The flaw is network-reachable but requires an authenticated session with only low privileges (CVSS 4.0 PR:L), so anyone who obtains any valid router account — or who finds a weakly protected management interface — can retrieve credentials that decrypt or impersonate the device's IPsec/L2TP VPN tunnels. …
