| Exploitation Conditions | Exploitation requires the attacker to already have local, authenticated access to the Windows host (PR:L) and the ability to interact with the Windows Image Acquisition (WIA) service that processes the externally-controlled format string. No user interaction is required (UI:N) and attack complexity is low (AC:L), but the flaw is NOT remotely reachable (AV:L) - it cannot be triggered across the network and must be launched from an existing local session. The primary limiting factor is this local-access prerequisite: the attacker needs a prior foothold (valid low-privilege credentials or code execution) before this bug can be used to reach SYSTEM. Affected systems are Windows 10 (21H2/22H2), Windows 11 (23H2/24H2/25H2/26H1/26H2), and Windows Server 2025 builds below the fixed versions listed in EUVD-2026-99548. |
| Impact | This is a credible but not top-tier priority. The CVSS 3.1 vector (AV:L/AC:L/PR:L/UI:N/S:U/C:H/I:H/A:H, base 7.8 HIGH) describes a local privilege escalation requiring the attacker to already hold low-level authenticated access to the host - it is NOT remotely exploitable. The high impact trio (C:H/I:H/A:H) reflects a jump to SYSTEM-level control, which is the typical and dangerous payoff of a Windows EoP. However, several high-signal indicators are absent: there is no CISA KEV listing, no POC availability indicated, and no EPSS score provided in the input, so there is no public exploit identified at time of analysis. The missing EPSS value prevents a quantitative exploitation-probability comparison; for a local-only EoP reported privately by the vendor (secure@microsoft.com), real-world mass exploitation probability is typically modest and dependent on chaining with an initial-access bug. One data note: the input Tags include 'Information Disclosure,' which conflicts with the description's clear 'elevate privileges locally' framing - treat this as an elevation-of-privilege issue, not primarily disclosure. Verdict: a real patch-worthy issue best prioritized as a second-stage/post-compromise hardening item rather than an emergency, absent evidence of active exploitation. |
| Exploit ScenarioDerived | A local, already-authenticated attacker (for example, a standard user who gained a foothold via phishing or another bug) invokes the Windows Image Acquisition service with crafted input that is used as a format string, corrupting memory or leaking/writing controlled data. By exploiting this CWE-134 flaw, the attacker elevates from their limited account to SYSTEM-level privileges. No public exploit code is identified at time of analysis, and the low attack complexity (AC:L) means a working exploit, once developed, would be reliable. |

Alert meAnalysisAIv1 – Oct 13, 2026
Local privilege escalation in Windows Image Acquisition (WIA) allows an attacker who already holds a low-privilege foothold on a Windows host to leverage an externally-controlled format string and reach full SYSTEM-level code execution. Microsoft rates it CVSS 7.8 (AV:L/AC:L/PR:L/UI:N/S:U/C:H/I:H/A:H), so the only meaningful barrier is the local, authenticated prerequisite: it is not remotely reachable and requires no user interaction. Our independent assessment rates this a credible but not top-tier priority, and no public exploit code has been identified at time of analysis; the vendor has released a patch.

Vendor-released patch: apply the Microsoft security update for CVE-2026-85842, which raises each branch to or above the fixed build listed by the vendor - 10.0.19044.7807 for Windows 10 21H2/22H2, 10.0.22631.7652 for Windows 11 23H2, 10.0.26100.9711 for Windows 11 24H2, 10.0.26200.9711 for Windows 11 25H2, 10.0.28000.3231 for Windows 11 26H1, 10.0.26300.9711 for Windows 11 26H2, and 10.0.26100.33650 for Windows Server 2025 (including Server Core installations); confirm the applied build via winver or the registry after installation, and consult the MSRC advisory at https://msrc.microsoft.com/update-guide/vulnerability/CVE-2026-85842. Because exploitation requires an existing local authenticated session that can reach the WIA service, the practical compensating measure is to stop and disable the Windows Image Acquisition (stisvc) service on hosts that do not use scanners, cameras or WIA-dependent imaging applications (trade-off: those devices and any software relying on WIA imaging APIs will stop working, so this should be scoped to server and kiosk fleets without imaging hardware); alternatively restrict which non-administrative accounts and groups may interact with the service and keep local-account and service-account privileges to the minimum, noting that these are only partial mitigations since any already-compromised local session could still target the service if it remains running. Network perimeter controls such as firewall rules provide no protection here, as the vector is strictly local, so priority should be given to rapid deployment of the vendor patch and to monitoring for anomalous local processes and privilege-escalation behaviour rather than to network-based blocking.

Technical ContextAI · show details
The flaw is CWE-134 (Use of Externally-Controlled Format String) inside Windows Image Acquisition (WIA), the Windows imaging architecture whose service (stisvc) brokers scanner and camera enumeration, capture and image-transfer operations between hardware and applications through a COM/API surface. In a format-string defect, an attacker-supplied string is passed as the format argument to a formatting routine rather than as data, so crafted conversion specifiers (for example %n and %s, or positional arguments) let the caller read from and write to arbitrary locations in the hosting process's memory. Because the WIA service performs this processing in a privileged context, a low-privilege local caller supplying the malicious string can convert memory disclosure/arbitrary write into elevation to SYSTEM. The assessed vector confirms the exploitability profile: local only (AV:L - not triggerable across the network), low complexity (AC:L), low privileges required (PR:L), and no user interaction (UI:N), with high confidentiality, integrity and availability impact (C:H/I:H/A:H). EUVD-2026-99548 enumerates the affected Windows 10, Windows 11 and Windows Server 2025 builds; no separate CPE list beyond those version ranges was provided.

Use of externally-controlled format string in Windows Image Acquisition allows an authorized attacker to elevate privileges locally.
Executive ViewAI
A local privilege escalation vulnerability in Windows Image Acquisition (WIA) allows an authenticated attacker with a low-privilege foothold on a Windows host to gain SYSTEM-level access. This affects any organization with Windows systems where an attacker has already compromised a user account, potentially enabling full host compromise and lateral movement. While no public exploit has been identified at time of analysis, the availability of a vendor patch makes immediate remediation critical to prevent escalation of existing breaches.
