Exploitation Conditions

Exploitation requires two concrete prerequisites stated in the advisory: (1) recursive-query access to the target Unbound resolver (i.e. the attacker is a permitted client of the resolver), and (2) control of an authoritative server for a zone that is ordinarily delegated and that Unbound will query, used to serve specially crafted replies containing many chained compression pointers. Affected versions are Unbound up to and including 1.26.1. Limiting factors: the need to control a delegated authority the victim resolver actually queries meaningfully narrows the attacker population beyond the AV:N/PR:N vector; impact is limited to CPU-driven performance degradation (A:L, Scope:Unchanged) rather than a crash or remote code execution.

Impact

This is a medium-severity availability issue (vendor CVSS 5.3, AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:L) with no confidentiality or integrity impact and only partial availability impact (A:L) - performance degradation, not a full crash or outage. The CVSS vector reads as network, low-complexity, unauthenticated, but the description adds a precondition the vector does not capture: the attacker must both have recursive-query access to the resolver AND control an ordinarily-delegated authoritative server that Unbound will query - note this discrepancy, the raw PR:N/AC:L understates the real attack prerequisites. No EPSS score, SSVC decision, KEV listing, or POC was provided in the input, so exploitation likelihood cannot be quantified from the data; absence of these signals is not evidence of safety but does lower immediate urgency. Net assessment: a real but modest-priority hardening issue (resource-exhaustion DoS against a widely deployed resolver) rather than a high-urgency, actively-exploited threat - patch in normal maintenance cycles.

Exploit ScenarioDerived

An attacker who can send recursive queries to an Unbound resolver and who operates an authoritative nameserver for a zone the resolver will query returns DNS replies packed with many chained compression pointers. Because Unbound limits pointer traversal per name but enforces no aggregate decompression-work budget across a message, the resolver burns excessive CPU following the chains, degrading performance for all clients. No public exploit code was identified at time of analysis.

AnalysisAIv1 – Oct 21, 2026

NLnet Labs Unbound through 1.26.1 can be driven to excessive CPU consumption by DNS responses containing many chained compression pointers, degrading resolver performance for legitimate clients. The root cause is that Unbound caps pointer traversal per domain-name operation but lacks an aggregate budget for inbound decompression work, allowing repeated expensive lookups within a single crafted message. The vendor rates this 5.3 (AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:L); exploitation requires recursive-query access plus control of an ordinarily delegated authoritative server, and no public exploit identified at time of analysis.

RemediationAI

Patch status is per the NLnet Labs vendor advisory, but the supplied input does not specify an exact fixed release; consult https://www.nlnetlabs.nl/downloads/unbound/CVE-2026-96405.txt for the patched version and upgrade any Unbound resolver running 1.26.1 or earlier. If immediate upgrade is not possible, reduce exposure by restricting recursive-query access to trusted clients using Unbound access-control lists, and by applying query-rate or response-rate limiting; restricting recursion can break legitimate clients that rely on the resolver, and rate limiting may drop valid queries during high load. Monitor resolver CPU and query latency for signs of crafted-pointer response floods, and consider temporarily limiting recursion toward untrusted or delegated zones where operationally feasible, accepting the corresponding resolution failures for those zones.

Technical ContextAI · show details

Unbound is a validating, recursive DNS resolver. DNS name compression (RFC 1035) replaces repeated domain-name suffixes with pointers to earlier offsets, and following a chain of pointers costs CPU. CVE-2026-96405 is CWE-770 (Allocation of Resources Without Limits or Throttling), reflecting a missing aggregate limit on decompression work across an entire inbound message: while each individual name operation is bounded, a message can contain many names with long pointer chains, multiplying CPU work. The provided CPE cpe:2.3:a:nlnet_labs:unbound:*:*:*:*:*:*:*:* identifies Unbound, while the vendor advisory narrows affected releases to 1.26.1 and earlier. The attack path runs through recursive-query service and a malicious authoritative response, so the resolver's role as a recursive client to an attacker-influenced delegated authority is central; the independent assessment notes that the need to control a delegated authority actually queried by the victim narrows the practical attacker population beyond the raw AV:N/PR:N vector.

DescriptionCVE.org

NLnet Labs Unbound up to and including version 1.26.1 limits compression-pointer traversal for each individual domain-name operation but has no aggregate inbound decompression-work budget. Many chained compression pointers in a message results in a lot of CPU usage following them. A malicious actor with recursive-query access and control of an ordinarily delegated authority that serves specially crafted replies can exploit the vulnerability and degrade Unbound's general performance.
