1 technique across 1 tactic: Impact

The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up.

Exploitation Conditions

Exploitation requires the attacker to already hold valid credentials on the network (PR:L) and network reachability to the Windows Netlogon service, which is enabled by default on domain-joined systems and especially exposed on domain controllers. The flaw stems from Netlogon allocating resources without limits or throttling (CWE-770), so the triggering condition is submitting enough Netlogon requests to exhaust server resources. No user interaction is needed (UI:N). Limiting factors: this is authenticated-only (unauthenticated anonymous attackers cannot exploit it), impact is restricted to denial of service (no data disclosure or modification), and CISA SSVC assesses it as not automatable, reducing the likelihood of mass/worming exploitation.

Impact

This is a moderate-priority, availability-only vulnerability rather than a top-tier emergency. The CVSS 3.1 vector (AV:N/AC:L/PR:L/UI:N/S:U/C:N/I:N/A:H, base 6.5) indicates a network-reachable, low-complexity attack that nevertheless requires the attacker to already hold valid low-level credentials (PR:L) - so it is authenticated, not anonymous, which meaningfully narrows the threat population to domain-joined or otherwise authorized network principals. Impact is confined to availability (A:H) with no confidentiality or integrity loss, consistent with the CWE-770 resource-exhaustion / Netlogon denial-of-service described. All exploitation signals point the same direction and are mutually consistent: CISA SSVC rates Exploitation as 'none', Automatable as 'no', and Technical Impact as only 'partial'; there is no CISA KEV listing and no public POC, so the status is no public exploit identified at time of analysis. No EPSS score was supplied, so widespread-exploitation probability cannot be quantified from the input. The combination of authenticated access, non-automatable exploitation, and availability-only impact means that despite the ubiquity of Windows, this is a manageable patch-on-cycle item for most environments rather than a drop-everything issue - prioritize domain controllers and Netlogon-exposed servers given a patch is already available from Microsoft.

Exploit ScenarioDerived

An attacker who already possesses valid low-privileged network credentials sends a stream of crafted Netlogon requests to a vulnerable Windows host, causing unthrottled resource allocation that exhausts the target and denies the service to legitimate users. No public exploit code is known, and exploitation cannot be automated per CISA SSVC, so the scenario assumes a deliberate authenticated adversary on a reachable network segment.

AnalysisAIv1 – Oct 14, 2026

Resource exhaustion in the Windows Netlogon service allows an authenticated attacker holding valid domain credentials to send unbounded requests that consume server resources and deny service to legitimate users over the network. CVE-2026-70072 (CVSS 6.5, AV:N/AC:L/PR:L/UI:N/S:U/C:N/I:N/A:H) affects a wide set of Windows 10, Windows 11 and Windows Server branches from 2012 through 2025, including Server Core installations, with the highest exposure on domain controllers where Netlogon is reachable by default. Microsoft has published vendor patches, there is no public exploit identified at time of analysis, and CISA's SSVC assessment rates the issue as not automatable with only partial technical impact - a moderate-priority availability problem rather than a mass-exploitation emergency.

RemediationAI

Vendor-released patch: Microsoft has shipped fixes through the MSRC update guide (https://msrc.microsoft.com/update-guide/vulnerability/CVE-2026-70072), so apply the current cumulative update for every branch in scope until the build meets or exceeds the fixed level listed for that branch - for example 10.0.22631.7652 for Windows 11 23H2, 10.0.26100.9711 for Windows 11 24H2, 10.0.19044.7807 for Windows 10 21H2/22H2, 10.0.17763.9376 for Windows Server 2019 and Windows 10 1809, 10.0.14393.9612 for Windows Server 2016 and Windows 10 1607, 10.0.20348.5761 for Windows Server 2022, and 10.0.26100.33650 for Windows Server 2025, with the corresponding published builds for the legacy Windows Server 2012/2012 R2 lines. Because the flaw is authenticated-only and availability-only, patch windows can be scheduled with domain controllers first (highest exposure, worst blast radius if Netlogon is starved), followed by member servers and clients. If immediate patching of a domain controller is not possible, compensate with network-level controls: restrict inbound RPC endpoint mapper (TCP 135) and dynamic RPC ranges plus SMB (TCP 445, which carries the \netlogon named pipe) on domain controllers so only trusted domain segments and management subnets can reach them, and drop such traffic from user VLANs, VPN pools and external interfaces - the trade-off is that over-restriction breaks domain logon, GPO processing and trust-channel traffic, so rules must be scoped to untrusted sources rather than applied globally. Additional monitoring trade-offs: enable auditing and alerting on abnormal volumes of Netlogon/RPC traffic or on LSASS memory, thread and handle growth on domain controllers so the early stages of resource exhaustion are visible before clients are denied service; this is detective only and does not prevent the denial of service. Applying vendor updates remains the only complete fix.

Technical ContextAI · show details

Netlogon is the Windows service that implements the Netlogon Remote Protocol (MS-NRPC), used for domain authentication, secure-channel establishment between member servers and domain controllers, and domain controller location. Because it must be reachable by domain members, it is enabled by default on domain-joined systems and is network-facing on domain controllers, which makes it a recurring target for remote attacks (contrast the authentication-bypass class seen in prior Netlogon flaws). This issue is rooted in CWE-770, allocation of resources without limits or throttling: the Netlogon implementation does not adequately cap or rate-limit the resources consumed per caller or per request, so a client that already has valid credentials (PR:L in the assessed vector) can drive repeated and sustained requests that deplete server-side resources until the service or host stops serving legitimate clients. The vector confirms network reachability (AV:N), low attack complexity (AC:L), no user interaction (UI:N), and an impact limited strictly to availability (C:N/I:N/A:H), with no confidentiality or integrity component - meaning this is purely a denial-of-service condition and not a path to credential theft or code execution. CISA's SSVC inputs (Exploitation: none, Automatable: no, Technical Impact: partial) reinforce that the flaw is not readily weaponizable at scale, and the EUVD entry (EUVD-2026-99866) tracks the same affected build ranges as the Microsoft advisory.
