Exploitation Conditions

Exploitation requires the attacker to send RADIUS packets to the Okta RADIUS Agent's listening service and reach it over an adjacent network (AV:A) - typically the internal segment where the agent proxies authentication for VPN/MFA, not the public internet. The specific trigger is a Vendor-Specific attribute containing a sub-attribute with a length field of zero, which the parser fails to validate. No authentication is required (PR:N) and no user interaction is needed (UI:N). Limiting factors: the agent must be deployed and reachable on the attacker's network segment, and affected versions are Okta RADIUS Agent 2.17.5 up to (not including) 2.28.0 - environments on 2.28.0+ are not exposed. Impact is limited to denial of new authentications; no data exposure or code execution occurs.

Impact

This is a genuine but moderate-priority issue, not a high-CVSS-but-illusory one - in fact the CVSS base score (6.5, Medium) is already restrained and the signals are internally consistent. The CVSS vector CVSS:3.1/AV:A/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H describes an adjacent-network (AV:A, not full Internet-facing AV:N), low-complexity, unauthenticated attack whose only impact is availability (A:H) with no confidentiality or integrity loss - matching CWE-835 (infinite loop) and the description's worker-thread exhaustion outcome. No EPSS score, SSVC decision, KEV listing, or POC was provided in the input, so exploitation is 'no public exploit identified at time of analysis'; the absence of these signals is itself meaningful - there is no evidence of active or at-scale exploitation. The practical risk is availability of RADIUS-backed authentication (e.g., VPN/MFA logins) rather than data compromise or code execution: a successful attack denies new authentications but does not breach the system. AV:A is the key limiter - the attacker must already reach the RADIUS Agent's network segment, which is typically a trusted internal zone, so real-world risk is highest for environments where the RADIUS listener is exposed to a broad or poorly segmented network.

Exploit ScenarioDerived

An attacker with access to the network segment where the Okta RADIUS Agent listens sends a crafted RADIUS packet containing a Vendor-Specific attribute whose sub-attribute length field is set to zero. The unvalidated length causes the parser to loop indefinitely, consuming a worker thread; repeating this exhausts the thread pool and blocks all new RADIUS authentication requests (e.g., VPN or MFA logins). No public exploit code was identified in the provided data, and the attack requires adjacent-network reach rather than internet-wide access.

AnalysisAIv1 – Oct 14, 2026

Denial of service in the Okta RADIUS Agent (versions 2.17.5 up to but not including 2.28.0) lets an attacker on an adjacent network segment stall the packet parser by sending a RADIUS packet whose Vendor-Specific attribute contains a sub-attribute declaring a length of zero. The unvalidated zero length drives the parser into an unbounded loop (CWE-835), consuming worker threads until new RADIUS authentication requests can no longer be serviced. The CVSS 3.1 score is 6.5 (AV:A/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H); no public exploit code has been identified at time of analysis and the issue is not in CISA KEV, but the affected agent typically fronts VPN and MFA authentication, so a successful trigger can block new logins on that segment until the service is restarted or patched.

RemediationAI

The vendor has released a fix; upgrade the Okta RADIUS Agent to 2.28.0 or later, which is the first release outside the affected range (2.17.5 < 2.28.0), and restart the agent service so the patched parser is loaded. Consult Okta's advisory at https://trust.okta.com/security-advisories/denial-of-service-in-okta-radius-agent-packet-parser-cve-2026-78633 for the supported upgrade path and any intermediate-version requirements, and note NVD's mirror at https://nvd.nist.gov/vuln/detail/CVE-2026-78633. Where an immediate upgrade is not possible, compensating controls are network-scoped: restrict the agent's RADIUS listener (UDP 1812/1813 or the configured ports) at the host firewall or switch ACL to only the known NAS/VPN concentrator source addresses, which removes the AV:A reachability an attacker needs but adds change-management overhead and can break legitimate failover appliances if the allowlist is incomplete; alternatively, front the agent with a RADIUS proxy or load balancer that normalizes or rejects malformed VSA sub-attributes with zero-length fields, at the cost of an extra hop and its own configuration risk. Because the failure mode is thread exhaustion rather than a crash, add health checks that alert on worker-thread saturation or RADIUS authentication timeouts so an in-progress trigger can be detected and the service restarted while a patch window is scheduled; restarting is a temporary recovery measure only, since the malformed packet can be re-sent afterward. Detection of the triggering packet can be done by capturing RADIUS traffic and inspecting VSA sub-attributes for a zero length field, and affected agents should be prioritized by exposure of their network segment rather than by internet reachability, since exploitation requires adjacency.

Technical ContextAI · show details

RADIUS carries vendor extensions inside attribute type 26, the Vendor-Specific Attribute (VSA), which is a container of sub-attributes encoded as vendor-type / length / value tuples. CVE-2026-78633 is an instance of CWE-835 (Loop with Unreachable Exit Condition / infinite loop): the Okta RADIUS Agent's VSA parser advances its cursor by the declared sub-attribute length without verifying that the length is non-zero, so a sub-attribute length field of 0x00 leaves the parser position unchanged and the iteration never terminates. The affected component is the agent's packet-parsing code path, not the RADIUS protocol exchange or the Okta cloud service, and the code class and the CVSS vector are consistent - the vector shows only availability impact (C:N/I:N/A:H) with no confidentiality or integrity effect, matching a parser hang rather than memory corruption, injection, or authentication bypass. The attack vector AV:A reflects that the agent's UDP/1812-1813 (or configured) listener is reached from the internal network where it proxies authentication, and PR:N/UI:N confirm that no credentials or user action are prerequisites; the only trigger is a single malformed VSA. The assessed vector supplied in the independent assessment is identical to the published CVSS:3.1/AV:A/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H, and there is no CPE data in the input beyond the EUVD affected-version record naming Okta RADIUS Agent 2.17.5 < 2.28.0.

DescriptionCVE.org

The Okta RADIUS Agent does not validate the sub-attribute length when parsing a Vendor-Specific attribute. A sub-attribute length of zero causes the parser to loop indefinitely, resulting in worker-thread exhaustion and denial of new RADIUS authentication requests.
