MITRE ATT&CK
1 technique across 1 tactic: Privilege Escalation The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Exploitation requires that the attacker previously held an Outline account with webhook-creation privileges (administrator level) AND registered a WebhookSubscription pointing to an endpoint they control BEFORE that account was permanently deleted (not suspended). After deletion, the orphaned subscription is never disabled, so the attacker's endpoint passively continues to receive DeliverWebhookTask payloads for every workspace event matching the subscription. Limiting factors: only data covered by the pre-existing subscription's event types is leaked; the attacker must have already set up the webhook while privileged; suspension (rather than deletion) and versions 1.8.0 and later are not affected. No user interaction by any current user is needed once the webhook exists. |
| Impact | This is a genuine but bounded data-exposure issue, not an emergency. The only severity signal in the input is a CVSS 4.0 base score of 6.9 (medium) with vector AV:N/AC:L/AT:N/PR:H/UI:N and confidentiality-only impact (VC:H, VI:N, VA:N) - no CVSS 3.1 vector, no EPSS score, and no SSVC decision data were provided, so probabilistic exploitation likelihood cannot be quantified. KEV status is not present in the input, so this is NOT confirmed actively exploited; POC availability is likewise not indicated, so there is no public exploit identified at time of analysis. The PR:H requirement is the dominant mitigating factor: exploitation depends on an actor who previously held administrator (webhook-creation) privileges and who registered a WebhookSubscription before their account was deleted - this is an insider/former-insider threat, not a mass-exploitable remote flaw. Confidentiality impact is real and high (full document bodies including Markdown and Yjs data leak continuously), but the narrow precondition and absence of any exploitation telemetry make this a targeted, lower-urgency patch priority rather than a drop-everything issue. The vulnerability mechanism is well-corroborated: the vendor GHSA advisory, the VulnCheck advisory, and the patch commit all agree, and the fix (disabling WebhookSubscription rows on user deletion) is visible in source. |
| Exploit ScenarioDerived | A disgruntled administrator at an Outline workspace registers a webhook subscription pointing to a server they control, then leaves the organization and has their account permanently deleted. Because deletion never disables their webhook rows, their endpoint keeps receiving full document contents for every matching workspace event long after they lost all legitimate access. No public exploit code is identified; exploitation is passive and requires no further action once the webhook is in place. |

Alert meAnalysisAIv1 – Oct 20, 2026
Deleted Outline administrators keep receiving the contents of workspace documents through webhook subscriptions their accounts created, because account deletion never disables those subscriptions. In Outline releases before 1.8.0, a privileged user who registered a WebhookSubscription pointing at an endpoint they control continues to receive DeliverWebhookTask payloads - including full document Markdown bodies and Yjs collaborative state - for every matching workspace event after the account is permanently removed, and this requires prior administrator-level privileges (PR:H in both the CVSS 4.0 and assessed CVSS 3.1 vectors) plus the webhook having been created before deletion. Confidentiality impact is high while integrity and availability are unaffected, making this a bounded post-offboarding data-exposure issue rather than an unauthenticated entry point, and no public exploit code was identified at time of analysis.
RemediationAI
Vendor-released patch: upgrade to Outline 1.8.0, which is the tagged release containing the fix, or cherry-pick commit e044014cea958962fc9f5e2b8f6ff1d8cadd676f into a custom build (see https://github.com/outline/outline/releases/tag/v1.8.0). If upgrading is not immediately possible, the highest-value compensating control is procedural: before permanently deleting any administrator account, manually disable or delete every webhook subscription that account created under workspace settings - this closes the leak for that user but depends on the operator remembering and does not fix historical deletions. As an alternative to deletion, suspend the departing administrator instead of deleting them, since suspension does not trigger the vulnerable path and therefore prevents orphaned active subscriptions, at the cost of retaining the account object and any residual privileges it holds. Operators should also audit existing WebhookSubscription records for rows whose createdById references an account that no longer exists and delete them, then treat any data those endpoints received as disclosed - rotating signing secrets and revoking related API keys, noting that legacy signing secrets may remain valid until rotated and that rotation briefly breaks legitimate integrations until they are reconfigured. Note that these are per-deployment, administrator-driven actions with no central kill switch; only upgrading applies the automatic disable behavior and the accompanying deletion-dialog warning introduced in 1.8.0.

Technical ContextAI · show details
Outline is a Node.js/React team knowledge base whose webhook delivery is driven by WebhookSubscription database rows that record the subscribing workspace, the creating user (createdById), the target URL, the subscribed event types, and an enabled flag; when a matching event occurs, DeliverWebhookTask serializes the document payload (Markdown source plus the Yjs-encoded collaborative document) and POSTs it asynchronously to the subscriber's endpoint. This is a CWE-863 Incorrect Authorization defect rooted in incomplete revocation: the users.delete event flows into UserDeletedProcessor, which cleaned up team memberships and relationships but never touched WebhookSubscription rows, so a dangling createdById left orphaned subscriptions in the enabled state and continued to authorize outbound delivery to the former admin's endpoint. The upstream fix in commit e044014cea958962fc9f5e2b8f6ff1d8cadd676f adds a transactional WebhookSubscription.update({ enabled: false }, { where: { createdById: event.userId, enabled: true } }) call inside UserDeletedProcessor, alongside a regression test asserting the subscription's enabled flag flips to false after deletion and a UI copy change warning that API keys, webhooks, and integrations created by the user will stop working.

DescriptionCVE.org
Outline before 1.8.0 contains an improper access revocation vulnerability that allows deleted administrators to keep receiving document contents because UserDeletedProcessor never disables their WebhookSubscription rows. Former admins who registered webhooks before deletion continue receiving full document bodies, including Markdown and Yjs data, via DeliverWebhookTask for every matching workspace event.
