1 technique across 1 tactic: Privilege Escalation

The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up.

Exploitation Conditions

Exploitation requires the attacker to already hold an IAM_END_USER_IMPERSONATOR or ORG_END_USER_IMPERSONATOR role in a ZITADEL instance running 3.0.0 up to (but not including) 4.19.2, and to drive an OIDC token-exchange flow against a relying application; the flaw is that the admin.impersonation check fails to block impersonation of administrator/IAM_OWNER accounts. The principal limiting factor is this privileged delegation prerequisite (PR:H) - only users or service accounts to whom an end-user impersonator role was deliberately granted can trigger it, so arbitrary end users and unauthenticated attackers cannot exploit it; upgrading to 4.19.2 removes the bypass.

Impact

This is a genuine but bounded privilege-escalation flaw rather than a drop-everything emergency. The vendor-supplied CVSS 4.0 vector (AV:N/AC:L/AT:N/PR:H/UI:N) and the 5.1 (Medium) base score agree on the central constraint: exploitation requires high pre-existing privilege - specifically a delegated IAM_END_USER_IMPERSONATOR or ORG_END_USER_IMPERSONATOR role - so this is not a remote-unauthenticated issue despite AV:N. The vendor scored vulnerable-system impact as none (VC:N/VI:N/VA:N) with only subsequent-system confidentiality/integrity as Low (SC:L/SI:L), which is conservative; in practice bypassing the admin.impersonation check to impersonate IAM_OWNER yields effective administrative control over the relying application, which I assess as higher integrity/confidentiality impact than the Low subsequent-system rating implies (noted in confidence_notes). No EPSS score, SSVC decision, KEV listing, or POC was provided in the input: there is no public exploit identified at time of analysis and no evidence of active exploitation. Net priority: patch promptly where ZITADEL is used and impersonator roles have been granted, but the PR:H precondition sharply limits the exploitable population, so this ranks below internet-facing unauthenticated RCEs.

Exploit ScenarioDerived

An actor who has been granted an end-user impersonator role (IAM_END_USER_IMPERSONATOR or ORG_END_USER_IMPERSONATOR) performs an OIDC token exchange against a relying application and, because the admin.impersonation check is bypassed, signs in as an administrator - up to IAM_OWNER - inheriting that account's roles and claims. No public exploit code was identified in the provided data, so exploitation currently depends on manual abuse of the token-exchange flow by someone already holding the impersonator grant.

AnalysisAIv1 – Oct 12, 2026

Privilege escalation in ZITADEL 3.0.0 through 4.19.1 lets accounts that already hold the IAM_END_USER_IMPERSONATOR or ORG_END_USER_IMPERSONATOR role obtain tokens for administrators, including IAM_OWNER, and sign in to relying applications carrying those administrators' roles and claims, because the OIDC token-exchange flow fails to enforce the admin.impersonation check (CWE-863). Exploitation requires the high-privilege prerequisite that an end-user impersonator role has been deliberately granted (CVSS PR:H), so arbitrary authenticated users and unauthenticated attackers cannot trigger it, and no public exploit code or confirmed active exploitation (CISA KEV) was identified at time of analysis. The vendor fixed the bypass in ZITADEL 4.19.2.

RemediationAI

Vendor-released patch: upgrade ZITADEL to 4.19.2 or later, which removes the authorization bypass in the OIDC token-exchange impersonation path; see the vendor advisory GHSA-w4gv-rcwj-w6r5 (https://github.com/zitadel/zitadel/security/advisories/GHSA-w4gv-rcwj-w6r5) and the VulnCheck write-up (https://www.vulncheck.com/advisories/zitadel-3.0.0-before-4.19.2-privilege-escalation-via-oidc-token-exchange-impersonation) for upgrade guidance. If an immediate upgrade is not possible, the most effective compensating control is to enumerate and revoke the IAM_END_USER_IMPERSONATOR and ORG_END_USER_IMPERSONATOR grants so that no principal retains end-user impersonation rights, accepting that legitimate help-desk or support impersonation workflows will stop working until the upgrade lands; where such workflows must continue, tighten them to a small, audited set of accounts, restrict those accounts' authentication (MFA, IP allow-listing) and monitor ZITADEL token-exchange events for impersonation requests whose target subject is an administrator or IAM_OWNER, since such grants are the exploit prerequisite - noting that monitoring only detects abuse and does not prevent it. Because tokens already minted through the bypass remain valid until expiry, organizations unable to patch immediately should also rotate ZITADEL signing keys/credentials and invalidate active sessions for administrator accounts, and review downstream relying-application logs for administrator logins originating from ZITADEL that cannot be correlated with a legitimate console session.

Technical ContextAI · show details

ZITADEL is an open-source identity and access management platform that acts as an OIDC/OAuth 2.0 identity provider for relying applications. The vulnerable path is the OAuth 2.0 token-exchange grant (RFC 8693), which ZITADEL additionally uses to implement user impersonation: a principal holding an impersonator role can exchange its own token for a token whose subject is another user. The shipped authorization check intended to gate this behaviour, admin.impersonation, is not applied when the impersonation target is an administrator account, which is a classic CWE-863 'Incorrect Authorization' defect - the code authenticates the requester and validates their impersonator role, but performs an incomplete authorization decision on the target. Consequently a caller with only IAM_END_USER_IMPERSONATOR or ORG_END_USER_IMPERSONATOR (end-user scope) obtains tokens minted for administrator subjects such as IAM_OWNER, and those tokens carry the administrator's roles and claims into any relying application that trusts the ZITADEL issuer. The impact therefore crosses a trust boundary beyond the ZITADEL instance itself: downstream applications treat the forged sessions as legitimate administrator logins and expose the confidentiality and integrity of their protected resources, which is why the independent assessment rates scope-changed impact (S:C) with high confidentiality and integrity consequences, while the CVSS 4.0 vector supplied by the reporter conservatively scores the traversal as SC:L/SI:L. The generic CPE supplied (cpe:2.3:a:zitadel:zitadel:*:*:*:*:*:*:*:*) carries no version granularity, so version scoping relies on the advisory text (>= 3.0.0, < 4.19.2).

DescriptionCVE.org

ZITADEL 3.0.0 before 4.19.2 contains a privilege escalation vulnerability in OIDC token exchange that allows end-user impersonators to impersonate administrators including IAM_OWNER by bypassing the admin.impersonation check. Attackers holding IAM_END_USER_IMPERSONATOR or ORG_END_USER_IMPERSONATOR roles can sign in to relying applications as administrators with their roles and claims.
