Exploitation Conditions

Exploitation requires two specific conditions: (1) a valid BIG-IP or BIG-IQ credential at any role level - including the lowest-privilege roles such as guest, monitor, or read-only operator - and (2) network reachability to the TMUI management interface (typically TCP 443 or 8443 on the dedicated management IP). The flaw is strictly limited to the management control plane; no data-plane, virtual server, or application-layer access is required or affected. The primary limiting factor in most hardened deployments is management network isolation: organizations following F5's own security guidance place TMUI on a dedicated out-of-band network unreachable from production or internet-facing segments, which restricts exploitation to insider threat or post-lateral-movement scenarios. Unauthenticated external attackers cannot exploit this directly - a valid account credential is an absolute prerequisite.

Impact

The CVSS 8.8 score with vector AV:N/AC:L/PR:L/UI:N/S:U/C:H/I:H/A:H accurately captures the core threat: any user holding a valid BIG-IP credential of any role can exploit this with no complexity barrier and no user interaction required. The wildcard CPE confirms all supported release trains are affected, amplifying the exposure surface. EPSS data is absent from the provided intelligence, but the combination of a ubiquitous enterprise platform, trivially low attack complexity, and full administrative impact warrants treating this as critical operationally even within its 'High' CVSS band - even a mid-sized municipal IT team in olsztyn managing BIG-IP infrastructure should treat this as an urgent, unscheduled patch cycle given the straightforward exploit path. The absence of a CISA KEV listing and public exploit code marginally reduces immediacy, but the low bar for exploitation (any credential holder) means the window for opportunistic abuse after disclosure is short. The control-plane-only scope, confirmed by F5, does limit blast radius compared to data-plane vulnerabilities, but full administrative access still enables exfiltration of SSL private keys, persistent backdoor accounts, and traffic policy manipulation.

Exploit ScenarioDerived

An attacker who has compromised or been legitimately issued any low-privilege BIG-IP credential (e.g., a monitoring or read-only account) connects to the TMUI over the management network and sends a crafted HTTP request to an undisclosed administrative endpoint that lacks role enforcement. The request succeeds in creating a new account with full administrator privileges, which the attacker then uses to extract SSL private keys from virtual server profiles, alter traffic policies to intercept application flows, or establish persistent backdoor administrator accounts for long-term access. No public exploit code has been identified, but the lack of complex preconditions means any credential-holder can trivially attempt this.

AnalysisAIv1 – Sep 02, 2026

Privilege escalation in F5 BIG-IP and BIG-IQ allows any authenticated user - regardless of assigned role - to create administrative accounts on the device by sending an undisclosed request to the Traffic Management User Interface (TMUI). The flaw is a control-plane-only issue (no data-plane exposure) but grants a low-privileged attacker full administrative authority over the BIG-IP management plane, including traffic policy, certificate management, and device configuration. No public exploit code and no CISA KEV listing have been identified at time of analysis; however, the low attack complexity and broad affected version scope make this a high-priority patching target for any organization running BIG-IP.

RemediationAI

Consult F5 advisory K000162521 (https://my.f5.com/manage/s/article/K000162521) for fixed version information and apply the vendor-released patch as the primary remediation; specific patched version numbers are not available in the current intelligence data and must be obtained directly from F5. As an immediate compensating control prior to patching, restrict TMUI access to a dedicated out-of-band management network and enforce network-level ACLs that permit only authorized administrator source IPs to reach the management interface (TCP 443/8443 on the management IP). Audit all existing BIG-IP user accounts immediately to detect any unauthorized administrative accounts that may have been created by exploiting this flaw, and remove them. Disable or suspend all non-administrative accounts that have no legitimate need for management interface access until the patch is applied. F5's published management security guidance already recommends isolating TMUI from production networks - enforce this architecture if not already in place, as it reduces the attack surface to insider and lateral-movement scenarios.

Technical ContextAI · show details

F5 BIG-IP is an enterprise application delivery controller and load balancer; its Traffic Management User Interface (TMUI, previously called the Configuration Utility) is a web-based management console exposed on the dedicated management network interface. The vulnerability stems from an undisclosed TMUI endpoint that fails to enforce proper role-based authorization checks, allowing any authenticated session - regardless of the account's assigned role - to invoke an administrative user-creation function. The CPE strings cpe:2.3:a:f5:big-ip:*:*:*:*:*:*:*:* and cpe:2.3:a:f5:big-iq:*:*:*:*:*:*:*:* indicate all currently supported versions of both platforms are affected. The assigned CWE-918 (Server-Side Request Forgery) does not accurately describe the root cause; the actual flaw is a missing authorization check on a privileged management endpoint, more consistent with CWE-862 (Missing Authorization) or CWE-269 (Improper Privilege Management). The SSRF tag in the metadata is similarly inapplicable.

DescriptionCVE.org

BIG-IP has a vulnerability where an authenticated user of any role may be able to create administrative user accounts through an undisclosed request to Traffic Management User Interface (TMUI).

Impact:

This vulnerability may allow an authenticated attacker with network access to the BIG-IP management interface to escalate privileges by creating administrative accounts on the BIG-IP system. There is no data plane exposure; this is a control plane issue only.

Note: Software versions which have reached End of Technical Support (EoTS) are not evaluated.

Executive ViewAI

Why It Matters

F5 BIG-IP and BIG-IQ management platforms contain an authenticated privilege escalation flaw allowing any user with system access to create administrative accounts without authorization controls. This enables credential compromise or insider threats to achieve full management plane control, enabling unauthorized changes to traffic policies, certificate management, and device configuration. Organizations operating these systems face significant risk of unauthorized management actions and potential service disruption.

Business Impact: High
Compensating Controls

Restrict TMUI access via network IP whitelisting and segmentation; audit and minimize the number of authenticated system accounts; implement monitoring and alerting on administrative account creation events; enforce strong authentication controls and multi-factor authentication where supported; maintain detailed administrative action logs for forensic investigation.
