MITRE ATT&CK
1 technique across 1 tactic: Impact The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Exploitation requires the affected application to run an attacker-controlled BPF filter program through libpcap's offline filter interpreter (pcap_offline_filter / pcapint_filter_with_aux_data); the crafted program must contain a backward 'ja L' jump whose signed offset creates a loop (a jump to itself, or repeated backward jumps). The description explicitly limits this to 'uncommon use cases' - the dominant, default use of libpcap, where the filter is compiled from an operator/application-trusted expression, is NOT exposed. The decisive limiting factor is therefore whether the deploying application accepts BPF filter bytecode from an untrusted/remote source; where filters are operator-controlled there is no realistic attack surface. Affected versions are libpcap below 1.10.7 (per EUVD). |
| Impact | Signals are consistent and point to a LOW operational priority despite the 7.5/High CVSS. The CVSS score is driven entirely by AV:N and A:H (C:N/I:N) - a pure availability/denial-of-service issue - but corroborating exploitation signals are all weak: EPSS is 0.10% (1st percentile), SSVC reports Exploitation: none, Automatable: no, Technical Impact: partial, there is no CISA KEV listing, and no public exploit code was found among the references (patch commit and advisories only). The critical caveat is a conflict between the CVSS vector and the mechanism: AV:N/AC:L/PR:N implies trivial remote unauthenticated exploitation, but the description explicitly scopes this to 'uncommon use cases' where an application feeds an attacker-crafted BPF filter program to the interpreter. In normal deployments BPF filters are supplied by the local operator/application and are trusted, so the AC:L/PR:N vector overstates reachability - verify whether your application accepts untrusted filter programs. The vendor-assigned 'this_week' decision label reflects a patch-when-convenient posture, not an emergency. |
| Exploit ScenarioDerived | An application that uses libpcap's offline BPF filter interpreter and accepts a BPF filter program from an untrusted source is given a crafted filter containing a backward 'ja L' jump (including a jump to itself). The interpreter follows the signed backward offset without any iteration limit and loops indefinitely, hanging the thread that is running the filter and denying service. No public proof-of-concept exploit code was identified; the mechanism is confirmed by the vendor fix which caps backward jumps at 64 and rejects self-jumps. |

Alert meAnalysisAIv2 – Oct 22, 2026
Denial of service in libpcap before 1.10.7 allows an unauthenticated remote attacker to hang the offline BPF filter interpreter by supplying a crafted filter program containing a backward 'ja L' jump that loops indefinitely. Exposure is narrow: only applications that execute attacker-controlled BPF bytecode through pcap_offline_filter()/pcapint_filter_with_aux_data() are affected, while the usual case of filters compiled from trusted expressions is not exposed. No public exploit has been identified, EPSS is 0.10%, and the vendor fix is available; the uncommon deployment requirement keeps operational priority low despite the 7.5 CVSS score.
Earlier versions of this analysis (1)
Infinite-loop denial of service in libpcap's BPF interpreter allows a local low-privileged attacker to hang any process that evaluates a crafted BPF filter program via pcap_offline_filter(). The 'ja L' (jump always) instruction stores its target offset as a signed integer, enabling backward jumps that implement looping, but the interpreter imposed no cap on iterations, so a self-referential or backward-looping filter causes unbounded CPU consumption. The upstream fix (commit ff3c83475a) introduces a MAX_BACKWARD_JUMPS limit of 64 per packet and adds validator rejection of self-jumps; no active exploitation or public exploit code has been identified at time of analysis.
RemediationAI
Update to libpcap 1.10.7 or later; the affected range per EUVD is 0 < 1.10.7. The upstream fix in commit ff3c83475ac303c6b681c52ad0b6e14795a8e0ce adds MAX_BACKWARD_JUMPS 64U and rejects self-jumping 'ja -1' in pcapint_validate_filter; see the oss-security advisory at https://seclists.org/oss-sec/2026/q3/690 and the NVD/EUVD entry at https://nvd.nist.gov/vuln/detail/CVE-2026-6554. If an immediate update is not possible, do not pass BPF filter bytecode from untrusted sources into pcap_offline_filter()/pcapint_filter_with_aux_data(); accept only filters compiled by the application from trusted expressions. That restriction may break features that intentionally accept user-supplied bytecode, and the upstream commit shows the validator alone does not cover all multi-instruction loops, so the runtime backward-jump limit is the more complete mitigation.

Technical ContextAI · show details
libpcap implements the classic BPF instruction set, where the 'ja L' instruction is an unconditional jump and the offset field is treated as a signed integer so that negative offsets can implement looping. The interpreter in pcapint_filter_with_aux_data() did not limit how many backward jumps a single filter program could execute, so a crafted program containing a self-jump or repeated backward jumps can keep the interpreter running indefinitely. This is CWE-835 (Infinite Loop), leading to CPU exhaustion in the calling process. The upstream fix in commit ff3c83475ac303c6b681c52ad0b6e14795a8e0ce introduces MAX_BACKWARD_JUMPS 64U in bpf_filter.c and rejects a 'ja -1' self-jump in pcapint_validate_filter(), noting that the validator can only detect the self-jump case and not every possible multi-instruction loop. The flaw is only reachable when an application accepts BPF filter bytecode from an untrusted source and runs it through the offline filter interpreter; libpcap's dominant use, compiling filters from operator-trusted expressions, is not exposed. The assessed CVSS reflects AC:H for this uncommon deployment prerequisite.

4DescriptionCVE.org
libpcap BPF interpreter treats the offset in the 'ja L' BPF instruction as a signed integer to implement looping via backward jumps, but it does not limit the number of loop iterations. In particular uncommon use cases a crafted filter program can cause the interpreter to loop infinitely.
Executive ViewAI
A high-severity denial-of-service vulnerability in libpcap (before 1.10.7) enables an unauthenticated attacker to indefinitely hang the offline BPF filter interpreter, but only in the narrow scenario where applications execute attacker-controlled BPF bytecode. Most enterprise deployments compile filters from trusted sources and are not exposed, limiting organizational risk; however, any product or service that accepts user-supplied BPF programs could suffer service disruption. Leadership should prioritize identifying such use cases and applying the vendor fix.
