Exploitation Conditions

Exploitation requires BOTH local physical access to the machine (AV:P) and an existing authenticated low-privilege user session (PR:L) on a vulnerable, unpatched Windows build - it is not remotely reachable and is not exploitable by an unauthenticated user. The vulnerable component is the Windows Installer service, present by default on all affected editions (Windows 10 1607-22H2, Windows 11 23H2-26H2, Windows Server 2012 through 2025, including Server Core). Limiting factors: the physical-presence and prior-authentication requirements, and the fact that affected systems must be below the fixed build (e.g. Windows 11 24H2 below 10.0.26100.9711, Server 2025 below 10.0.26100.33650); patched builds are not exploitable. No victim user interaction is required (UI:N).

Impact

This is a moderate-severity, low-urgency issue despite its 'total' technical impact. The CVSS 3.1 vector (AV:P/AC:L/PR:L/UI:N/S:U/C:H/I:H/A:H, base 6.6) is the dominant constraint: exploitation requires PHYSICAL access to the device (AV:P) AND an already-authenticated low-privilege account (PR:L), which sharply limits the realistic attacker population to insiders or someone with hands-on device access. All three impact dimensions are High, so successful exploitation yields full SYSTEM-level control - consistent with SSVC 'Technical Impact: total'. However, the other real-world signals all point downward: SSVC reports 'Exploitation: none' and 'Automatable: no', there is no CISA KEV listing, and no public exploit was identified in the provided data. There is no apparent conflict between the signals - the CVSS physical/local-auth profile, the non-automatable SSVC rating, and the absence of KEV/EPSS data all coherently describe a privilege-escalation primitive that matters only after an attacker already has physical and account access. EPSS is not provided in the input and therefore cannot be cited. Net: this is a genuine local privilege-escalation flaw worth patching in the normal cycle, not an emergency, and it does not have the mass-exploitation characteristics of a remote network CVE.

Exploit ScenarioDerived

An attacker with physical access to a Windows machine and a standard (low-privilege) user account triggers a heap-based buffer overflow in the Windows Installer service to corrupt memory and execute code as SYSTEM. No user interaction from a victim is needed, but the physical-presence and authentication requirements mean this is realistically an insider or evil-maid scenario. No public exploit code was identified at time of analysis.

AnalysisAIv1 – Oct 14, 2026

Heap-based buffer overflow in the Windows Installer service lets an attacker who already holds an authenticated low-privilege session and has physical access to a vulnerable Windows machine escalate privileges, with high confidentiality, integrity, and availability impact within the operating system. The flaw is rated 6.6 (CVSS:3.1/AV:P/AC:L/PR:L/UI:N/S:U/C:H/I:H/A:H) and affects a very broad install base - Windows 10 1607 through 22H2, Windows 11 23H2 through 26H2, and Windows Server 2012 through 2025 including Server Core - but it is not remotely reachable, requires no victim interaction, and is useless against patched builds. Vendor patches are available, no public exploit code or active exploitation has been identified at time of analysis, and CISA's SSVC assessment rates exploitation as 'none' and automatable as 'no', which makes this a moderate-severity, low-urgency local elevation-of-privilege issue rather than an urgent remote threat.

RemediationAI

Apply the vendor-released Microsoft security update that brings each affected build to its fixed revision: Windows 10 21H2/22H2 to 10.0.19044.7807, Windows 10 1607 and Server 2016 to 10.0.14393.9612, Windows 10 1809 and Server 2019 to 10.0.17763.9376, Windows 11 23H2 to 10.0.22631.7652, Windows 11 24H2 to 10.0.26100.9711, Windows 11 25H2 to 10.0.26200.9711, Windows 11 26H1 to 10.0.28000.3231, Windows 11 26H2 to 10.0.26300.9711, Windows Server 2022 to 10.0.20348.5761, and Windows Server 2025 (and the 24H2-based server build) to 10.0.26100.33650; Windows Server 2012 upgrades to 6.2.9200.26434 and Server 2012 R2 to 6.3.9600.23470. Detection details and deployment guidance are in the MSRC advisory at https://msrc.microsoft.com/update-guide/vulnerability/CVE-2026-69635. Because this is a local, physical-access escalation from an existing low-privilege session, no configuration change fully substitutes for patching, but interim compensating controls reduce exposure: enforce physical security and endpoint lockout so untrusted persons cannot reach the console (trade-off: does nothing against a malicious insider already at the keyboard), ensure day-to-day users operate as standard rather than administrative accounts (trade-off: no protection once the low-privilege session itself is the foothold), and restrict non-administrative users from invoking msiexec or installing packages through AppLocker/WDAC or Group Policy software-restriction rules (trade-off: this breaks user-initiated and some automated software deployment, so it should be scoped to high-value systems and tested before broad rollout). Note that systems already at or above the fixed build numbers are not exploitable and require no further action.

Technical ContextAI · show details

The root cause class is CWE-122 (heap-based buffer overflow) inside the Windows Installer service (msiexec), the component that processes .msi and .msp packages for installation, repair, and removal of software. Bounds checking on attacker-influenced data is insufficient before it is written into a fixed-size heap allocation, allowing a controlled write past the buffer boundary that can corrupt adjacent heap metadata; unlike CWE-121 stack overflows, the corrupted target is dynamically allocated memory, so exploitability depends on heap layout and grooming rather than simple return-address overwrite. The CVSS vector confirms the exploitation profile: AV:P places the attacker physically at the machine, PR:L requires a pre-existing low-privilege user context, UI:N means no further user interaction is needed, and S:U indicates impact stays within the same security authority - that of the overly privileged Windows Installer service - yielding a local low-to-high privilege escalation. Windows Installer ships by default across all listed desktop and server editions, including Server Core, so the vulnerable code is universally present, but only on builds below the fixed revision. The issue is tracked as EUVD-2026-99896 in the ENISA EUVD catalog and was reported by Microsoft's own MSRC contact (secure@microsoft.com), with coordinated details published through the MSRC Update Guide.

Attack Technique

A buffer overflow occurs when a program writes more data to a memory buffer than it was allocated to hold, causing the excess data to spill into adjacent memory regions.

A heap overflow occurs when a program writes data beyond the bounds of a buffer allocated in the heap memory region.
