Exploitation Conditions

No special conditions are required for the bootstrap endpoint attack: the endpoint accepts unauthenticated POST requests with no token, no session, and no one-time-use guard on all versions through 0.5.0, and the impact is greatest on fresh deployments or after a configuration reset before any administrator account has been established. For the console-page disclosure issue, no credentials are required; any HTTP client issuing a plain request to the admin or DPO console paths receives full page source. The only practical limiting factor is network reachability - instances not exposed to untrusted networks are not remotely exploitable. No specific platform, OS, or feature flag is required beyond a running tsi-dpdp-cms ≤0.5.0 instance.

Impact

The CVSS 4.0 base vector (AV:N/AC:L/AT:N/PR:N/UI:N) correctly reflects zero-barrier remote exploitation with no prerequisites, but the VI:L/VA:L impact ratings appear to understate real-world consequence - the bootstrap endpoint permits an attacker to register an attacker-controlled super-admin account, which constitutes full administrative compromise rather than a low-integrity impact. This discrepancy should be flagged to the reporting source. The E:P supplemental metric correctly reflects the publicly available GitHub PoC. No CISA KEV listing is present, indicating no confirmed widespread in-the-wild exploitation at time of analysis, though PoC availability materially raises that probability. EPSS data was not provided in the input. The niche deployment footprint of this product limits broad population exposure, but any network-reachable unpatched instance represents a critical-severity posture: exploitation requires no credentials, no special conditions, and no user interaction, meaning even an operator team running a single instance should treat this as immediately actionable.

Exploit ScenarioDerived

A remote attacker scans for internet-exposed tsi-dpdp-cms instances, identifies one in a fresh or recently reset state, and sends a crafted unauthenticated POST to /api/v1/bootstrap/setup to register an attacker-controlled super-admin account - granting full administrative access to the CMS and all managed data. The publicly available proof-of-concept at https://github.com/mano257200/TSI-DPDP-CMS-Unauthenticated-Super-Admin-Bootstrap-Endpoint reduces the technical barrier to near zero.

AnalysisAIv1 – Sep 02, 2026

Unauthenticated access to the first-run Super-Admin bootstrap endpoint (/api/v1/bootstrap/setup) and all 17 admin/DPO console pages in tsi-coop tsi-dpdp-cms ≤0.5.0 allows remote attackers to claim full administrative control of any fresh or reset deployment and to retrieve page source containing internal API endpoints, function names, and request schemas. The root cause is CWE-306: console pages relied solely on client-side JavaScript redirects with no server-side session gate, and the bootstrap endpoint imposed no token or expiry requirement. A publicly available proof-of-concept exploit exists on GitHub; the vendor has released v0.5.1 which adds server-side session enforcement and a required deployment token.

RemediationAI

Upgrade to tsi-dpdp-cms v0.5.1, available at https://github.com/tsi-coop/tsi-dpdp-cms/releases/tag/v0.5.1. The release adds server-side session validation backed by a new login cookie for all admin and DPO console pages, requires a deployment-configured TSI_BOOTSTRAP_TOKEN for the bootstrap setup endpoint, and disables directory listing on the setup path that previously disclosed its existence. If an immediate upgrade is not feasible, restrict network access to the /api/v1/bootstrap/setup path via firewall rules or reverse-proxy ACLs as an interim measure; note this does not remediate the console-page authentication bypass, which requires the full v0.5.1 upgrade.

Technical ContextAI · show details

tsi-dpdp-cms is a Java-based CMS built around DPDP (Digital Personal Data Protection) compliance workflows, published by tsi-coop on GitHub. The vulnerability manifests in InterceptingFilter.java, the Bootstrap Setup Endpoint component responsible for initial admin provisioning. CWE-306 (Missing Authentication for Critical Function) applies in two distinct ways: the /api/v1/bootstrap/setup first-run endpoint accepted unauthenticated POST requests indefinitely with no bootstrap token or one-time-use guard, and all 17 admin and DPO console pages enforced authentication only through client-side JavaScript redirects - a plain HTTP request bypassed these and received the full page source including internal API structure. The affected CPE is cpe:2.3:a:tsi-coop:tsi-dpdp-cms:*:*:*:*:*:*:*:* covering all releases through 0.5.0.
