Exploitation Conditions

Exploitation requires the victim to open or process an attacker-crafted NetCDF file (or visit a page that causes such a file to be parsed) using an application built on the NetCDF-C library; the malicious file must contain NC variable definitions whose values trigger the integer overflow during buffer-size calculation. Limiting factors: AV:L and UI:R mean this is NOT remotely exploitable against a service - it needs user interaction and local file processing. Code runs only with the privileges of the user who opened the file (S:U, no privilege escalation). There is no indication a non-default configuration is required; any NetCDF-C-based reader that parses untrusted files is exposed.

Impact

This is a genuine high-severity local code-execution flaw (CVSS 7.8, CWE-190 integer overflow before buffer allocation) but the real-world urgency signals are modest. Critically, the CVSS vector is AV:L (local attack vector) with UI:R, which is consistent with the ZDI description's file-parsing scenario - the 'remote attackers' wording in the title refers to delivery of a malicious file/page, not a network-reachable service, so this is NOT remotely triggerable without victim interaction. EPSS is low at 0.36% (28th percentile), there is no CISA KEV listing, and no public exploit has been identified, so this is not a widespread-exploitation emergency. SSVC framing: exploitation=none observed, automatable=no (requires a user to open a crafted file), technical impact=total (C:H/I:H/A:H). Net: a credible client-side RCE worth patching in environments that process untrusted NetCDF files (scientific/climate data pipelines), but not a drop-everything internet-facing crisis. Note the apparent tension between the 'Remote Code Execution' title and AV:L - resolve by treating it as file-/content-delivered local execution, confirmed by the ZDI advisory language.

Exploit ScenarioDerived

An attacker crafts a malicious NetCDF file with manipulated NC variable metadata that triggers an integer overflow during buffer-size calculation, then delivers it to a victim via a website download or email attachment. When the victim opens the file in an application linked against NetCDF-C, the undersized buffer is overflowed and attacker-controlled code executes in the context of that user. No public exploit code has been identified, though the flaw was reported with full technical detail by Trend Micro ZDI (ZDI-CAN-27266).

AnalysisAIv1 – Oct 19, 2026

Integer overflow in NSF Unidata NetCDF-C during parsing of NC variable definitions can lead to arbitrary code execution when a user opens or processes a crafted NetCDF file. The CWE-190 flaw stems from insufficient validation of user-supplied data before buffer allocation, allowing code execution with the privileges of the user who opens the file (CVSS 7.8, AV:L/UI:R/PR:N). No public exploit or CISA KEV entry is currently identified, and EPSS is 0.36% (28th percentile), indicating modest real-world urgency despite the high severity.

RemediationAI

No vendor-released patch or exact fixed version is specified in the available intelligence at time of analysis; monitor the ZDI advisory (https://www.zerodayinitiative.com/advisories/ZDI-25-1151/) and NSF Unidata channels for an official update. In the interim, restrict processing of untrusted NetCDF files to trusted sources, require explicit user confirmation before opening files, and run NetCDF-C-based applications with least privilege (not as root or administrator) so that code execution is limited to the user's context. Sandboxing or containerizing file-parsing workflows and using application-level allowlisting of known-safe files can further reduce exposure; these controls lower risk but do not eliminate the integer overflow. Where possible, disable automatic parsing of NetCDF files from untrusted inputs until a patch is available.

Technical ContextAI · show details

NetCDF-C is the C implementation of the Network Common Data Form (NetCDF) library, widely used for array-oriented scientific data. NC variables are metadata definitions that specify dimensions, data types, and sizes; during parsing, the library calculates buffer sizes from attacker-controlled values. CWE-190 (integer overflow or wraparound) occurs because user-supplied values are not properly validated before buffer allocation, which can cause an undersized allocation and subsequent heap-based memory corruption, enabling arbitrary code execution. The CPE cpe:2.3:a:unidata:netcdf:-:*:*:*:*:*:*:* identifies the affected Unidata NetCDF product, and the ZDI advisory ZDI-25-1151 documents the flaw. Exploitation requires the victim to open or process a malicious NetCDF file, so the attack surface is applications built on NetCDF-C that parse untrusted files.

DescriptionCVE.org

NSF Unidata NetCDF-C NC Variable Integer Overflow Remote Code Execution Vulnerability. This vulnerability allows remote attackers to execute arbitrary code on affected installations of NSF Unidata NetCDF-C. User interaction is required to exploit this vulnerability in that the target must visit a malicious page or open a malicious file.

The specific flaw exists within the parsing of NC variables. The issue results from the lack of proper validation of user-supplied data, which can result in an integer overflow before allocating a buffer. An attacker can leverage this vulnerability to execute code in the context of the current user. Was ZDI-CAN-27266.

Executive ViewAI

Why It Matters

CVE-2025-14933 in NSF Unidata NetCDF-C can allow a crafted NetCDF file to execute code under the privileges of the user who opens or processes it, putting research, analytics, and data-engineering teams that handle external datasets at risk. No vendor-released patch was identified at time of analysis, so leadership should treat third-party NetCDF ingestion as a controlled risk and prioritize isolation, provenance checks, and least-privilege processing until a fix is available. No public exploit identified at time of analysis, but the high severity and widespread scientific-data use warrant near-term action.

Business Impact: Medium
Compensating Controls

No vendor-released patch identified at time of analysis; restrict opening or processing of untrusted NetCDF files, enforce provenance and malware scanning for incoming datasets, run NetCDF-C parsing in sandboxed containers or low-privilege accounts, block automated ingestion from untrusted sources, and monitor NSF Unidata advisories for a fixed release.
