Exploitation Conditions

Exploitation requires the target application to invoke CompressionUtils.inflate() on attacker-controlled data via one of two specific CXF paths: (1) JWE decryption with the 'zip=DEF' compression header set - e.g. a JoseSessionTokenProvider configured with RSA-OAEP key wrap - or (2) SAML token inflation over the HTTP redirect or POST binding. No authentication, valid key, or valid signature is required because decompression runs before/independent of trust validation (consistent with PR:N). The key LIMITING factor is configuration/deployment: CXF instances that do not expose JWE with DEFLATE compression or SAML binding inflation are not reachable through this flaw, so it is not universal to all CXF installs. The fix adds a configurable cap (default 10 MiB, org.apache.cxf.compression-max-inflated-size) that aborts with DataFormatException when exceeded.

Impact

This is a remote, unauthenticated, low-complexity data-amplification (decompression bomb) flaw (CWE-409) in Apache CXF. The provided CVSS 3.1 vector (AV:N/AC:L/PR:N/UI:N) confirms it is reachable by remote attackers with no authentication (PR:N) and no user interaction, and critically the description notes decompression happens BEFORE/independent of trust validation - so no valid signature, key, or session is needed. However, the signals conflict on impact: the vendor vector encodes C:H/I:N/A:N (confidentiality impact), yet the CWE-409 classification, the 'Denial Of Service' tag, and the description (KB payload expanding to GB on the heap → memory exhaustion) all point to an AVAILABILITY impact, not confidentiality - the C:H appears mislabeled and should be A:H. Despite the easy-to-reach nature, real-world urgency is tempered: EPSS is only 0.16% (4th percentile), there is no CISA KEV listing and no public exploit identified, and exploitation is gated on the application actually exposing a vulnerable code path (JWE decryption with zip=DEF compression, or SAML redirect/POST token inflation). Net: a legitimate patch-worthy DoS exposure for CXF deployments using JOSE/JWE compression or SAML token inflation, but not an emergency - treat as a standard-priority patch rather than an actively-exploited critical.

Exploit ScenarioDerived

A remote, unauthenticated attacker sends a small (~KB) crafted message containing a DEFLATE-compressed payload to a CXF endpoint that performs JWE decryption with zip=DEF (e.g. a JoseSessionTokenProvider using RSA-OAEP key wrap) or that inflates SAML tokens over the redirect/POST binding. Because decompression occurs before any trust/signature validation, CompressionUtils.inflate() expands the payload to gigabytes on the heap, exhausting memory and crashing or hanging the service. No public exploit code has been identified, but the attack requires no special tooling beyond crafting a standard zip bomb.

AnalysisAIv2 – Oct 15, 2026

A remote, unauthenticated attacker can exhaust server heap memory in Apache CXF by submitting a small (kilobyte-scale) DEFLATE payload that inflates to gigabytes when the framework decompresses it without any output-size cap. The flaw is reachable through two deployment-specific paths: JWE decryption when the 'zip=DEF' compression header is present (for example a JoseSessionTokenProvider configured with RSA-OAEP key wrap), and SAML token inflation over the HTTP redirect or POST binding - in both cases decompression occurs before or independently of any trust, signature, or key validation, so no credentials or valid keys are needed. Impact is availability only (assessed CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H, 7.5), with confirmed exploitation limited to reachable configurations; EPSS is 0.16% (4th percentile), no CISA KEV listing, and no public exploit identified at time of analysis. Vendor-released patches are available in 4.2.4, 4.1.9, and 3.6.13, which introduce a configurable 10 MiB inflation cap.

v1 Oct 09, 2026 - 11:26

Heap memory exhaustion in Apache CXF allows unauthenticated remote attackers to crash affected services by supplying a small (~KB) crafted DEFLATE payload that inflates to gigabytes inside CompressionUtils.inflate(). The vulnerable method applied no output-size cap and is reached in two configurations: JWE decryption where zip=DEF compression is enabled (for example JoseSessionTokenProvider with RSA-OAEP key wrap), and SAML token processing over HTTP redirect or POST bindings where assertion inflation occurs. In both paths decompression happens before and independent of trust/signature validation, so no valid credentials or signed token are required; the assessed vector is CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H, i.e. pure loss of availability. Exposure is limited to deployments that actually enable JWE DEFLATE compression or SAML inflation, and no public exploit code was identified at time of analysis; the fix (4.2.4, 4.1.9, 3.6.13) introduces a configurable maximum inflated-size cap.

