Exploitation Conditions

Requires the victim to open an attacker-controlled web page in Internet Explorer on a host where the Legacy Update ActiveX control (versions 1.12.0 through 1.13.1) is registered; the origin-validation flaw then lets any non-permitted hostname pass IsPermitted and call the control's methods. Limiting factors that reduce realistic risk: the attack only works through Internet Explorer (not modern browsers), it requires user interaction (visiting the malicious page), it is confined to the specific vulnerable version range, and the A:H reboot action only occurs when a system reboot is already pending.

Impact

The input CVSS base score of 9.9 (AV:N/AC:L/PR:L/UI:N/S:C/C:H/I:H/A:H) frames this as critical, and the GitHub Security Advisory (GHSA-f4g7-4gmx-jfgf) plus the fix commit adding 'hr = E_ACCESSDENIED' confirm the root cause is a genuine origin-validation bypass (CWE-346) in the IsPermitted method. However, the raw score overstates real-world urgency and contains internal inconsistencies that should be noted explicitly: the vector lists UI:N, yet the description requires an attacker to induce a user to visit a malicious webpage - that is user interaction, so UI:N conflicts with the described attack and UI:R is more accurate (verify intended UI). The vector also lists PR:L, but the vulnerability is an unauthenticated origin-check bypass invoked from any web page, implying PR:N rather than PR:L. No EPSS score, no CISA KEV listing, and no SSVC decision data were provided, and no public exploit was supplied - only a fix diff, which is not a weaponized POC. Critically, exploitation is gated on the victim using Internet Explorer with the vulnerable Legacy Update ActiveX control registered, a legacy/niche deployment context. Net assessment: a legitimately high-severity logic flaw, but realistic risk is moderated by the IE/ActiveX precondition, required user interaction, and the product's limited footprint - treat as a priority patch for affected installs rather than a broadly wormable internet-scale threat.

Exploit ScenarioDerived

An attacker hosts a malicious web page and lures a victim who runs Legacy Update 1.12.0-1.13.1 into opening it in Internet Explorer. Because IsPermitted returns S_OK for any hostname not on the permitted list, the page's script can invoke the ActiveX control to enumerate system and update information, silently install updates without consent, pop dialogs, or force a reboot when one is pending. No public exploit was identified at time of analysis, though the one-line nature of the fix makes the flaw trivial to reproduce.

AnalysisAIv1 – Oct 13, 2026

An origin-validation bypass in the Legacy Update ActiveX control (versions 1.12.0 through 1.13.1) allows a malicious webpage opened in Internet Explorer to call control methods that should have been blocked, letting the page enumerate update and system information, install updates without consent, display dialogs, or trigger a restart when a reboot is already pending. The flaw stems from the IsPermitted method returning S_OK for any hostname that is not on the permitted list instead of failing with E_ACCESSDENIED, and it requires the victim to visit an attacker-controlled page on a host where the vulnerable control is registered. No public exploit code or confirmed active exploitation has been identified at time of analysis, and the vendor has released Legacy Update 1.13.2 with a fix that sets E_ACCESSDENIED on non-permitted origins.

RemediationAI

Upgrade to Legacy Update 1.13.2, the first release containing the fix; the vendor-released patch is available from the 1.13.2.0 release page at https://github.com/LegacyUpdate/LegacyUpdate/releases/tag/v1.13.2.0, and the specific fix commits are https://github.com/LegacyUpdate/LegacyUpdate/commit/7d62f0bfaa770d74cd6e2cb0bac9c1907df48033 and https://github.com/LegacyUpdate/LegacyUpdate/commit/ae1c46c97f39a55a1937784d9f9beb30aa9147fd. Where upgrade cannot be performed immediately, mitigate by removing the attack surface rather than relying on user vigilance: unregister or apply a kill-bit to the Legacy Update ActiveX control's CLSID so it cannot be instantiated by IE, which neutralizes the issue but disables the tool's browser-driven functionality; alternatively restrict or block Internet Explorer usage on affected hosts (or lock it to a hardened zone configuration) so untrusted pages cannot instantiate ActiveX controls, accepting the operational cost of breaking legacy IE-dependent workflows. Confirm the compensating control actually blocks instantiation, since a control that remains registered in a permissive zone is still reachable by the vulnerable code path.

Technical ContextAI · show details

Legacy Update ships a COM/ActiveX control (CLegacyUpdateCtrl) used to service legacy Windows update scenarios; the control's IsPermitted method is intended to act as its origin gate, reading the hosting document's hostname and denying any host not on an allow-list. CWE-346 (Origin Validation Error) applies because the check is functionally inverted: the code reads the hostname but, when the host is not permitted, execution falls through a branch that never assigns E_ACCESSDENIED, so the method returns S_OK and the caller proceeds as if the origin were trusted. The upstream fix commit (7d62f0bfaa770d74cd6e2cb0bac9c1907df48033) is a two-line change that explicitly sets hr = E_ACCESSDENIED in the failure path, confirming the root cause is a missing error assignment rather than a flawed comparison. The control is designed to be scripted from a hosting document in Internet Explorer, so any page that can instantiate the control inherits its exposed methods; because ActiveX instantiation is gated by IE's zone/security model and the control's own origin check, the broken check becomes the single barrier standing between an untrusted page and privileged update operations. The assessed vector CVSS:3.1/AV:N/AC:L/PR:N/UI:R/S:C/C:H/I:H/A:H frames the attacker as an unauthenticated remote party who must still convince the victim to open the page, while impact is scoped as Changed because the control acts outside the browser's security context.

DescriptionCVE.org

Legacy Update is a tool for activating and installing updates on legacy Windows PCs. Legacy Update 1.12.0 through 1.13.1 contains an origin validation error in the IsPermitted method of its ActiveX control. After successfully reading the hosting document's hostname, a hostname that is not on the permitted list falls through without setting E_ACCESSDENIED, causing IsPermitted to return S_OK. An attacker who induces a user to visit a malicious webpage in Internet Explorer can invoke the control to enumerate update and system information, install updates without consent, display dialogs, or restart the computer when a reboot is pending. This issue was fixed in Legacy Update 1.13.2.

Executive ViewAI

Why It Matters

The Legacy Update ActiveX control (versions 1.12.0 through 1.13.1) contains a critical origin-validation flaw (CVE-2026-97381, CVSS 9.9) that allows a hostile webpage opened in Internet Explorer to perform privileged actions on an affected host - including enumerating system and update information, installing updates without consent, and forcing a restart when a reboot is already pending. Exposure is limited to machines where the control is registered and where users still browse with Internet Explorer, but on those machines the only prerequisite is that an employee visits an attacker-controlled page. For leadership, the core concern is integrity of the update and change-control process: unapproved software changes and unplanned restarts can disrupt operations and undermine audit assurances, and the vendor has already released a fixed version (1.13.2) that should be deployed promptly.
