| Exploitation Conditions | Exploitation requires ALL of: (1) the application is deployed on Windows on an NTFS filesystem; (2) it uses Werkzeug's send_from_directory / safe_join to serve a path derived from user input; and (3) the attacker controls a trailing path segment so it can be a Windows special device name (NUL, CON, AUX, PRN, COM1-9, LPT1-9) followed by an empty NTFS ADS marker, e.g. 'NUL:'. This is the AT:P requirement in the CVSS 4.0 vector - the flaw is unreachable on Linux/macOS deployments (the common Flask production case) and unreachable if the app does not serve user-controlled filenames. No authentication or user interaction is required (PR:N/UI:N) once those deployment conditions hold. The limiting factors are the Windows-plus-NTFS-plus-user-path preconditions, which sharply narrow the realistically vulnerable population. |
| Impact | This is a genuine but low-severity availability issue, not a high-risk emergency. The vendor CVSS 4.0 vector (AV:N/AC:L/AT:P/PR:N/UI:N/VC:N/VI:N/VA:L) scores 6.3 but the only impact is VA:L - a request-handling hang with zero confidentiality or integrity effect, so the 'Information Disclosure' tag in the input is factually wrong (this is a denial-of-service, not a data leak). The critical de-rating signal is AT:P (attack requirement present): exploitation is possible ONLY when the application runs on Windows with an NTFS filesystem AND serves user-controlled paths through send_from_directory/safe_join. Werkzeug/Flask is overwhelmingly deployed on Linux in production, where this bug is not reachable, so real-world exposure is a narrow slice of an otherwise huge install base. No EPSS score, no CISA KEV listing, and no public exploit code were provided - this is a coordinated GitHub Security Advisory (GHSA-g6x2-hccm-hh4m) with a confirmed fix, indicating responsible disclosure rather than observed attacks. No conflicting vector/description signals: the network attack vector is consistent with an HTTP-served path, and the local-device hang is the described mechanism. Exploitation status: no public exploit identified at time of analysis. |
| Exploit ScenarioDerived | A Windows-hosted Flask/Werkzeug app that serves user-requested filenames from a directory (e.g. via send_from_directory) receives an HTTP request whose path component ends in a Windows special device name with an empty NTFS ADS marker, such as 'NUL:'. safe_join fails to reject it because it checked the device name before stripping the ADS ':' marker, so the app opens the special device and the read hangs indefinitely, tying up the worker; repeating this can exhaust the worker pool and deny service. No public proof-of-concept was provided in the intelligence. |

Alert meAnalysisAIv1 – Sep 29, 2026
A user-controlled request path that ends in a Windows reserved device name followed by an empty NTFS alternate data stream marker (for example "NUL:") causes Werkzeug's send_from_directory / safe_join helper to open the special device successfully and then block indefinitely, hanging the handling worker. The flaw only manifests on Windows deployments running on NTFS where an application serves attacker-influenced filenames through Werkzeug prior to 3.1.9; Linux and macOS deployments, which are the typical Flask/Werkzeug production case, are unreachable by this condition. There is no confirmed active exploitation (CISA KEV) and no public exploit code identified at time of analysis, and the assessed impact is limited availability loss rather than data exposure or code execution. Vendor-released patch: 3.1.9.
RemediationAI
Upgrade to Werkzeug 3.1.9, which strips an empty NTFS ADS marker before the Windows device-name blocklist comparison; the change is isolated to safe_join in src/werkzeug/security.py and is low-risk to adopt. If an immediate upgrade is not possible, reject or normalize request paths before they reach send_from_directory - for example, deny any filename segment containing ":" or matching the reserved device names (CON, PRN, AUX, NUL, COM1-9, LPT1-9) case-insensitively, with the trade-off that legitimate filenames containing colons on other platforms will be refused; alternatively resolve filenames against an application-generated allow-list or identifier map rather than passing user input through safe_join, at the cost of a schema change in the request format. Serving files from a non-Windows host, or from a non-NTFS volume, also removes the precondition entirely. Because the failure mode is a hung worker rather than a crash, additionally configure worker timeouts and concurrency limits so a single stuck request cannot exhaust the WSGI worker pool, though this only limits blast radius and does not fix the defect. Technical ContextAI · show details
Werkzeug is the reference WSGI utility library underpinning Flask and many Python web stacks; safe_join() is its path-traversal guard used by helpers such as send_from_directory() to confine a user-supplied relative path inside a base directory. The root cause is CWE-67 (Improper Handling of Windows Device Names): the pre-3.1.9 check normalized candidate path segments by partitioning on "." before comparing against the internal _windows_device_files list. Because it never stripped a leading NTFS alternate data stream separator, a path component such as "NUL:" produced a comparison key ("NUL:") that did not match the device-name blocklist, so validation passed. On Windows/NTFS the segment then resolves to the legacy DOS special device, which opens successfully instead of returning an error, and the subsequent read blocks forever. The fix in commit 8d77320bcdf3a34941ec06dcf16b03c065cd21b6 (PR #3309, released in 3.1.9) changes the normalization to p.partition(":")[0].partition(".")[0].strip().upper(), stripping an empty ADS marker before the device-name lookup. The affected component is identified by CPE cpe:2.3:a:pallets:werkzeug:*:*:*:*:*:*:*:*, i.e. essentially all Werkzeug builds prior to the 3.1.9 branch; the independent assessment rates this CVSS:3.1/AV:N/AC:H/PR:N/UI:N/S:U/C:N/I:N/A:L, and the AT:P (Attack Requirements: Present) element of the upstream CVSS 4.0 vector (CVSS:4.0/AV:N/AC:L/AT:P/PR:N/UI:N/VC:N/VI:N/VA:L/SC:N/SI:N/SA:N) encodes exactly the Windows-plus-NTFS-plus-attacker-controlled-path precondition. No authentication is required per the vector (PR:N) and no user interaction is needed (UI:N), but the platform precondition sharply narrows the exposed population.

Werkzeug is a comprehensive WSGI web application library. Prior to 3.1.9, the safe_join function used by send_from_directory can allow a NUL: special-device path because safe_join checks the Windows device name without first removing an empty NTFS ADS marker. The trigger is that an application runs on Windows with NTFS and serves a user-specified path ending in a special device name such as NUL:. The attack mechanism is that a requested path ends in a Windows special device name with an empty ADS marker. The impact is that the special device opens successfully and the file read hangs indefinitely. This issue is fixed in version 3.1.9.
