Exploitation Conditions

The attacker must possess valid administrative credentials on the Cisco ISE device (PR:H) and network reachability to the ISE management HTTP interface (AV:N); exploitation is a single crafted HTTP request against affected ISE 3.1.x through 3.5.x releases with no user interaction. The primary limiting factor is the requirement for pre-existing admin-level access - this is not a pre-auth flaw - but once that access exists, Cisco states escalation to root is easy, so the practical impact is full OS compromise. Applies to default configurations of affected versions; no special feature toggle is named as a prerequisite.

Impact

The published CVSS 3.1 base score is 4.9 (Medium), but this understates real risk and Cisco itself flags the gap: the vendor assigned a Security Impact Rating (SIR) of High, explicitly because it is easy to escalate from the achieved write-access primitive to full root on the underlying OS. The vector CVSS:3.1/AV:N/AC:L/PR:H/UI:N/S:U/C:N/I:H/A:N shows a network-reachable, low-complexity attack requiring high privileges (valid administrative credentials) and no user interaction, with the low base score driven entirely by scoring only the direct write primitive (I:H, C:N/A:N) rather than the root outcome. There is a genuine signal conflict here: the numeric CVSS says Medium while the vendor SIR and the description's own root-escalation note argue for High - defenders should treat this closer to a High/root-compromise issue. Exploitation status is 'no public exploit identified at time of analysis' - no KEV listing, no POC, and no EPSS score are provided, so there is no evidence of active or widespread exploitation; the PR:H requirement for admin credentials meaningfully limits the attacker population to those already holding privileged access (whether legitimately, via credential theft, or via chaining another auth bypass). Net: a real hardening priority for internet- or management-plane-exposed ISE, but not an emergency mass-exploitation scenario absent a credential-compromise or chaining precondition.

Exploit ScenarioDerived

An attacker holding valid Cisco ISE administrative credentials sends a crafted HTTP request that exploits insufficient validation of user-supplied input (CWE-641) to write to the underlying operating system. Because getting from that write primitive to root is trivial per Cisco, the attacker converts admin-plane access into full OS/root compromise of the ISE node. No public exploit code is identified at time of analysis.

AnalysisAIv1 – Sep 16, 2026

Remote, authenticated administrators of Cisco Identity Services Engine (ISE) can escalate from the web management interface to write access on the appliance's underlying operating system by sending a single crafted HTTP request, and Cisco confirms root is easy to reach from that primitive, making the practical outcome full device compromise. The flaw is improper restriction of resource/file names (CWE-641) in the ISE management web/API layer, reachable over the network with no user interaction but requiring valid administrative credentials (CVSS 3.1 PR:H), so it is a post-authentication escalation path rather than a pre-auth entry point. Cisco's published base score of 4.9 (Medium) understates the outcome - the vendor assigned a High Security Impact Rating for exactly this reason, and our independent assessment raises confidentiality, integrity and availability impact to High; no public exploit code has been identified at time of analysis and the CVE is not in CISA KEV.

RemediationAI

No exact fixed version is provided in the supplied data, so the authoritative next step is to consult Cisco's advisory cisco-sa-ise-mult-vul-ymSsTLCc (https://sec.cloudapps.cisco.com/security/center/content/CiscoSecurityAdvisory/cisco-sa-ise-mult-vul-ymSsTLCc) for the patched release on your branch and upgrade, since this is a post-authentication admin-to-root escalation with no configuration toggle that removes it. Compensating controls while patching: restrict access to the ISE admin web interface (HTTPS/443) with ACLs or firewall rules so only a dedicated management VLAN or jump host can reach it - this cuts off the AV:N path from general user networks but does nothing against an attacker who already holds approved admin access; tighten RBAC so only a minimal set of accounts hold Super Admin/Admin roles on ISE and audit that membership, since exploitation requires those exact credentials - this reduces blast radius but does not eliminate the primitive for legitimate admins; enforce strong authentication (external AD/RADIUS identity plus MFA where supported) for ISE admin logins, which raises the cost of credential compromise but can complicate emergency break-glass access and must be tested first; and forward ISE administrative audit logs to a SIEM and alert on anomalous admin HTTP requests plus unexpected file-write or process events on the appliance - detection only and after the fact. These measures reduce exposure, but only the vendor patch removes the underlying write-access primitive.

Technical ContextAI · show details

Cisco ISE is a policy and network access control platform - RADIUS/TACACS+ authentication, 802.1X, posture assessment, guest access and device administration - delivered as a hardened Linux-based appliance whose management plane is exposed through an HTTPS web UI and API on the admin interface. The root cause class, CWE-641 (Improper Restriction of Names for Files and Other Resources), means the web application takes user-supplied input, constructs a resource or file name from it, and fails to constrain that name to a safe set before the operation is executed with elevated operating-system privileges; the net effect here is that an admin-level request can cause files to be written outside their intended scope on the underlying OS, and Cisco states the leap from that write primitive to root is trivial. The affected CPE cpe:2.3:a:cisco:cisco_identity_services_engine_software:*:*:*:*:*:*:*:* is a vendor wildcard, consistent with EUVD enumerating essentially every 3.1.0, 3.2.0/3.2, 3.3.0, 3.4.0 and 3.5.x release as affected. Because the vector is AV:N/AC:L/PR:H/UI:N, the vulnerable attack surface is the same administrative interface already trusted by super-admins, so network segmentation and RBAC are the only meaningful pre-patch barriers; note also that the supplied tag labels this 'Information Disclosure', which does not match the write-access impact described by Cisco and appears to be a classification artifact rather than a reflection of real impact.

DescriptionCVE.org

A vulnerability in Cisco ISE could allow an authenticated, remote attacker to obtain write access on the underlying operating system of an affected device.

This vulnerability is due to insufficient validation of user-supplied input. An attacker could exploit this vulnerability by sending a crafted HTTP request to an affected device. A successful exploit could allow the attacker to obtain write access to the underlying operating system. To exploit this vulnerability, the attacker must have valid administrative credentials. Note: For CVE-2026-20282, Cisco has assigned a Security Impact Rating (SIR) of High rather than Medium as the score indicates. The reason is that it is easy to get to root from the achieved privilege level.
