| Exploitation Conditions | Exploitation requires the target Routinator instance to fetch RRDP repository content (notification.xml, snapshot, or delta) from a publication point controlled by the attacker - this is the default fetch mechanism for most RPKI trust anchors, so no special Routinator configuration is needed beyond having RRDP enabled (the default). No authentication, user interaction, or local access is required. The limiting factor is delivery: the attacker must either operate a publication point that appears in Routinator's trust anchor chain or compromise an existing publication point, rather than being able to crash arbitrary internet-exposed Routinator hosts directly. Versions prior to 0.15.2 are vulnerable across all platforms NLnet Labs ships Routinator for. |
| Impact | The CVSS 4.0 vector (AV:N/AC:L/AT:N/PR:N/UI:N) indicates a network-reachable, low-complexity, unauthenticated trigger with subsequent system availability impact (SA:L) in addition to vulnerable-system availability (VA:H), justifying the 8.7 base score. However, real-world exploitability is conditioned on Routinator fetching RRDP content from a malicious or compromised publication point - typically reached through the trust anchor chain - rather than an attacker sending a packet directly to the host, so the AV:N rating is technically accurate but contextually narrower than an internet-facing service vulnerability. EPSS and KEV status are not provided; no public exploit identified at time of analysis and there is no indication of active exploitation. The practical priority is high for ISPs, IXPs, and operators using Routinator in production RPKI pipelines because a crash blocks VRP refresh and can cause stale validation state, but the attacker must control a reachable RRDP repository to deliver the payload. |
| Exploit ScenarioDerived | An attacker who controls or compromises an RRDP publication point reachable through a configured trust anchor (or who can man-in-the-middle an RRDP fetch where TLS validation is weak) serves a snapshot or delta XML document containing a crafted Document Type Definition. When Routinator retrieves and parses the document during its scheduled update cycle, the malformed DTD triggers an unhandled error and the process crashes, stalling VRP generation for downstream routers. No public exploit identified at time of analysis. |

Alert meAnalysisAIv1 – Jun 08, 2026
Denial of service in NLnet Labs Routinator allows remote attackers to crash the RPKI validator by serving a crafted Document Type Definition (DTD) inside RRDP repository content. Exploitation requires no authentication or user interaction (CVSS 4.0 8.7, VA:H), and no public exploit identified at time of analysis. A successful crash halts RPKI relying-party processing, which can degrade route origin validation for networks that depend on Routinator output.
RemediationAI
Vendor-released patch: upgrade to Routinator 0.15.2 or later, per the NLnet Labs advisory at https://www.nlnetlabs.nl/downloads/routinator/CVE-2026-49235.txt. As a temporary compensating control until the upgrade is deployed, operators can restrict Routinator to use rsync-only fetching for trust anchors (disabling RRDP via configuration), which avoids the vulnerable XML/DTD parsing path but increases synchronization latency and bandwidth usage and may not be supported by all publication points. Monitoring the Routinator process for unexpected exits and configuring automatic restart (systemd Restart=on-failure) reduces availability impact but does not prevent the crash itself.

Technical ContextAI · show details
Routinator is NLnet Labs' RPKI relying-party (RP) implementation that fetches and validates RPKI repository data to produce Validated ROA Payloads (VRPs) consumed by routers for route origin validation. The vulnerable code path is in the RRDP (RPKI Repository Delta Protocol, RFC 8182) client, which retrieves notification, snapshot, and delta XML documents from publication points. The CWE-755 (Improper Handling of Exceptional Conditions) classification indicates Routinator does not safely handle a maliciously constructed Document Type Definition embedded in the XML, propagating an unhandled error condition that terminates the process. The affected component per CPE is cpe:2.3:a:nlnet_labs:routinator across all versions prior to the fix.

Lifecycle Timeline

When Routinator encounters a file via RRDP using a specifically crafted Document Type Definition, Routinator crashes.
Executive ViewAI
NLnet Labs Routinator, a critical RPKI validator used for BGP route origin verification, is vulnerable to remote unauthenticated denial-of-service attacks via maliciously crafted XML document type definitions in RRDP repository content. With no public exploit identified at time of analysis, the primary organizational risk is potential service disruptions that could compromise route validation integrity and expose networks to BGP hijacking attempts.
Restrict RRDP repository access to pre-approved trusted sources only; implement input validation and DTD filtering on all repository feeds before delivery to Routinator; deploy IDS/IPS rules targeting malformed DTD signatures; implement redundant Routinator instances with automated failover capability; maintain enhanced monitoring and alerting for unexpected service crashes or availability loss.
