directory/cve-2026-96225 provides additional tracking. If immediate patching is not possible, compensating controls include removing the SeCreateSymbolicLinkPrivilege from non-administrative accounts where it has been granted (trade-off: may break legitimate developer tooling that relies on symlinks, and does not block junction creation on all Windows versions), hardening filesystem ACLs on directories used by privileged .NET runtimes or Visual Studio update or repair operations so low-privileged users cannot create links there (trade-off: requires careful auditing and can interfere with normal application updates), and monitoring for unusual symlink or junction creation followed by privileged file writes. These workarounds reduce but do not eliminate the race-condition attack surface, so patch deployment remains the primary remediation. No public exploit code was identified at time of analysis, so there is no evidence of imminent exploitation, but the issue should be prioritized for hosts where low-privileged local code execution is already possible.

Technical ContextAI · show details

The vulnerability is an instance of CWE-59, improper link resolution before file access ('link following'). In affected .NET runtimes and the Visual Studio installations that host them, a privileged file operation (such as an update, repair, or configuration action running with elevated rights) resolves a path without validating that the final target is not a symbolic link or junction controlled by a lower-privileged user. A local attacker who can create such a link and win a race against the operation can redirect the privileged access to an attacker-chosen file or location, resulting in elevation of privilege. The CVSS vector AV:L/AC:L/PR:L/UI:N/S:U/C:H/I:H/A:H confirms that exploitation is local only, requires existing low privileges, needs no victim interaction, and can fully compromise confidentiality, integrity, and availability of the affected host. CISA SSVC marks the issue as not automatable and with no observed exploitation, consistent with a post-compromise escalation primitive.

Executive ViewAI

Why It Matters

Microsoft .NET and Visual Studio 2022/2026 contain a high-severity local privilege escalation issue that lets an attacker who already has a foothold on a machine elevate to higher privileges using symbolic link or junction manipulation. It is not an initial-access vector, but it materially deepens the impact of an existing compromise by turning limited access into control of developer workstations and build infrastructure. Leadership should care because those systems commonly hold source code, signing certificates and deployment credentials, so an escalation there can cascade into software supply chain exposure.
