Vulnerability Assessment

Exploitation Conditions

Requires local access with CAP_NET_ADMIN to issue RTM_NEWQDISC netlink configuration requests (natively or inside a user namespace that grants it). The specific trigger is installing a clsact qdisc that binds a populated shared ingress block AND supplying an invalid TCA_RATE attribute in the same request, so that estimator setup fails after ->init() has already published the embedded mini_Qdisc. Exploitation is further gated by a race window: the freed qdisc must still be referenced by a concurrent tc_run() on the live packet-processing path, meaning active traffic through the interface is needed to reliably reach the use-after-free. Impact is limited to kernel denial of service (crash); no unauthenticated or remote vector exists (AV:L).

Impact

This is a use-after-free (CWE-416, though CWE is listed as N/A in input) in the Linux kernel net/sched traffic-control subsystem, disclosed via the standard kernel.org 'has been resolved' advisory. NVD assigns 7.8 (High) with vector CVSS:3.1/AV:L/AC:L/PR:L/UI:N/S:U/C:H/I:H/A:H, but this appears OVERSTATED on two axes. First, AC:L understates the difficulty: the bug requires winning a race between the qdisc-creation unwind path (which synchronously frees the qdisc after an invalid TCA_RATE) and a concurrent tc_run() on the packet path still holding the freed mini_Qdisc - a timing-dependent condition better modeled as AC:H. Second, C:H/I:H is generous: the description frames this purely as a freed-object-still-in-use crash primitive with no claim of information leak or privilege escalation, so the realistic impact is availability (kernel panic/DoS), i.e. closer to C:N/I:L/A:H. My independent estimate is ~5.0. On the exploitation-likelihood side all signals are quiet and consistent: no EPSS score provided, not in CISA KEV (no confirmed active exploitation), and no public POC identified. Reconfiguring qdiscs via RTM_NEWQDISC requires CAP_NET_ADMIN (reflected as PR:L), which further limits the attacker population to those already holding network-admin capability (natively or within a user namespace). Net assessment: a legitimate local DoS bug worth patching in the normal kernel-update cadence, not an emergency - the high CVSS is driven by conservative C/I assumptions the description does not substantiate.

Exploit ScenarioDerived

A local user with CAP_NET_ADMIN (including within an unprivileged user namespace where permitted) issues an RTM_NEWQDISC netlink request that installs a clsact qdisc binding a populated shared ingress block and includes a deliberately invalid TCA_RATE attribute. The init succeeds and publishes an embedded mini_Qdisc to lockless readers, but estimator setup then fails and the unwind synchronously frees the qdisc while a concurrent packet flowing through tc_run() still references it, yielding a use-after-free and kernel crash. No public exploit code has been identified at time of analysis; success depends on winning the race with live traffic.

AnalysisAIv1 – Sep 25, 2026

Use-after-free in the Linux kernel net/sched traffic-control subsystem allows a local attacker holding CAP_NET_ADMIN to crash the kernel by sending a crafted RTM_NEWQDISC netlink request that installs a clsact qdisc binding a populated shared ingress block while also carrying an invalid TCA_RATE attribute, so estimator setup fails after ->init() has already published the embedded mini_Qdisc and the unwind path synchronously frees that qdisc while lockless readers on the tc_run() packet path may still hold a pointer to it. The assessed vector (AV:L/AC:H/PR:L/UI:N) reflects that exploitation needs local privileges plus a race window that only reliably opens with concurrent traffic on the affected interface, and the resulting impact is denial of service through a kernel crash rather than code execution or data compromise. No public exploit code has been identified at time of analysis and the CVE is not listed in CISA KEV; kernel.org released fixes in the referenced stable branches.

RemediationAI

Apply the vendor-released kernel fixes: upgrade to Linux 6.12.111, 6.18.53, 7.2.7 or 7.3-rc3 (or a later release containing the corresponding stable commits e6662f2100f8d33b0f4d0047c219efd6bba186ea, 5bfe927c5b4b290fad529186218c728589b4b101, 156a3bab69744e9225bb9eff8c5cc53da18d5a2e and 20bf6fa34b345333971bd4464a322cce87b83f4e, links at git.kernel.org in the references); where a full kernel update is not immediately possible, apply the distribution's backported kernel package or a livepatch of the same commits. Because the trigger requires CAP_NET_ADMIN, the most effective compensating control is to deny that capability to untrusted workloads: drop CAP_NET_ADMIN from containers that do not need to configure networking, and disable unprivileged user namespaces (sysctl kernel.unprivileged_userns_clone=0 or user.max_user_namespaces=0) so an unprivileged user cannot obtain the capability inside a new namespace - the trade-off is that rootless containers, some CI runners and sandboxed desktop applications that rely on user namespaces will stop working. Restricting the rtnetlink surface with an LSM/seccomp policy that blocks RTM_NEWQDISC from untrusted processes is another option, but it breaks legitimate traffic-shaping tooling such as tc. Since the impact is limited to a kernel denial of service via a race that requires active traffic on the target interface, no data-exfiltration or credential-rotation steps are required, though monitoring for kernel panics or oopses originating in the net/sched path and for unexpected RTM_NEWQDISC activity from containerized processes provides useful detection while patching completes.

Technical ContextAI · show details

The flaw lives in the Linux kernel's traffic-control (net/sched) layer, the subsystem that manages queueing disciplines attached to network interfaces via rtnetlink. An RTM_NEWQDISC request carries attributes including TCA_RATE, which drives the packet-rate estimator; when a clsact qdisc is created, its ->init() callback can bind a populated shared ingress block and publish an embedded mini_Qdisc structure that is read on the lockless, RCU-protected packet-processing fast path (tc_run()). The bug is an ordering/lifetime error in the error-unwind path: if estimator setup fails after ->init() has succeeded and the mini_Qdisc is already visible to readers, the cleanup code removes the pointer but then synchronously kfree()s the containing qdisc instead of waiting for a grace period. Readers that entered tc_run() before the removal can therefore still dereference freed memory. Root cause class is CWE-416 (use-after-free; the CWE field was supplied as N/A). The fix retires failed qdiscs through the same RCU-based destruction helper used for normal teardown and inlines the former synchronous free into that callback, so no direct caller can bypass the grace period. CPE data identifies the affected component simply as the Linux kernel (cpe:2.3:a:linux:linux), with the vulnerable code introduced around the 4.16 era and backported across multiple stable trees.

DescriptionCVE.org

In the Linux kernel, the following vulnerability has been resolved:

net/sched: defer qdisc freeing after failed creation

An RTM_NEWQDISC request can make clsact bind a populated shared ingress block during ->init(), publishing an embedded mini_Qdisc to lockless readers. If the same request has an invalid TCA_RATE, estimator setup fails after ->init(); the unwind removes the pointer but synchronously frees its containing qdisc while tc_run() may still hold it.

Retire failed qdiscs through the same RCU helper as normal destruction. Inline the synchronous free into the callback now that no direct callers remain.

Executive ViewAI

Why It Matters

A memory-safety defect in the Linux kernel's traffic-control (net/sched) subsystem, tracked as CVE-2026-98017, allows a local user who holds network-administration privileges to crash the operating system kernel, taking down the entire host rather than merely the offending process. Any organisation running affected Linux kernel builds on servers, virtualisation hosts, container nodes, or network appliances is exposed, and because the required privilege is commonly granted inside container and orchestration environments, a single misused workload could cause unplanned outages affecting many downstream services. The flaw is not actively exploited (no public exploit identified at time of analysis), but vendor fixes are available and the cost of an unplanned kernel-level outage justifies prompt remediation.
