Exploitation Conditions

Exploitation requires that the targeted wget instance connect to an FTP server that presents an OPIE/S-KEY challenge during authentication - a non-default, legacy authentication mechanism uncommon in modern FTP deployments. The attacker must control the FTP server (e.g., a malicious endpoint) or occupy a network-adjacent position enabling interception and modification of the FTP control channel to inject a crafted challenge. UI:A in the CVSS 4.0 vector confirms the user or script must actively initiate the FTP connection. Limiting factors include: the rarity of OPIE/S-KEY FTP deployments in practice; the need for network interception capability for MitM scenarios; and the DoS impact being confined to the wget process, not the broader host. The --timeout wget option does NOT limit exploitation once the CPU loop begins.

Impact

The CVSS 4.0 score of 5.1 (Medium) reflects a network-accessible, low-complexity attack requiring active user interaction (UI:A), with impact limited to wget's own availability (VA:L) and no confidentiality or integrity impact. The attack requires either a malicious FTP server or a network-positioned MitM, making opportunistic mass exploitation impractical. OPIE/S-KEY FTP authentication is a deprecated, rarely-deployed protocol, substantially reducing the real-world attack surface even though wget itself is ubiquitous. No CISA KEV listing and no public exploit exist, and EPSS data was not provided - indicating low current exploitation activity. The --timeout bypass noted in the description is a meaningful nuance: defenders cannot rely on existing timeout-based protections. Overall this is a low-urgency, targeted-scenario vulnerability: highest risk for automated wget-based FTP pipelines connecting to untrusted or externally-controlled FTP endpoints using OPIE/S-KEY.

Exploit ScenarioDerived

An attacker operates or compromises an FTP server that advertises OPIE/S-KEY authentication, or positions themselves as a network MitM capable of modifying FTP control-channel traffic. When a user or automated script invokes wget against that FTP endpoint, the attacker sends a crafted OPIE challenge containing a sequence number of 2,147,483,647 (INT_MAX). wget enters the unbounded MD5 derivation loop, consuming all available CPU on that process and suspending for an extended period, effectively denying the wget instance its intended function. No public exploit code is known at time of analysis.

AnalysisAIv1 – Aug 25, 2026

Denial of service in GNU wget's FTP OPIE/S-KEY authentication handler allows a malicious or intercepted FTP server to cause wget to perform approximately 2.1 billion MD5 computations by supplying a crafted sequence number near INT_MAX in the OPIE challenge line. All versions of GNU wget with OPIE/S-KEY FTP authentication support are affected per CPE cpe:2.3:a:gnu:wget:*:*:*:*:*:*:*:*. The --timeout option provides no mitigation because it governs network I/O exclusively, not CPU-bound computation. No public exploit identified at time of analysis; a fix is confirmed via upstream GitLab commit.

RemediationAI

Apply the upstream fix via commit e9697d98e7249b0f68a6be040a4f3dcc5bc101fa from the GNU wget GitLab repository (https://gitlab.com/gnuwget/wget/-/commit/e9697d98e7249b0f68a6be040a4f3dcc5bc101fa); monitor your Linux distribution's package tracker for an updated wget package incorporating this commit, then upgrade when available. As a compensating control where patching is not immediately possible, avoid using wget to connect to untrusted or externally-controlled FTP servers, particularly those that may advertise OPIE/S-KEY authentication. Wrapping wget FTP invocations in a process-level timeout (e.g., timeout 60 wget ...) will interrupt the hung process at the OS level - note this is distinct from wget's own --timeout flag, which is ineffective here. If OPIE/S-KEY FTP authentication is not operationally required, consider substituting wget with an alternative FTP client or disabling FTP usage entirely. The CERT-PL advisory at https://cert.pl/en/posts/2026/08/CVE-2026-16599 provides additional context.

Technical ContextAI · show details

GNU wget (cpe:2.3:a:gnu:wget:*:*:*:*:*:*:*:*) implements FTP authentication via the OPIE (One-time Passwords In Everything) and S/KEY one-time password schemes, legacy mechanisms defined in RFC 2289. During the OPIE challenge handshake, the FTP server transmits a challenge line containing a sequence number (iteration count) and seed. wget's code feeds this server-supplied sequence number directly into an MD5-based key-derivation loop to compute the one-time password. The root cause is CWE-606 (Unchecked Input for Loop Condition): no upper bound is enforced on the server-supplied integer before it drives the computation loop. With a value near INT_MAX (~2.147 billion), the loop executes the maximum possible iterations, saturating available CPU time for the wget process. Because the DoS is CPU-bound rather than I/O-bound, wget's --timeout flag - which only interrupts stalled socket reads/writes - cannot interrupt the computation.

DescriptionCVE.org

GNU wget is vulnerable to denial of service in its FTP OPIE/S-KEY authentication functionality. The server-supplied sequence number from the FTP challenge line is used as an iteration count for an MD5 key-derivation loop without any upper bound validation. A malicious FTP server or a network attacker positioned to intercept FTP traffic can send a crafted OPIE challenge with a sequence number near INT_MAX, causing wget to perform up to approximately 2.1 billion MD5 computations and suspend for some time. The --timeout option does not mitigate this because it applies only to network I/O, not CPU computation.
