Vulnerability Assessment

Exploitation Conditions

Exploitation requires that the target Contao site expose a page containing the registration module AND that the registration module has activation-by-email enabled (reg_activate = true). For the email-flooding and positive enumeration outcome, the probed email address must already have an unconfirmed registration with a valid, pending opt-in token; addresses with no pending registration only yield the negative side of the enumeration oracle. No authentication, no user interaction, and no special client privileges are needed (PR:N/UI:N), and it works against affected default-configured registration pages, but the dependence on reg_activate being enabled and on target-side pending-registration state is the key limiting factor that reduces realistic impact.

Impact

This is a genuine but modest-severity information-disclosure and email-abuse issue, not a high-priority emergency. The CVSS 3.1 base score of 5.3 (AV:N/AC:L/PR:N/UI:N/S:U/C:L/I:N/A:N) correctly reflects a low-confidentiality impact: an unauthenticated remote attacker can determine whether a given email address has a pending (unconfirmed) registration (CWE-204, observable response discrepancy) and can trigger repeated activation emails to that address because resendActivationMail() invoked OptInToken::send() without rate limiting. No EPSS score was provided, and the CVE is NOT in CISA KEV, so there is no evidence of active exploitation - exploitation status is 'no public exploit identified at time of analysis.' The GitHub source evidence is the vendor fix commit (adding FORM_SUBMIT/captcha checks and a rate limiter), NOT weaponized exploit code, so POC availability should not be read as a working public exploit. The signals are internally consistent: a network-reachable, low-complexity, unauthenticated flaw with only low confidentiality impact and no integrity/availability impact. The main caveat not captured by AC:L is that successful abuse depends on target-side state (reg_activate enabled AND the target email already having an unconfirmed registration with an opt-in token), which meaningfully narrows real-world applicability - verify your deployment uses the registration module with activation enabled before prioritizing.

Exploit ScenarioDerived

An attacker POSTs an email address to a public page hosting Contao's registration module; because the follow-up branch no longer required FORM_SUBMIT or a passed captcha, the differing response reveals whether that address has a pending registration, enabling account enumeration. If a pending registration exists, the attacker repeats the request to flood the victim's inbox with activation emails since OptInToken::send() was not rate limited. No public weaponized exploit is identified; only the vendor fix commit is available.

Alert me

AnalysisAIv1 – Oct 09, 2026

Unauthenticated email-flooding and user-enumeration in Contao CMS: a POST to any page containing the registration module reaches ModuleRegistration::compile()'s follow-up registration branch without validating FORM_SUBMIT or the preceding captcha, so resendActivationMail() invokes OptInToken::send() with no rate limit. An attacker can therefore repeatedly trigger activation emails to an address that has a pending registration and, via the observable difference in response, determine whether that pending registration exists. Affected versions run from 4.1.0 up to (but not including) 5.3.50 and 5.7.12, and exploitation requires reg_activate to be enabled plus target-side pending-registration state, which keeps this at a modest severity (CVSS 5.3, PR:N/UI:N, confidentiality-only impact); no public exploit identified at time of analysis.

RemediationAI

Upgrade to a patched release: vendor-released patch versions 5.3.50 and 5.7.12 (https://github.com/contao/contao/releases/tag/5.3.50 and https://github.com/contao/contao/releases/tag/5.7.12) as referenced by advisory GHSA-mfxh-vp55-7gc6; the fixing commit 2ea6117f9049db7221679251cfc41e67d941a74b enforces the FORM_SUBMIT/form-ID and $doNotSubmit checks and adds a 15-minute rate limit on resendActivationMail() via contao.rate_limit.member_password_factory. If immediate upgrading is not possible, disable the registration module's activation/opt-in email workflow (set reg_activate to false) or remove the registration module from publicly reachable pages, accepting that self-service registration with email confirmation stops working; alternatively place the registration page behind a reverse proxy or WAF rule that rate-limits POSTs to registration endpoints and requires a valid FORM_SUBMIT field plus captcha token, with the trade-off of possible false positives against legitimate registrants and added operational complexity. Because the residual risk is limited to activation-email flooding and enumeration of pending registrations rather than code execution or data modification, prioritise the upgrade over emergency containment, and monitor mail queue/log volume for anomalous bursts of activation messages as a compensating detection control until applied.

Technical ContextAI · show details

Contao is an open-source PHP CMS, and the affected component is the core-bundle registration front-end module (ModuleRegistration) in core-bundle/contao/modules/ModuleRegistration.php. The root-cause class is CWE-204 (Observable Response Discrepancy): the code branched into the follow-up registration path on any POST containing an 'email' parameter, without checking Input::post('FORM_SUBMIT') against the expected form ID, without validating the captcha result, and without honouring the $doNotSubmit guard. Once inside that branch, resendActivationMail() called OptInToken::send() with no throttling, so an attacker could drive unlimited activation-email generation and use the differing server response as a boolean oracle for the existence of an unconfirmed MemberModel record with a pending opt-in token. The upstream fix hardens the branch condition with !$doNotSubmit && Input::post('FORM_SUBMIT') == $strFormId and adds a rate limiter obtained from the contao.rate_limit.member_password_factory service ($limiter->consume()->isAccepted()), returning an error message (MSC.tooManyResendActivationAttempts, 'You have tried to resend the activation email too many times. Please try again in 15 minutes.') when the quota is exceeded. The CPE range cpe:2.3:a:contao:contao:*:*:*:*:*:*:*:* covers the affected core distribution; the relevant registration technology is the optional opt-in/activation workflow gated by the reg_activate flag and backed by OptInToken records tied to MemberModel rows.

DescriptionCVE.org

Contao is an Open Source CMS. From version 4.1.0 until 5.3.50 and 5.7.12, ModuleRegistration::compile() enters its follow-up registration branch on any POST to a page containing the registration module without verifying FORM_SUBMIT or the preceding captcha result. resendActivationMail() can then invoke OptInToken::send() without rate limiting, allowing an unauthenticated attacker to cause repeated activation emails to be sent to an address with a pending registration and to determine whether that pending registration exists. The branch is reachable only when reg_activate is enabled and the target has an unconfirmed registration and opt-in token. This issue is fixed in versions 5.3.50 and 5.7.12.
