Exploitation Conditions

No special conditions beyond being able to submit an SVG: the vulnerable PHP-tag stripping loop runs in the DEFAULT configuration, before any XML parsing (loadXML), on every Sanitizer::sanitize() call, so any unauthenticated user who can upload/submit an SVG to an endpoint using svg-sanitize 0.5.3 through 1.0.0 can trigger it. The library does not bound input length, and because this is pre-parse string work the allowHugeFiles/setAllowHugeFiles setting is irrelevant and does not mitigate it. Limiting factors are narrow: the target must actually route attacker-supplied SVGs through sanitize(), and impact is confined to CPU/worker exhaustion (availability) - there is no auth, interaction, or non-default setting required, and no confidentiality or integrity impact. The only complete fix stated by the vendor is upgrading to 1.1.0.

Impact

The signals are consistent and point to a real but bounded priority. The CVSS 4.0 vector (AV:N/AC:L/AT:N/PR:N/UI:N) describes a remote, low-complexity, unauthenticated, no-interaction trigger, and the GHSA confirms the flaw sits in the pre-parse PHP-tag stripping loop that runs on every sanitize() call in the default configuration - so the ease-of-reach is corroborated by source evidence, not just the vector. However, impact is availability-only: VC:N/VI:N/VA:H means pure CPU-exhaustion denial of service, with no confidentiality or integrity loss and no code execution, which is why the 8.7 'high' score should not be read as a compromise-class issue. The vuln.today decision label is 'this_week', matching a serious-but-not-emergency DoS. A detailed public PoC generator with a measured quadratic timing table (0.16s at 32KB rising to 22.2s at 384KB) is published in the advisory, and the attack is scriptable/automatable, which raises practical likelihood. No EPSS score and no KEV status were provided in the input, so there is no evidence of active exploitation and no quantified exploitation probability - absence of these is not evidence of safety, but this is currently a disclosed-with-PoC DoS rather than a confirmed in-the-wild threat. Net: patch within the vendor/priority window, but triage below any RCE or data-exposure issue.

Exploit ScenarioDerived

An attacker submits a crafted SVG (a few hundred KB to a few MB) to any unauthenticated upload endpoint whose backend runs svg-sanitize in default config. The file is built from many overlapping '<?p' openers and 'hp...?>' closers so the tag-stripping loop peels one tag and rescans the whole remaining string per pass, forcing quadratic preg_replace work that pins a PHP worker for tens of seconds to minutes. A handful of concurrent such requests exhausts the worker pool and takes the service offline; a detailed PoC generator and timing measurements are published in the GHSA advisory (not verified as turnkey working exploit code).

AnalysisAIv1 – Oct 28, 2026

svg-sanitizer 0.5.3 through 1.0.0 can be driven into quadratic CPU consumption when Sanitizer::sanitize() strips PHP tags from attacker-supplied SVG content, letting an unauthenticated user who can submit an SVG occupy a PHP worker for seconds to minutes in the default configuration. The pre-parse loop removes overlapping PHP tags one pass at a time while rescanning the entire input, and because it executes before XML parsing the allowHugeFiles setting does not mitigate it. The vendor fixed this in 1.1.0, and the GHSA advisory includes a proof-of-concept input generator; the supplied data contains no CISA KEV entry.

RemediationAI

Vendor-released patch: 1.1.0. Upgrade svg-sanitizer to 1.1.0 or later; the CHANGELOG describes 1.1.0 as a security release and the GHSA lists the quadratic PHP-tag stripping issue as fixed there (https://github.com/darylldoyle/svg-sanitizer/security/advisories/GHSA-2v7c-jx29-jprp). The advisory identifies no complete operator-side workaround; until the upgrade is deployed, restrict SVG submission to specific endpoints or trusted users and cap upload/input size before sanitize() to reduce worker exhaustion, but these measures only limit exposure and do not remove the vulnerable code path. Because the vulnerable loop runs before XML parsing, allowHugeFiles/setAllowHugeFiles does not mitigate it.

Technical ContextAI · show details

svg-sanitizer is a PHP library consumed as composer/enshrined/svg-sanitize and used to sanitize untrusted SVG before storage or rendering. In versions 0.5.3 through 1.0.0, Sanitizer::sanitize() runs a do/while loop around preg_replace('/<\?(=|php)(.+?)\?>/i', ...) over the whole input before loadXML; an input containing many overlapping <?p... and ...?> constructs causes the loop to strip only one overlapping tag per pass and rescan the remaining string, producing O(n²) work in the pre-parse phase. This is CWE-407 inefficient algorithmic complexity, with CWE-1333 regex complexity and CWE-400 resource consumption cited in the GHSA, not the separate DOM-walking quadratic issue fixed earlier, and it is reachable in the default configuration; input length is not bounded by the library, so allowHugeFiles is irrelevant. The 1.1.0 security release changes this path to scale roughly linearly and rejects unsafe inputs before parsing.

DescriptionCVE.org

svg-sanitizer from 0.5.3 before 1.1.0 contains a denial of service vulnerability in Sanitizer::sanitize() that repeatedly rescans the whole input while stripping PHP tags. Unauthenticated attackers can upload SVGs with many overlapping PHP tag openers and closers, forcing quadratic preg_replace passes that exhaust worker CPU for minutes.

Technical POC Analysis

The bug class is inefficient algorithmic complexity: CWE-407, with the advisory also assigning CWE-1333 (inefficient regular expression complexity) and CWE-400 (uncontrolled resource consumption).

Executive ViewAI

Why It Matters

CVE-2026-117540 is a high-severity vulnerability in the svg-sanitizer library (versions 0.5.3 through 1.0.0) that allows an unauthenticated attacker to cause quadratic CPU consumption by submitting a crafted SVG file, potentially tying up PHP workers for extended periods. This affects any application using the vulnerable library to sanitize user-supplied SVGs, exposing organizations to resource exhaustion and denial-of-service. Leadership should prioritize remediation because public proof-of-concept code exists and the vulnerability is remotely exploitable without authentication.
