Exploitation Conditions

Exploitation requires the target to be a Netty-based HTTP/1-to-HTTP/3 proxy or gateway using io.netty:netty-codec-http3 versions 4.2.2.Final through 4.2.17.Final, where HttpConversionUtil.toHttp3Headers translates inbound HTTP/1 CONNECT requests to HTTP/3, AND where security controls (tunnel allow-lists, egress policy, backend selection, or audit) validate the HTTP/1 CONNECT authority-form request-target before forwarding. The attacker must send a CONNECT request whose authority-form target differs from the Host header (the Host value becomes the forwarded :authority). No authentication or user interaction is required (PR:N/UI:N). Limiting factors: the deployment must actually be doing HTTP/1-to-HTTP/3 tunnel translation and enforcing target-based policy - plain Netty applications not acting as such a proxy are not exposed; if no Host header is present the CONNECT target is dropped rather than redirected.

Impact

The vendor CVSS 4.0 vector (8.7) rates this AV:N/AC:L/AT:N/PR:N/UI:N with integrity-only impact (VI:H, VC:N/VA:N), consistent with the description: a remote, unauthenticated client can desynchronize the CONNECT authority between the HTTP/1 request-target and the HTTP/3 :authority to bypass allow-lists and egress/audit controls. There is no confidentiality or availability impact and no code execution - this is a request-translation/smuggling-style policy bypass, so the 8.7 is driven almost entirely by the unauthenticated network reach plus high integrity impact. EPSS, KEV, and public POC signals are all ABSENT from the input: no active exploitation is confirmed (not in CISA KEV) and no public exploit code is referenced, so this is not a drop-everything item despite the high base score. Crucially, exploitability is gated by a specific deployment: the vulnerable code only matters when Netty's netty-codec-http3 is used to build an HTTP/1-to-HTTP/3 proxy/gateway that also enforces security decisions on the CONNECT target - a narrow subset of Netty deployments. Net: a real, credible integrity/authorization-bypass bug worth patching promptly in affected proxy/gateway builds, but not evidenced as widely or automatically exploited.

Exploit ScenarioDerived

An organization runs a Netty-based HTTP/1-to-HTTP/3 forward proxy that validates CONNECT request-targets against a tunnel allow-list before forwarding. A remote client sends 'CONNECT trusted.example:443' with a 'Host: blocked.internal:443' header; HttpConversionUtil.toHttp3Headers parses the authority-form target as a URI and emits the attacker's Host value as the HTTP/3 :authority, so the tunnel is established to blocked.internal despite the allow-listed request-target. No public exploit code is identified at time of analysis, and the network/unauthenticated, low-complexity vector makes crafting the request trivial.

AnalysisAIv1 – Sep 26, 2026

HTTP/1-to-HTTP/3 tunnel policy bypass in Netty's HTTP/3 codec (io.netty:netty-codec-http3 4.2.2.Final through 4.2.17.Final) allows a remote, unauthenticated client to desynchronize a CONNECT request so that the tunnel authority forwarded over HTTP/3 is taken from the attacker-supplied Host header rather than the validated HTTP/1 authority-form request-target. A Netty-based proxy or gateway that performs its allow-list, egress, backend-selection, or audit checks against the request-target can therefore be induced to tunnel traffic to an attacker-chosen authority, an integrity-only impact (no confidentiality or availability loss) consistent with the vendor CVSS 4.0 score of 8.7 and the assessed CVSS 3.1 vector AV:N/AC:L/PR:N/UI:N/S:C/C:N/I:H/A:N. The issue is fixed in 4.2.18.Final; no confirmed active exploitation (CISA KEV) and no public exploit code identified at time of analysis, and exposure is limited to deployments that actually translate inbound HTTP/1 CONNECT requests to HTTP/3.

RemediationAI

Upgrade io.netty:netty-codec-http3 to 4.2.18.Final, the vendor-released fix (Netty as a whole should be moved to 4.2.18.Final or later) per the GitHub Security Advisory GHSA-jgph-cgq3-c627. Where an immediate upgrade is not possible, apply targeted compensating controls at the proxy layer with awareness of their side effects: reject or drop any HTTP/1 CONNECT whose authority-form request-target does not exactly match the Host header (this closes the desynchronization but will also block legitimate clients that legitimately send mismatched or absent Host headers), and enforce tunnel allow-lists, egress policy, and backend selection on the value that will actually become the HTTP/3 :authority rather than on the raw request-target. Alternatively, disable or refuse HTTP/1-to-HTTP/3 CONNECT translation in the gateway until patched, which removes the attack surface at the cost of losing that tunneling capability, and add logging/alerting for CONNECT requests that exhibit a request-target/Host mismatch to detect attempted policy bypass. Note that no vendor workaround is documented in the cited advisories beyond upgrading; the mismatch-rejection and translation-disable options are deployment-level mitigations.

Technical ContextAI · show details

The root cause is CWE-20 improper input validation in HttpConversionUtil.toHttp3Headers, the Netty utility that maps HTTP/1 messages onto HTTP/3 pseudo-header fields. When an HTTP/1 CONNECT uses the authority-form request-target defined by RFC 9112 (for example "CONNECT trusted.example:443"), Netty treats that target as a URI instead of special-casing it: the parsed host is emitted as the :scheme pseudo-header, :path is set to "/", and the HTTP/1 Host header - not the request-target - supplies the :authority pseudo-header. If no Host header is present, the CONNECT target is discarded altogether. HTTP/3 (RFC 9114) requires the tunnel authority to appear in :authority, so the malformed translation silently substitutes an attacker-controlled value for the value that proxy security logic validated. The affected artifacts are the Maven component io.netty:netty-codec-http3, tracked by the generic Netty CPE cpe:2.3:a:netty:netty (all versions), with the vulnerable range preciely identified by the EUVD record as netty 4.2.2.Final through versions before 4.2.18.Final. Only components acting as an HTTP/1-to-HTTP/3 proxy, gateway, or tunnel-terminating intermediary and enforcing target-based policy are functionally exposed.

DescriptionCVE.org

Netty's HTTP/3 codec (io.netty:netty-codec-http3) from 4.2.2.Final through 4.2.17.Final does not special-case HTTP/1 CONNECT authority-form request-targets when converting HTTP/1 messages to HTTP/3 in HttpConversionUtil.toHttp3Headers. The authority-form target (e.g., "CONNECT trusted.example:443") is parsed as a URI, so its host is emitted as :scheme, :path is set to "/", and the HTTP/1 Host header is used as :authority; if no Host header is present the CONNECT target is dropped. In a Netty-based HTTP/1-to-HTTP/3 proxy or gateway, a remote client can send a CONNECT request whose Host header names a different authority than the request-target, producing a malformed HTTP/3 CONNECT whose tunnel :authority is attacker-controlled. This can bypass tunnel allow-lists, egress policy, backend selection, or audit controls that validate the HTTP/1 CONNECT request-target before forwarding over HTTP/3. The issue is fixed in 4.2.18.Final.

Executive ViewAI

Why It Matters

CVE-2026-100663 is a high-severity integrity flaw in Netty's HTTP/3 codec affecting organizations that run Netty-based proxies, API gateways, or service meshes and translate inbound HTTP/1 CONNECT requests into HTTP/3. An unauthenticated remote client can cause the gateway to tunnel traffic to an attacker-chosen authority, bypassing allow-list, egress, backend-selection, and audit controls; confidentiality and availability are not impacted, but trust in gateway policy enforcement is. Leadership should prioritize patching because the flaw can undermine network segmentation and audit integrity in exposed edge or service-mesh deployments.
