MITRE ATT&CK
1 technique across 1 tactic: Impact The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Exploitation requires an attacker with the privilege to register push notification configurations for a task (CVSS PR:L) by invoking InMemoryPushNotificationConfigStore.setInfo or the JpaDatabasePushNotificationConfigStore equivalent on a server using the Push Notification Config Store (either the in-memory or the JPA-database extras store). The flaw is present in default configurations of a2a-java up to 1.2.0.Final because no per-task limit existed; the fix adds a configurable cap (a2a.push-notification-config.max-per-task, default 100) that throws InvalidParamsError when exceeded. Limiting factors: the attacker must be authorized to call setInfo (not anonymous), only genuinely new config IDs drive consumption (re-registering an existing ID does not), and impact is confined to availability degradation with no confidentiality or integrity effect. |
| Impact | This is a medium-severity, uncontrolled-resource-consumption flaw (CWE-400) rather than a top-priority emergency. The supplied CVSS 4.0 vector (AV:N/AC:L/AT:N/PR:L/UI:N) with only low availability impact (VA:L) and no confidentiality or integrity impact yields a 5.3 score, and the vuln.today decision label is 'this_month' - not act_now or emergency. No EPSS score, no CISA KEV listing, and no public PoC/exploit reference are present in the input (the only GitHub links are the fix PR, commit, and release, which are patch artifacts, not exploit code), so there is no public exploit identified at time of analysis. The PR:L metric indicates the attacker must already be able to register push notification configurations for a task, which bounds this to authenticated/authorized callers rather than anonymous internet attackers. The signals are mutually consistent: a real but low-impact, authenticated DoS against a niche SDK. No key data appears conflicting; the main gap is the absence of EPSS/KEV/PoC data, which is expected for a freshly disclosed VulDB-reported issue and is not itself an error. |
| Exploit ScenarioDerived | An authorized caller who can submit tasks repeatedly registers large numbers of distinct push notification configurations for a single task via the setInfo path. Because the pre-1.3.0.Final store enforced no per-task limit, each new config consumes memory and can cause an outbound HTTP request on every task event, progressively exhausting server resources. No public exploit code is identified; the attack is low-complexity (AC:L) over the network but requires the privilege to register configs (PR:L). |

Alert meAnalysisAIv1 – Oct 28, 2026
Unbounded registration of push notification configurations in a2a-java up to 1.2.0.Final allows an authorized caller to exhaust server resources. Because no per-task cap existed in the Push Notification Config Store (both the in-memory and JPA-database implementations), each new distinct config ID consumes memory or database rows and can trigger an outbound HTTP callback on every task event, degrading availability. Exploitation requires the privilege to invoke setInfo (CVSS PR:L, not anonymous), impact is availability-only, and no public exploit code was identified at time of analysis; this is a medium-severity resource-consumption issue rather than an emergency.
RemediationAI
Vendor-released patch: upgrade to a2a-java 1.3.0.Final (https://github.com/a2aproject/a2a-java/releases/tag/v1.3.0.Final), which contains commit b478810a03b4a16841d36aca5c6e87d8f48fce67 from PR https://github.com/a2aproject/a2a-java/pull/1044. After upgrading, the per-task cap defaults to 100 and can be tuned with the a2a.push-notification-config.max-per-task property; both InMemoryPushNotificationConfigStore and JpaDatabasePushNotificationConfigStore then reject excess distinct configs with InvalidParamsError while still allowing updates to existing config IDs, so setting the value lower tightens exposure at the cost of rejecting legitimate high-fanout notification setups. If upgrading immediately is not possible, restrict who can register push notification configurations for tasks to trusted principals, since the abuse requires authorized setInfo access, and monitor for tasks accumulating unusually many configs; no other vendor-documented workaround is provided, and the vendor's position is that upgrading is the complete fix.

Technical ContextAI · show details
The A2A Java SDK implements task push notifications through a PushNotificationConfigStore abstraction with two concrete backends: InMemoryPushNotificationConfigStore in server-common and JpaDatabasePushNotificationConfigStore in the push-notification-config-store-database-jpa extras module, the latter persisting JpaPushNotificationConfig entities via JPA. In versions up to 1.2.0.Final the setInfo function accepted an unbounded number of distinct configuration entries per task, the classic CWE-400 uncontrolled resource consumption pattern where an authenticated caller can grow memory or table size without limit and multiply outbound HTTP delivery work per task event. The upstream fix (commit b478810a03b4a16841d36aca5c6e87d8f48fce67, PR #1044, release v1.3.0.Final) injects an A2AConfigProvider into the stores, counts existing configs for the task, and throws InvalidParamsError once a configurable threshold a2a.push-notification-config.max-per-task (default 100) is reached; updates to an already-registered config ID do not count against the limit. The exact request-handling path that reaches setInfo is not otherwise described in the available sources.

Remotely reachable and low-complexity, but setInfo registration requires authorized access so PR:L; impact is availability-only (A:L) via memory and outbound-HTTP exhaustion, no C/I impact.

DescriptionCVE.org
A weakness has been identified in a2aproject a2a-java up to 1.2.0.Final. This affects the function InMemoryPushNotificationConfigStore.setInfo of the file extras/push-notification-config-store-database-jpa/src/main/java/org/a2aproject/sdk/extras/pushnotificationconfigstore/database/jpa/JpaDatabasePushNotificationConfigStore.java of the component Push Notification Config Store. Executing a manipulation can lead to resource consumption. The attack can be launched remotely. Upgrading to version 1.3.0.Final mitigates this issue. This patch is called b478810a03b4a16841d36aca5c6e87d8f48fce67. You should upgrade the affected component.