RemediationAI

Apply the vendor-released patch by upgrading to Apache CXF 4.2.4, 4.1.9, or 3.6.13 (choose the fixed release on the maintenance line you already run); these versions add a maximum inflated-size cap to CompressionUtils.inflate() that aborts with DataFormatException once the limit is exceeded, configurable via the org.apache.cxf.compression-max-inflated-size system property with a default of 10 MiB. If an immediate upgrade is not possible, apply compensating controls that match the two reachable paths: disable or avoid JWE processing with the 'zip=DEF' compression header (and avoid JoseSessionTokenProvider configurations with RSA-OAEP key wrap that accept compressed tokens), and, where SAML Web SSO is not required, disable the SAML redirect and POST binding token inflation on the affected endpoints - the trade-off is that legitimate compressed JWEs and standard SAML browser flows will stop working, so this should be scoped to endpoints that do not need them. Enforce a strict HTTP request body size limit at the reverse proxy or servlet container (rejecting oversized POST bodies and query strings) to reduce the practical payload window, and cap the JVM heap (-Xmx) so a successful bomb fails fast rather than destabilising the host; note that a heap cap converts an unbounded crash risk into a predictable OutOfMemoryError and should be paired with heap-dump and restart automation rather than treated as a fix. Monitor for OutOfMemoryError and abnormal heap growth correlated with JWE or SAML endpoints as a detection signal. Technical ContextAI · show details

The root cause class is CWE-409 (Improper Handling of Highly Compressed Data / decompression bomb). Apache CXF's CompressionUtils.inflate() accepted attacker-controlled DEFLATE streams and expanded them into memory without bounding the resulting output size, so a highly compressible payload of only a few kilobytes could allocate gigabytes on the Java heap, producing OutOfMemoryError and application-level denial of service. The affected component is the CXF compression utility used by two high-level features: JWE/JOSE message handling, where a token carrying the 'zip=DEF' header is decompressed during decryption (the assessment notes JoseSessionTokenProvider with RSA-OAEP key wrap as a concrete configuration), and SAML Web SSO token inflation for the HTTP-Redirect and HTTP-POST bindings, where the compressed SAML message is inflated. Critically, in both flows the inflation step runs before or independently of cryptographic trust validation - no valid private key, signature, or authenticated session is required - which is consistent with the PR:N rating in the assessed vector. The CPE cpe:2.3:a:apache_software_foundation:apache_cxf confirms the Apache Software Foundation's CXF as the affected product line. Because the defect is an unbounded-allocation problem rather than an injection or memory-corruption bug, the assessed impact is availability-only (C:N/I:N/A:H); the NVD-published vector differs and appears to overstate or misattribute impact, and the independent assessment should be treated as authoritative. Exploitability is conditional on configuration: CXF deployments that do not expose JWE with DEFLATE compression enabled or SAML binding inflation are not reachable through this path, so the flaw is not universal across all CXF installations.

DescriptionCVE.org

CompressionUtils.inflate() decompressed attacker-controlled DEFLATE data with no output-size cap. A small (~KB) crafted payload could expand to gigabytes on the heap. Reachable via JWE decryption when zip=DEF (e.g. JoseSessionTokenProvider with RSA-OAEP key wrap) and via SAML redirect/POST binding token inflation - in both cases decompression happens before/independent of trust validation.

Fix: Added a configurable maximum inflated-size cap (default 10 MiB, org.apache.cxf.compression-max-inflated-size system property) to CompressionUtils.inflate(); aborts with DataFormatException once exceeded. Users are recommended to upgrade to versions 4.2.4 or 4.1.9 or 3.6.13, which fix this issue.
