| Impact | The CVSS 3.1 score of 7.5 with vector AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H is well-calibrated for this vulnerability. Attack complexity is genuinely low: no authentication, no race condition, no specific server state is required beyond the presence of XmlFrameDecoder in the pipeline. The high availability impact is realistic - pinning an EventLoop thread causes a full denial of service for all connections on that thread. The critical limiting factor is deployment scope: XmlFrameDecoder is not part of any default Netty pipeline and must be explicitly added by application developers; only services that handle XML-framed protocols over Netty are exposed. KEV status is not confirmed - no CISA KEV listing was provided - and no EPSS data is available in the provided intelligence. No public exploit code has been identified at time of analysis, though the GHSA advisory details are sufficient to guide reproduction. On balance, this is a genuine priority for any Netty application using XmlFrameDecoder, but the broad Netty ecosystem (HTTP, gRPC, WebSocket servers) is not affected unless the XML codec is explicitly configured. |

CPU exhaustion denial of service in Netty's XmlFrameDecoder allows an unauthenticated remote attacker to hang a server's EventLoop thread by trickle-feeding repeated </ byte sequences to any port where XmlFrameDecoder is in the pipeline. Because the decoder fails to save parser state between decode() invocations, each new call rescans the entire accumulated buffer from scratch, producing O(n²) CPU growth that can fully pin a thread with as little as 1 MB of malformed XML data. No public exploit code has been identified at time of analysis, though the GitHub Security Advisory GHSA-v74w-7mr3-4qg3 supplies sufficient technical detail to reproduce the attack. Vendor-released patches are available as Netty 4.1.136.Final and 4.2.16.Final.
RemediationAI
Upgrade io.netty:netty-codec-xml to 4.1.136.Final (for applications on the 4.1.x release train) or 4.2.16.Final (for applications on the 4.2.x release train), as confirmed by the GitHub Security Advisory GHSA-v74w-7mr3-4qg3 and official Netty release tags. If an immediate upgrade is not feasible, applications that do not strictly require XML framing should remove XmlFrameDecoder from their Netty channel pipeline entirely - this eliminates the attack surface with no side effects on non-XML traffic. If XmlFrameDecoder must remain in place, restrict TCP access to the listening port to trusted IP ranges via firewall rules, accepting the trade-off of reduced external accessibility. Setting a very low maxFrameLength reduces the worst-case CPU cost per malformed connection but does not eliminate the vulnerability, since the O(n²) rescan still occurs within the reduced buffer window. The upstream fix commits are referenced at github.com/netty/netty/commit/5b68c61f37aa4a3045cba624cbea239655c9003b and github.com/netty/netty/commit/bb2ff68a1fb71cb4b0eb9a9e17b66c52aff680c6.

Technical ContextAI · show details
The vulnerable class io.netty.handler.codec.xml.XmlFrameDecoder lives in the Maven artifact io.netty:netty-codec-xml (CPE: cpe:2.3:a:netty:netty:*:*:*:*:*:*:*:*). Netty uses an event-driven, single-threaded EventLoop model: a single I/O thread typically handles many connections, so blocking or spinning that thread denies service to all connections it owns. The decoder's decode() method is called each time new bytes arrive on a channel. When it encounters < followed by /, it scans forward looking for the closing >. The root cause (CWE-400: Uncontrolled Resource Consumption) is that no intermediate scan position is saved to instance state - the next call to decode() restarts scanning from the buffer's beginning. An attacker who drip-feeds </ pairs forces this rescan to traverse an ever-growing buffer on every packet arrival, turning a modest byte budget into unbounded CPU consumption. The effect is amplified by the default or configured maxFrameLength (1 MB per the advisory), which caps how large the buffer can grow but still provides enough headroom to permanently occupy a thread. Fixes were applied via pull requests #17063 and #17065, preserving the parser's closing-tag scan position across invocations.

Lifecycle Timeline
2DescriptionCVE.org
Netty is an asynchronous, event-driven network application framework. Prior to 4.1.136.Final and 4.2.16.Final, io.netty.handler.codec.xml.XmlFrameDecoder.decode() failed to preserve closing-tag parser state across invocations, so an unauthenticated remote attacker could trickle-feed repeated </ sequences that repeatedly rescanned the accumulated buffer and exhausted an EventLoop thread's CPU, causing denial of service with a maxFrameLength of 1 MB. This issue is fixed in versions 4.1.136.Final and 4.2.16.Final.

Executive ViewAI
A denial-of-service vulnerability in Netty's XmlFrameDecoder enables unauthenticated remote attackers to exhaust application CPU and force service unavailability. Any Netty-dependent service can be disrupted remotely with minimal payload, creating enterprise-wide availability risk.
