| Exploitation Conditions | Requires an authenticated Rancher user who has already been delegated 'create' or 'update' on management.cattle.io globalroles AND 'create' on globalrolebindings; users without those delegated permissions are unaffected, and administrators (who normally hold them) gain no escalation. The deployment must run an affected Rancher 2.15.x line where the GlobalRole inheritedNamespacedRules field exists (2.14.x and earlier lack the field and are not affected). Limiting factors: the high delegated-privilege prerequisite sharply narrows the attacker population, and there is no workaround that fully addresses the issue - exposure is only reduced by restricting who can manage globalroles/globalrolebindings and by auditing existing GlobalRole/GlobalRoleBinding objects; upgrading is the only complete fix. |
| Impact | The CVSS 3.1 base score is 7.2 (High) with vector AV:N/AC:L/PR:H/UI:N/S:U/C:H/I:H/A:H, meaning network-reachable and low-complexity but gated behind high privileges (PR:H). This gating is the decisive signal: the vendor advisory confirms exploitation requires an already-authenticated Rancher user who has been delegated the ability to create or update management.cattle.io globalroles and to create globalrolebindings - permissions normally held only by administrators, for whom this is not an escalation at all. No CISA KEV listing is present, so exploitation status is 'no public exploit identified at time of analysis'; no EPSS score was supplied, and no SSVC exploitation/automatable/technical-impact fields were provided beyond the vuln.today priority label 'this_week'. The combination (High CVSS driven by full C/I/A impact, but PR:H and a narrow delegated-permission precondition) places this as a real-but-conditional privilege-escalation issue rather than a mass-exploitable emergency: impactful where an organization has delegated partial RBAC-management rights to non-admins, low real risk in deployments that keep globalrole/globalrolebinding management restricted to administrators. One data conflict must be flagged: the NVD-style description states this 'affected SUSE Rancher 2.15.2 only,' while the GHSA advisory states 'Rancher v2.15.0 and later are affected' (with 2.14.x and earlier not affected because the inheritedNamespacedRules field does not exist there) - verify the exact affected 2.15.x range with SUSE. The CWE also differs across sources (input CWE-306 vs GHSA CWE-269/CWE-863); the privilege-management/authorization framing (269/863) better matches the described missing privilege-escalation validation than missing authentication (306). |
| Exploit ScenarioDerived | An organization delegates limited RBAC management to a non-administrative user, granting them the ability to create/update GlobalRoles and create GlobalRoleBindings. That user authors a GlobalRole whose inheritedNamespacedRules field declares permissions exceeding their own, then binds it to themselves via a GlobalRoleBinding; because that field escaped the privilege-escalation validation applied to other GlobalRole fields, the excess permissions propagate into named namespaces across every downstream cluster. No public exploit code was identified at time of analysis, and exploitation is bounded by the required delegated permissions. |

Privilege escalation in Rancher Manager's GlobalRole handling lets a non-administrative user who already holds delegated rights to manage management.cattle.io globalroles and globalrolebindings grant permissions in downstream clusters that exceed their own, because the inheritedNamespacedRules field escaped the escalation validation applied to other permission-carrying GlobalRole fields. Affected deployments are SUSE Rancher 2.15.x where the field exists (reported as 2.15.2, fixed in 2.15.3) and the bundled rancher-webhook 0.11.0 through 0.11.3 and 0.12.0 (fixed in 0.11.4 and 0.12.1); 2.14.x and earlier lack the field and are not affected. The prerequisite is a high-privilege delegated role rather than ordinary cluster access, and administrators gain no escalation, which limits the practical attacker population; no public exploit code is identified in the available data, and no KEV entry is noted.
RemediationAI
Upgrade to SUSE Rancher v2.15.3, which includes rancher-webhook v0.11.4, or move rancher-webhook to 0.11.4 or 0.12.1 for the corresponding branches; vendor-released patch versions are 2.15.3, 0.11.4 and 0.12.1. Per the advisory there is no workaround that fully addresses the issue, so upgrading is the only complete fix; the listed measures only reduce exposure beforehand. Those measures are to review and restrict custom global roles that delegate create or update on management.cattle.io globalroles and create on globalrolebindings, granting them only to trusted administrators, and to audit existing GlobalRole objects for unintended inheritedNamespacedRules entries and existing GlobalRoleBinding objects to confirm such roles are bound only to intended users and groups, plus review downstream cluster RBAC for roles and role bindings not created by an authorized administrator. Note that after upgrading, creating or updating a GlobalRole that declares inheritedNamespacedRules beyond the requesting user's own permissions will be denied, and objects created before the fix are not retroactively validated, so they must be reviewed and cleaned up manually. Technical ContextAI · show details
Rancher Manager implements multi-cluster RBAC through management.cattle.io custom resources: a GlobalRole carries permission rules that Rancher propagates into every managed downstream cluster, and a GlobalRoleBinding attaches such a role to users or groups. The inheritedNamespacedRules field extends this to named namespaces across all downstream clusters, but the validating admission webhooks in rancher-webhook resolved and compared rule shapes only for the other permission-carrying fields, leaving this one unchecked. The defect maps to authorization-check gaps (the advisory classifies it as CWE-269 improper privilege management and CWE-863 incorrect authorization, while the CVE record uses CWE-306), so a user permitted to write globalroles and globalrolebindings can declare namespaced inherited rules whose effective rights in downstream namespaces surpass their own. The fix updates those webhooks to resolve inheritedNamespacedRules and check them against the requester's own permissions, rejecting requests that would over-grant and rejecting malformed rules through the same shape validation used elsewhere. Because previously created objects are not retroactively validated, existing GlobalRole instances declared before the upgrade must be reviewed manually.

2DescriptionCVE.org
A privilege escalation issue was discovered in Rancher Manager's role-based access control. The inheritedNamespacedRules field of a GlobalRole propagates permissions into named namespaces of every downstream cluster managed by the Rancher instance, but it was not subject to the privilege-escalation validation applied to the other permission-carrying fields of a GlobalRole. As a result, a non-administrative user could be granted, through a global role binding, permissions in downstream clusters that exceed the permissions that user already holds. This affected SUSE Rancher 2.15.2 only, and SUSE Rancher Webhook 0.11.0 up to 0.11.4, and 0.12.0 up to 0.12.1.

Executive ViewAI
CVE-2026-88810 is a high-severity privilege escalation flaw in SUSE Rancher Manager 2.15.x that allows users with delegated GlobalRole management rights to grant themselves permissions in downstream clusters that exceed their own. While administrators are not at risk, any organization that has delegated role management to non-admin users in Rancher environments running affected versions should treat this as a governance and least-privilege issue requiring immediate review.
